| Duties | Background: Violent extremism and terrorism remain significant threats to security and stability in the OSCE area, including Central Asia. In recent years, these risks have increasingly been shaped by the misuse of information and communication technologies (ICT), including the dissemination of extremist content, recruitment, and radicalization through online platforms. At the same time, law enforcement agencies are increasingly exploring and applying emerging technologies, including artificial intelligence (AI), which creates both opportunities and risks and requires adequate safeguards to ensure responsible and human rights-compliant use. Uzbekistan continues to strengthen its national capacities to prevent and counter terrorism and violent extremism and radicalization that lead to terrorism (VERLT), in line with its international commitments. The country's National Strategy for Countering Extremism and Terrorism (2021–2026) provides a framework for addressing terrorism and VERLT, including legal and institutional measures and prevention-oriented approaches. With the current Strategy approaching completion, there is a need to consolidate achievements and address evolving challenges by strengthening operational capacities, improving access to practical knowledge and tools, and supporting the development of an updated strategic framework beyond 2026. Objective of Assignment: The objective is to strengthen the early prevention of delinquent behaviour and risks assisiated with violent extremism and radicalization that lead to terrorism (VERLT) among school students through the development, piloting and practical application of a comprehensive school-based prevention toolkit, combined with targeted capacity-building for education proffesionals and prevention service providers in a pilot region. The assignment is based on the understanding that certain forms of delinquent behaviour may, in some cases, serve as early indicators of vulnerability to harmful influences, social marginalization, and potential radicalization, thereby underscoring the importance of timely, school-based preventive interventions. It will include: - development of a methodological guide on psychological and pedagogical support and prevention of delinquent behaviour among school students; - development of training module for inspector-psychologists and school psychologists; delivery of two three-day Training of Trainers (ToT) programmes respectively for inspector-psychologists and school psychologists, in Namangan to support practical application replication and sustainability of the toolkit and training modules Duration of Assignment: From May 1 until 30 October, 2026 (46 days) Tasks and Responsibilities Under the overall supervision of Senior Project Officer, the successful candidate(s) will be tasked with the following duties: 1. Development of a methodological guide on psychological and pedagogical support and prevention of delinquent behaviour among school students on topic of Psychological and pedagogical support and prevention of delinquent behaviour in schoolchildren in Uzbek language; 2. Development of training module for inspector-psychologists and school psychologists on topic of "Psychological and pedagogical support and prevention of delinquent behaviour in school children" in Uzbek language; 3. Delivery of three-day Training of Trainers (ToT) programmes for inspector-psychologists in Namangan to support practical application replication and sustainability of the toolkit and training modules; 4. Delivery of three-day Training of Trainers (ToT) programmes for school psychologists in Namangan to support practical application replication and sustainability of the toolkit and training modules. |

| Professional requirements | Education: • University degree in humanitarian and social sciences; psychology is preferable; Experience and knowledge/skills: • At least 5 years of professional experience in the sphere of phycology; • At least 3 years' experience as a trainer in a Project with a related topic; • Previous working experience with international organizations would be a great asset; • Excellent interpersonal communication skills including experience of facilitation of training/workshops and presentation; • A high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines. • Professional fluency in Uzbek with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset; • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; • Ability and willingness to work with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; • Computer literate with practical experience using Microsoft applications. |

| Extra motivation | The suitability of candidates shall be determined taking into account their qualifications, expertise, experience, and the value for money of their services. Therefore, applicants are requested to indicate their proposed daily/monthly rate (or) total lump-sum fee for the foreseen services, in the pre-screening section at the end of the application phase. OSCE reserves the right for final remuneration decision. The remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual contractors, and shall depend on the complexity of the tasks and deliverables and the degree of technical expertise required. |
