Duties SCOPE OF SERVICES
The Consultant will work under the guidance of the Project Coordinator and in coordination with other PIU staff. The main responsibilities include:
• Translate project-related documents from English into Uzbek/Russian and vice versa, ensuring high-quality and accurate translations, particularly for documents related to Component 2 activities (standards, governance frameworks, procurement packages, contracts, guidelines, reports).
• For legal, procurement, and technical documents, ensure that translations are coordinated with relevant subject-matter specialists for final review prior to official use.
• Provide consecutive interpretation during meetings, workshops, trainings, and site visits organized within Component 2, including consultations with government agencies, civil society, private service providers, and development partners.
• Assist in formatting and editing translated materials to ensure readability and maintain the general layout and structure of the original documents.
• Maintain and regularly update a terminology database/glossary for Component 2 to ensure consistent use of project-specific language and technical terms across all project outputs.
• Collaborate with PIU staff to clarify ambiguous or highly technical content before translation.
• Proofread and edit translations completed by others for grammar, clarity, and consistency, when required.
• Support the preparation of multilingual communication materials, reports, and publications for dissemination to stakeholders, ensuring accuracy and accessibility.
• Maintain strict confidentiality of all translated and interpreted materials and protect sensitive information at all times.
• Perform other translation-related tasks as assigned by the Project Coordinator or PIU management, within the agreed scope of the assignment.
IV. OTHER CONDITIONS
1. During the assignment, the Consultant (National) on Translation and Institutional Support shall report to the Project Coordinator (Head of the PIU).
2. The Consultant shall perform his/her activities in close cooperation with relevant PIU staff and NASP management, ensuring effective communication and accurate translation of materials to support local and international stakeholder engagement under Component 2.
3. NASP will provide the Consultant with the following within the scope of this assignment:
• Adequate office space equipped with furniture, office supplies, and office equipment;
• Access to relevant internal and external resources, data, and NASP personnel necessary for the performance of duties;
• Administrative support, as required, during the course of the consultancy.

Professional requirements Education
• Bachelor's degree in Translation, Linguistics, Philology or a related field. Additional training in project management or public administration is an asset.
Experience
• Minimum of 3 years of relevant experience in written and oral translation
(English ↔ Uzbek/Russian), preferably in international development projects or donor-funded programs.
• Experience in translating procurement, legal, technical, and/or administrative documents would be an advantage.
• Experience working with government institutions, international organizations, or development projects is desirable.
• Ability to work under tight deadlines while maintaining high standards of accuracy and quality.

Skills
• Attention to detail and accuracy in both written translation and oral interpretation.
• Good command of grammar, terminology, and style in English, Uzbek, and Russian.
• Ability to understand and convey complex concepts in a clear and concise manner.
• Proficiency in using digital tools, including Microsoft Office (Word, Excel, PowerPoint); experience with translation memory tools is an asset.
• Good communication and teamwork skills, with the ability to work effectively
in a multicultural environment.
• Strong time management skills and the ability to handle multiple tasks simultaneously.
• Fluency in Uzbek, Russian, and English (written and spoken).

Additional information
Additional information: The contract will be signed for a period of one (1) year, with possible extension subject to satisfactory performance, and will include a probationary period of two (2) months.
