| Duties | The project will enhance livability and economic competitiveness in four secondary cities of Uzbekistan, namely the cities of Djizzak, Havast, Khiva, and Yangiyer, which have experienced slow growth due to the COVID-19 pandemic. The project will support strategic investments in municipal infrastructure and will also provide a capacity development program to improve sustainability, operational efficiency, and services delivery. Investments include green, community-centered infrastructure including a new public park with a multifunctional community center in Havast, a public greenway and two-story visitor center in Khiva featuring Uzbekistan's first digital museum with a Silk Road theme. It will also support the development of water supply transmission and distribution networks with climate-smart water saving technologies in Djizzak and improved solid waste management in all four cities. The project supports the government's national development strategy and policies for sustainable urbanization. Scope of Work: The international Construction Water/Civil Engineer will undertake the role of the Engineer (as the employer's representative) in coordination with the Design engineer and Project Manager as defined in the conditions of contracts. He will take responsibility for all construction supervision related tasks for the initial related works to be carried out by Contractor (mobilization, initial site clearing, purchase of materials, small initial works in parallel with the design activities, etc.) until a Project Management and Construction Supervision consultant team is on board. The expert will supervise creating Public Open Spaces in Dostlik, Ittifoq and Yoshlik Mahallas in Djizzak City, constructing a 6ha Public Community Park with 1.2km access road and 2-Story Multifunctional Community Center with Training Facility in Havast, Supplying and Laying 12.5 km Steel Transmission with Regulating Valves. Supplying and laying 27.41 km Feeder Pipelines with Actuated Control Valves & Pressure. Supplying and Installing 63 Bulk AMI Water Meters; Supplying and Fixing Variable Frequency Pumps and Disinfection Equipment in Djizzak, area Based Integrated Urban Development in Dostlik, Ittifoq and Yoshlik Mahallas in Djizzak City, constructing New Community Collection Points in Yangiyer and Havast and construction of a Municipal Solid Waste Transfer Station in Havast. The Expert will be responsible for the following tasks: (i) check the layouts and levels for the construction to ensure conformity with the contracts, propose any changes in the plans, if required; (ii) assess the adequacy of all inputs such as material and labor provided by the Contractors and the proposed construction methods by the Contractor and ensure that they are in compliance with the technical specification, agreed project implementation schedule and environmental and other compliance requirements as well as health and safety aspects of the workers and the general public; (iii) review and comment on Contractor's submitted construction drawings; (iv) supervise the construction of project components and monitor the construction; (v) prepare measurement for works completed and in progress and verify bills for payment to the contractors / suppliers, for onward submission to the Client; (vi) manage and administer the works contract, and prepare draft contractual instructions on behalf of the Client, when formal notifications are required; (vii) ensure that the Contractor implements the safeguards requirements pursuant to the EMPs and LARP; (viii) carry out the first level of inspections and monitoring of the works undertaken by the Contractor, with secondary level of inspections and monitoring to be performed by the Client's Representative; (ix) prepare monthly and quarterly progress reports for the Client for submission to various authorities including the ADB, as per the prescribed requirements of the concerned authorities; (x) make decisions as supervision consultant and contract management: will be required to assist in the contract administration, project management including review and analysis of detailed design and cost estimate documentation, supervision of construction works, installation, testing and commissioning, supervision of environmental and social management, as well as preparation of necessary progress reports and building the capacity in project management. The Consultant will also be responsible for the financial management of activities related to the implementation of the Project, assistance in accounting, issuance of certificates of payment, etc. In addition, the Consultant will monitor during supervision that the Project is delivered on schedule and quality, meeting the ADB and Government standards, and within budget, be responsible for quality assurance, provide general guidance and furnish timely responses to the contractors in all matters relating to the civil works, and ensure that all clauses of the Conditions of contract between the civil works contractors and PIU IUDP; (xi) demonstrate the efficacy of contract administration and supervision as an independent external party; (xii) preparation of QA/QC and Site Supervision Manuals; (xiii) supervise and control the works of national supervision engineers; (xiv) responsible for overseeing the all national supervision engineers' activities ensuring all schedules and milestones are achieved; (xv) responsible for overseeing quality control methodology put in place, confirming its adequacy and ensuring that its employment is satisfactorily carried out. |

| Professional requirements | He/she will have at least 5 years of experience in carrying out social development associated with infrastructure projects with a university degree in sociology / social studies or related field. Experience working on ADB or other IFIs financed projects is preferred. Good knowledge of Uzbek/Russian and English is required. Minimum General Experience: 10 Years Minimum Specific Experience (relevant to assignment): 5 Years Regional/Country Experience: Required |
