Duties The Financial Management Specialist (FMS) will be responsible for all accounting and financial reporting requirements related to Project implementation. The FM Specialist will perform the following tasks:
• Oversee and control the accounting, financial management and reporting of funds of the Project.
• Work closely with the FM Assistant of the PIU, oversee his/her day-to-day tasks, and advise him/her on how to best perform his/her duties, which are stated in a separate Terms of Reference.
• Set up the Project financial, accounting and reporting cycles (including installation of a functional accounting software) to ensure the readiness of the FM arrangements.
• Ensure compliance with the requirements of the project documents (Loan agreement, Grant agreements, including Disbursement Financial Information Letter (DFIL), POM etc.) that includes financial and accounting policies and procedures, project management guidelines, forms of financial reporting, budgeting and budgetary control, internal control, and audit requirements.
• Ensure effective and efficient use of the project's resources (funds, assets etc.).
• Prepare payment orders, documentation on currency conversion, cash plans, and other bank documents.
• Manage timely opening and processing of letter of credits with the commercial bank.
• Prepare the reconciliation of bank statements of all accounts from commercial bank and monthly summary of cash-flow information.
• Develop and approve the Project expenditures budget, budget estimate, including the complete breakdown of expenditures according to the applicable requirements.
• Manage Project budgeting according to respective implementation and procurement plans, approved budget ceilings (cost estimates, etc.).
• Complete disbursement projects for two quarters in the World Bank "Client Connection" system on time and on a regular basis.
• Organize and ensure budgetary control (execution of the budget, utilization of funds, bottlenecks for overall budget performance, etc.), and the provision of timely payments.
• Prepare the Project financial statements; make annual Project financial statements ready for audits. Provide auditors with supporting and other documents required in the course of audit and submit audited Project financial statements to the World Bank before due deadline.
• Open and manage the Project designated accounts (including other sub-accounts as may be requested for project implementation, e.g., UZS account), and ensure timely and duly reconciliation of the accounting, bank, and other records (financial obligations, performance of contractual obligations, etc.) with Project counterparts.
• Ensure accounting of Projects expenditures in compliance with the procedures of the World Bank and legislation of the Republic of Uzbekistan.
• Manage (verification, review, approval, etc.) of withdrawal applications prior to submitting them to the World Bank.
• Monitor and report to ensure regular and timely submission of Project financial reports (Unaudited Interim Financial Report - IFR), Statement of Expenditures (SOEs) and submission of other relevant reports to all relevant stakeholders, including the Ministry of Economy and Finance.
• Analyze deviations between planned and actual financial activities of the Project by components and provide explanations in the IFRs, if deviation +/-5%.
• Maintain the FM software used for the purposes of the Project with up-to-date data. This task will be performed with support from the FM Assistant.
• Review and control: (i) procurement orders, ensuring their compliance with the budget; (ii) financial activities, tax requirements of Republic of Uzbekistan and payment terms on all contracts prior to their signing; (iii) invoices for payment after receiving of acknowledging documents on the terms of a contract.
• Aid the Project Coordinator for all project audits. Ensure timely and due support for the audit of the Project and project accounts as per requirements acceptable to the World Bank, following up with all audit recommendations and actions to resolve the issues raised in the Management Letter, ensuring timely submission of audit reports to the World Bank.
• Ensure proper and due records management and records-keeping of the Project documentation as per requirements of the World Bank and local legislation.
• Work closely with NASP's staff, Ministry of Economy and Finance, Ministry of Investments, and other state agencies and local authorities involved in the Project implementation, as well as with the World Bank on all the issues of Project financial management in agreement with NASP.
• Supervise and ensure due annual and other inventory of procured goods and services, proper transfer of project's assets upon completion of the project.
• Participate in the FM and disbursement related trainings, FM regular calls and workshops as may be organized by the World Bank.
• Other direct tasks related to Financial Management over the project which may be requested by the Project Coordinator and the NASP Management.
• Inform the Project Coordinator and the NASP about operational issues and/or shortcomings identified during the performance of his/her official duties and making suggestions for their elimination.

Professional requirements Education: Higher education in the field of economics, finance, accounting, auditing, or a related discipline.
Experience and skills:  At least 5 years of relevant experience in investment projects or analogous conditions, 3 of which must be in a role as a financial management specialist or a lead specialist on payments; experience in budget preparation and compilation of financial reports; practical experience in designing and implementing information systems for financial management and project accounting in accordance with best international practice.
 Good knowledge of both national and international accounting standards. Familiarity with financial management procedures of the World Bank would be an advantage.
 Knowledge of Uzbek tax legislation, national accounting standards, international accounting standards.
 Excellent computer skills; presentation and written communication skills.
Language Requirements: Good working knowledge of English; knowledge of Uzbek/Russian language is an asset.

Additional information: The contract will be signed for a period of one (1) year, with possible extension subject to satisfactory performance, and will include a probationary period of two (2) months.
