Duties Background

The negative implications of climate change are becoming increasingly obvious, frequent, and severe. The assessment of the climate change induced loss and damage shows it continuous growth that proves necessity of the measures to be undertaken preventively to mitigate those implications. The figures published in the reports by the different international institutes and organizations demonstrates large scale of the climate change impact in terms both human and socio-economic aspects. As per CRI 2026 published by German Watch[1] 832 000 fatalities and about 4.5 trillion USD were lost due to 9700 climate change related extreme events over the world during 1994-2024. This and another fact enforce world community to develop and implement the wide scope of the complex preventive measures that allows to save human lives and human well-being. One of the most effective measures aimed at mitigating the climate change related disasters impact is a development and implementation of the climate change multi hazards early warning systems. That's why UN initiated program –"Early Warning 4 all" at 2025 aimed at ensuing protection of every person on Earth with timely, reliable, and actionable early warning systems for hazardous weather, climate, and hydrological events by 2027.
The joint project "Enhancing Multi-Hazard Early Warning System to increase the resilience of Uzbekistan communities to climate change-induced hazards" is being implemented together with the Ministry of Emergency Situations of the Republic of Uzbekistan (MES) and the Agency for Hydrometeorological Service (Uzhydromet) under the Ministry of Ecology, Environment Protection and Climate Change of the Republic of Uzbekistan. The MHEWS project will respond to the critical need for modernization of the country's early warning system into an impact-based MHEWS (initially focused on floods, mudflows, landslides, avalanches and hydrological drought in the more populous and economically important eastern mountainous regions of Ferghana Valley), an essential element of the country's climate risk management framework. In the face of increasing climate risks, this system will serve to enhance the climate resilience of the people of Uzbekistan (indirect beneficiaries), including the most vulnerable and poor rural communities living in mountainous areas currently at risk from climate-induced hazards and, as thus, contribute to SDG and "Early Warning 4 all" initiative achievement.
Specifically, the project focuses on improvement of methods and capacities for monitoring, modelling and forecasting climate hazards and risks supported with satellite-based remote sensing, creating a central repository and analysis system for hydrometeorological hazard and risk information, improving regulations, coordination and institutional mechanisms for an effective impact-based MHEWS, including the development of forecast-based actions. This requires the engagement of highly qualified specialists and coordination of efforts of the group of experts from different thematic areas (modelling, forecasting, data processing, technical and capacity building expertise).

The Project Analyst on Climate Risks Issues will be contributing to in modernization of hydro-meteorological monitoring infrastructure with a focus on investing in automatic hydro-meteorological monitoring infrastructure required for the generation of hazard-specific forecasting and risk models. S/he will be in charge of coordination and implementation of the project activities related to the upgrading of the hydro-meteorological observation network, modelling and forecasting capacities, which should be done through the establishment of sound cooperation with Uzhydromet as the immediate beneficiary and all the users of the upgraded hydro-meteorological observation network, modelling and forecasting capacities.
Duties and Responsibilities
Under the direct supervision of the Project Manager and in close coordination with relevant project partners, the Project Analyst will support the implementation of project activities aimed at upgrading the hydro-meteorological observation network and strengthening modelling and forecasting capacities.

The Project Analyst will primarily contribute to the implementation of activities under Output 1, focusing on modernization of hydrometeorological observation systems, strengthening climate risk assessment capacities, and improving the development and dissemination of climate and hydrometeorological services.

The incumbent will coordinate technical activities related to modernization of observation systems, support procurement and installation of technical equipment, facilitate collaboration with national and international consultants, and contribute to strengthening institutional capacities of Uzhydromet and partner institutions.

The Project Analyst will also ensure effective coordination with stakeholders, support monitoring and reporting of project progress, facilitate knowledge sharing, and contribute to awareness raising and visibility of project results.
Specific tasks and responsibilities include:

Project implementation and coordination

• Ensure effective implementation and achievement of project activities under Output 1, focusing on upgrading the hydro-meteorological observation network and enhancing modelling and forecasting capacities.
• Plan and implement activities in accordance with the approved project work plan, ensuring effective use of available human and financial resources.
• Identify and streamline effective mechanisms for programme implementation and propose innovative approaches to achieve project targets and indicators.
• Facilitate the provision of technical and expert assistance to project stakeholders and coordinate the work of international and national consultants engaged in the implementation of the project component.

