Duties SCOPE OF SERVICES
The Consultant will work under the guidance of the Procurement Specialist and in coordination with other PIU staff. The main responsibilities include:
• Support the planning and implementation of procurement activities under Component 2, including:
• consulting services for developing minimum quality and cost standards for social services;
• services for coordinated governance mechanisms on GBV-related multi-sectoral responses;
• technical support for transforming specialized VET schools into inclusive education resource hubs;
• procurement processes related to piloting and scaling up community-based TSSCs;
• contracting of private providers (for-profit and non-profit) for delivery of selected social services.
• Assist in the preparation, formatting, and processing of procurement documents such as requests for expressions of interest, requests for proposals, bidding documents, and evaluation reports.
• Organize and support the logistics of bid opening, evaluation, and negotiation processes, including preparation of relevant minutes and documentation.
• Assist in maintaining and updating the Project Procurement Plan, ensuring timely reflection of activities under Component 2.
• Support revisions to the Project Procurement Strategy for Development (PPSD), as necessary, to address the introduction of community-based models and private service providers.
• Assist in contract management activities for goods, works, and services under Component 2, including monitoring delivery schedules, verifying documentation, and reporting delays or discrepancies.
• Collect and organize procurement-related data and inputs to support periodic project reporting and reviews, including donor reporting.
• Provide day-to-day support to build procurement capacity of PIU and NASP units involved in implementation of new social service delivery models.
IV. OTHER CONDITIONS
1. During the assignment, the Local Procurement Support Consultant shall report directly to the Project Coordinator (Head of the PIU) and work under the technical supervision of the Procurement Specialist.
2. The Consultant shall perform his/her activities in close cooperation with relevant staff of the PIU and NASP to ensure smooth coordination and integration of procurement activities under Component 2.
3. The NASP will provide the Consultant with the following within the scope of this assignment:
• Appropriate office space equipped with furniture, office supplies, and office equipment;
• Access to relevant internal and external resources, data, and NASP personnel necessary for fulfilling the assignment;
• Administrative support, as required, during the course of the consultancy

Professional requirements REQUIREMENTS TO CONSULTANT'S QUALIFICATIONS
The Consultant hired under this ToR shall meet the following minimal requirements:
Education
• Bachelor's degree in a relevant field such as Procurement, Business Administration, Economics, Public Administration, Law, or a related discipline.
Experience
• Minimum of 2 years of relevant experience
• in procurement or administrative support, preferably within projects financed by international development organizations.
• Familiarity with procurement procedures and documentation standards used in donor-funded projects.
• Basic understanding of public procurement principles and World Bank procurement frameworks is an advantage.
• Strong organizational skills and attention to detail in document management and recordkeeping.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with STEP
is an asset.

Skills

• Ability to provide effective administrative and logistical support for procurement processes.
• Familiarity with procurement procedures and documentation standards used
in donor-funded projects.

• Good communication skills and ability to work collaboratively in a team environment.
• Proficiency in Uzbek and Russian. Working knowledge of English is required.
