In line with Acted's global "3Zero" Strategy: Zero Exclusion, Zero Poverty, Zero Carbon, Acted works across a broad range of sectors to foster inclusive and sustainable development, including Natural Resource Management (NRM), Climate Change Adaption (CCA) and Disaster Risk Reduction (DRR).

Project Summary:

STREAM is a new regional programme in the Ferghana Valley (Kyrgyzstan, Tajikistan and Uzbekistan) that will strengthen cooperation and mutual benefits by focusing on evidence-based and participatory NRM, in particular the efficient management of water resources, in the context of climate change. The project includes an infrastructure component focused on improving water efficiency by rehabilitating existing infrastructure and installing water meters to improve water accounting and use.

Assignment:

Acted is looking for committed and motivated development professional, with a background in engineering and infrastructure works. Under the overall supervision of the Country Directors and the direct supervision of the Regional Programme Coordinator, the Engineer will be responsible for the overall delivery of all infrastructure projects, from technical drawings to handover, including all necessary technical backstopping.

DUTIES AND RESPONSIBILITIES

1. External Positioning

1.1. External Relations

a) Ensure effective coordination and collaboration with key stakeholders and partners, i.e. civil society organizations, community groups, private sector partners, and government counterparts working on infrastructure projects.

2. Technical Support and Coordination

2.1. Coordination

a) Promote regional harmonization of approaches and methodologies across the different technical activities in STREAM by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning.
b) Brief the Regional Programme Coordinator and Country Directors about main infrastructure issues, and updating them on a regular basis.
c) Liaise with suppliers and contractors to ensure timely availability of specialized materials and equipment (e.g. stainless steel gratings, meter sensors, and reinforced concrete elements).
d) Coordinate with local authorities (VodKhoz, municipalities) for validation of rehabilitation designs and acceptance of completed works.

2.2. Technical Leadership

a) Define the infrastructure modalities and methodologies (including, but not limited to technical specifications, feasibility studies, environmental impact assessments, rehabilitation works, site monitoring, rectification works, site handovers, etc.).
b) Lead the development of all technical tools related to the project (ToRs for consultants and evaluators, technical drawings, BOQs, tender documents, tender assessment criteria, contract annexes, regular, monitoring, and capitalization reporting templates, etc. as well as all documents required by the donor and the respective national governments and local authorities).
c) Analyse the appropriateness, adequacy and potential impact of all infrastructure interventions in STREAM based on known contexts and needs.
d) Conduct field visits and liaise with site engineers, programme and MEAL teams on a regular basis to ensure rigorous monitoring and progress reporting on infrastructure works.
e) Ensure compliance with all donor and legal requirements on site, before, during and after works are carried out, including rectification works to ensure the expectations of all parties are met.
f) Develop capacity-building programmes on infrastructure operations for local actors (including partner NGOs and relevant local services providers).
g) Disseminate tools, research, best practices and lessons learned internally and externally through publications, networks, working groups, events, and conferences.
h) Supervise and provide technical validation of site-specific BoQs covering civil works (e.g. reinforced concrete structures, gabion installation, protective debris screens, steel works, canal rehabilitation, and hydropost modernization).
i) Oversee installation, calibration, and integration of ultrasonic water meters and automated gate systems in accordance with donor specifications and national standards.
j) Ensure quality assurance of protective and safety structures (trash racks, screens, fencing, retaining walls) to guarantee long-term sustainability and resistance to debris loads.
k) Monitor compliance with environmental and social safeguards during works, including mitigation of construction-related impacts on water flows, embankments, and nearby settlements.

3. Team development and Internal Capacity Building

a) Participate in the selection and training of site engineers and other staff or contractors if needed.
b) Work with the Regional Programme Coordinator, Regional Operations Manager and Country Project Officers to identify individual training needs and ensure access to training and professional development opportunities appropriate to the skill gaps and needs.
c) Develop training material for different trainings to share with / deliver to identified staff or others.
d) Provide training to the project team on best practices in infrastructure related works.

Requirements to the candidate

Professional requirements - Higher irrigation, civil or hydrological engineering education or master's degree.
- Good knowledge of local construction codes and regulations, local requirements and procedures for the supervision of construction works, as well as the principles of maintaining relevant documentation for them.
- At least 5 years of experience in the design and supervision of the construction of irrigation water supply systems, water monitoring, as well as other infrastructure facilities. Experience of doing so in the Ferghana Valley with be a distinct advantage, especially if in more than one country.
- A track record (minimum two years) of supervising multi–year, multi–country infrastructure works; experience working with GFFO/KfW will be an advantage.
- Experience working with international non-governmental organizations is an asset.
- Experience in supervising the execution of contracts for the construction of infrastructure facilities.
- Availability of a qualification certificate for the provision of relevant engineering services.
- Good skills in working with the MS Office software package and specialized software products (AutoCAD, ArchiCAD, etc.).
- Strong managerial skills, including result–oriented management for contractors.
- Willingness to travel frequently throughout the Ferghana Valley.
- Commitment to upholding Acted's Code of Conduct and organisational policies.
- Strong interpersonal, intercultural, networking and communication skills.
- Fluent in Uzbek, Russian and English.
