| Duties | The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Uzbekistan is looking for an Advisor to support BACKUP Health project. Brief project overview: Global Program for BACKUP Health aims to improve the efficiency of globally financed health services and products in selected partner countries, particularly for HIV, TB and malaria (HTM) measures. This takes the form of (i) the identification of financing options for the integration of HTM into general health systems, (ii) the bundling of disease-specific health services in integrated HTM approaches and their integration into general (especially primary) health care, and (iii) an improvement in the conditions for the local production of HTM-relevant health products in Africa. The project is highly relevant in the light of the overall decline in global health funding and the pressure on partner countries to use all available resources more efficiently and strategically. A new phase of BACKUP began on 01.01.2026 with expanded operations in eight countries in Africa and Central Asia. We are seeking an adviser for Uzbekistan with experience in the field of health systems strengthening and with good knowledge of Global Health Initiatives, particularly the Global Fund for HIV, TB and Malaria, to support operations of the program in-country. Main duties of the Advisor: • Provide strategic advice and capacity development on health systems topics in the context of GFATM grant development and implementation to BACKUP's national partners; • Assess options for the bundling of disease-specific health services in integrated HTM approaches and their integration into general (especially primary) health care, involving relevant national stakeholders and based on in-depth knowledge of gaps, needs and the country's stakeholder landscape; • Analyze and incorporate cross cutting themes such as community, rights and gender related to the interventions; • Keep track of developments of global financing mechanisms in the country besides the GFATM, such as GFF and Gavi, WHO and WB; • Ensure the identification, planning and delivery of high-quality technical interventions to partner institutions through consultants, service contracts or grants, in line with the project goals and working towards its indicators, promoting integrated and sustainable approaches; • Engage in relevant networks, exchange platforms and technical working groups geared towards aligning national health systems strengthening activities; • Engage in the coordination and monitoring of BACKUP's activities within the framework of the global program (module offer, indicators and M&E, communications and knowledge management and other); • Coordinate closely with the Back health project team in Central Asia and Globe, other health projects in Uzbekistan as well as the Global Fund country team for Uzbekistan. |

| Professional requirements | • Postgraduate education at Master's (or equivalent degree) level in relevant areas such as public health, global health, health policy, health economics or health systems management; • At least 7 years of professional working experience in international cooperation, of which at least 5 in a health systems strengthening role; • At least 3 years of working experience in international organizations (bilateral technical cooperation, consultancy firms, multilateral agencies etc.). Experience with Global Fund and/or German Development Cooperation is an asset; • Very good understanding of health systems challenges in Uzbekistan; • Good (working) knowledge of relevant stakeholders in the health sector in Uzbekistan, good understanding of the global health architecture; • Fluent written and oral knowledge of English, Uzbek and Russian languages; • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office). |