Technical coordination and capacity development

• Coordinate and facilitate the upgrading and modernization of meteorological and hydrological observation systems.
• Support the process of strengthening Uzhydromet's capacity to store, process, and develop climate hazard products, and to improve communication of hydrometeorological data to regional divisions.
• Coordinate and monitor the development of the multi-module Climate Risk Assessment Platform implemented by the international vendor (MicroStep MIS, Slovakia), ensuring timely delivery of agreed outputs.
• Coordinate procurement processes related to testing and calibration equipment for hydrometeorological automated measuring systems within Uzhydromet's observation network.
• Collaborate with the Early Warning Systems Task Manager to ensure integration of planned services and functions with the MES risk management system to support forecast-based actions.

Technical guidance and capacity development

• Coordinate the process of revising and adapting the National Framework for Climate Services (NFCS) and its business model to national priorities and Uzhydromet institutional capacities.
• Coordinate the development of practical guidelines for the assessment of avalanche, landslide, mudflow, and hydrological drought risks, including socio-economic risk assessment.
• Serve as a technical resource person for project stakeholders on issues related to upgrading hydro-meteorological observation networks and forecasting capacities.
• Organize and facilitate thematic trainings aimed at strengthening the technical capacities of Uzhydromet specialists.
• Facilitate knowledge sharing and exchange of best practices among projects, UN agencies, government partners, and other stakeholders, and participate in relevant professional networks and meetings.

Monitoring and reporting

• Assist the Project Manager in preparing progress reports, documenting lessons learned, and providing recommendations for project improvement.
• Contribute to donor reporting by providing relevant data and information on implemented activities and achieved results.
• Conduct field visits to project sites to inspect installed hydrometeorological equipment, assess operational performance, ensure uninterrupted data flow, and develop recommendations for operational improvements and sustainability.

Communication, visibility and gender mainstreaming

• Prepare analytical materials, information briefs, fact sheets, and other documentation to support public awareness and communication of project results.
• Contribute to project advocacy and visibility activities to highlight project achievements and impacts.
• Promote gender equality by ensuring the participation and benefits of both women and men in project activities.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangements

Under the direct supervision and guidance of the Project Manager, Project Analyst on Climate Risks Issues renders operational and thematic services with ensuring high quality, accuracy and consistency of work. The Project Analyst will work in close collaboration with national partners, local and international consultants, projects, operations, ECA Cluster Programme's staff in the UNDP CO to exchange information and ensure consistent service delivery and undertake day-to-day responsibility for operational and thematic support services for the satisfactory achievement of the related project deliverables.

Professional requirements Education:

• Advanced university degree (master's degree or equivalent) in Hydrology, Meteorology, Environmental Engineering, fields relevant to Hydrometeorological Monitoring or other related disciplines/sciences is required, OR
• A first-level university degree (bachelor's degree) in the fields stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

• Applicants with a master's degree (or equivalent) in a relevant field of study are not required to have professional work experience.
• Applicants with a bachelor's degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in hydrometeorological monitoring, climate change processes and drivers of climate hazards, assessment of climate change impact and knowledge on climate risks.

Desired Skills in addition to the competencies covered in the Competencies section

• Proven track of at least 5 years of work experience in hydrometeorological monitoring, and at least a part of it in network design.
• Experience in hydrometeorological observation systems (AWS, hydrological equipment, radars, radio sounding systems, meteorological calibration equipment).
• Experience in the assessment of climate change impact and knowledge on climate risks and their modeling.
• Experience with statistical modelling and risk assessment tools (FLO-2D, FLOVI, RAMMS, alpha–beta approach, MATLAB, etc.).
• Proven experience in data collection and analysis methods (e.g., COSMO model).
• Practical experience with GIS technologies.
• Experience with Uzhydromet's institutional structure and operational processes.
• Proven experience with projects on hydrometeorological service provision.
• Work experience with UN agencies or any other international development organization is an advantage.
• Experience with projects on hydrometeorological service provision.

Required Languages:

• Fluency in English and Uzbek is required.
• Good command of Russian is desirable.
