| Duties | The specialist acts as a strategic bridge between internal talent management and external vendor operations. Their dual focus ensures that both the "human capital" and the "material resources" needed to run the business are acquired and maintained efficiently. HR duties focus on managing the complete employee lifecycle: • Recruitment & Onboarding: Drafting job descriptions, sourcing candidates, conducting interviews, and integrating new hires into TFU culture. • Employee Relations: Acting as a liaison between management and staff, mediating disputes, and handling disciplinary actions or grievances. • Compensation & Benefits: Designing and managing pay structures, health insurance, and retirement plans to ensure competitive market rates. • Training & Development: Identifying skill gaps and organizing programs to enhance employee performance and career growth. • Compliance: Ensuring all workplace practices adhere to local labor law and safety regulations. Procurement duties focus on the acquisition of external goods and services: • Supplier Management: Researching, identifying, and evaluating potential vendors based on price, quality, and reliability. • Contract Negotiation: Securing favourable terms, pricing, and delivery schedules through aggressive negotiation. • Strategic Sourcing: Developing procurement plans and bidding processes to optimize spending and minimize supply chain risks. • Inventory & Budget Control: Tracking stock levels, issuing purchase orders, and collaborating with finance to stay within budget. • Vendor Performance: Monitoring current suppliers to ensure they meet contractual obligations and quality standards. |

| Professional requirements | • Bachelor's degree in business administration, Human Resources, or Supply Chain Management or another relevant field. • 3+ years of experience in HR and Procurement departments • Certifications: HR: SHRM-CP, PHR or similar. Procurement: CIPS, CPSM or similar is an advantage. • In-depth knowledge of local labor law and regulations to mitigate legal risks. • Solid experience drafting and reviewing legally sound agreements to protect the organization from supply risks. • Strong analytical and problem-solving skills • Excellent communication and interpersonal skills • The ability to work independently and in a team environment. • Alignment with Teach For Uzbekistan and Teach For All values. • English, Uzbek, and Russian language fluent level is preferred. |

Purpose of the Role The purpose of a Human Resources (HR) and Procurement Specialist is to unify the management of TFU's two most critical resources: its people and its external supplies. This hybrid role aims to drive operational excellence by applying specialized knowledge to both the employee lifecycle and the supply chain, ensuring the organization is staffed with top talent and equipped with high-quality, cost-effective goods and services. Ensures compliance of HR and Procurement with national regulations and alignment with TFU policies and procedures as well as Teach For All network standards. 2. Reporting and Accountability 1. Reports directly to the Deputy Director. 2. Focus on balancing talent management with supply chain efficiency. Accountable for ensuring that both human capital and external resources are acquired, managed, and optimized to meet TFU goals. 3.Human Resources Compliance & Records: Ensuring adherence to local labor law and maintaining accurate employee records. Talent Sourcing: Recruiting quality talent efficiently to meet operational needs. 4. Procurement Supplier Management: Selecting and evaluating reliable suppliers who meet quality and cost standards. Contract Negotiation: Securing favourable pricing and terms for goods and services. 5.Works closely with finance and administration specialist. 3. Scope of Authority Encompasses two distinct but strategically aligned domains: the management of people and the acquisition of goods/services. Authority covers the entire lifecycle of TFU's internal and external resources. Human Resources Authority In HR, a specialist has the authority to manage the employment lifecycle and ensure compliance with local labor law. • Talent Acquisition: Authority to recruit, screen, and interview applicants, and extend job offers. • Compensation & Benefits: Managing payroll, administering health insurance programs, and recommending salary adjustments. • Performance & Training: Implementing employee development plans, conducting performance reviews, and designing onboarding sessions. • Policy & Compliance: Developing and enforcing company policies, ensuring compliance with TFU and local labor regulations, and managing employee relations/disputes. Procurement Authority In procurement, the specialist's authority focuses on managing supplier relationships and the acquisition process. • Supplier Management: Authority to research, identify, and select vendors based on quality, cost, and delivery capability. • Contract Negotiation: Negotiating purchase agreements, pricing, and terms with external suppliers. • Financial Oversight: Managing procurement budgets, executing purchase orders, and ensuring cost-saving initiatives are met. • Inventory & Logistics: Tracking inventory levels, managing supply chain risks, and ensuring timely delivery of goods. |
