Duties Acted is an international Non-Government Organization (NGO) with headquarters in Paris, France and active in 43 countries around the world. Acted has been present in Central Asia since 1996, with missions in Tajikistan, Kyrgyzstan and Uzbekistan. Acted aims to respond to emergencies and provide humanitarian support to vulnerable populations; co-construct effective governance; and promote sustainable and inclusive economic growth, in line with the "Zero Carbon, Zero Exclusion, Zero Poverty" (3Zero) vision.
Acted Uzbekistan has been supporting sustainable, inclusive development in the country for over 20 years, with a focus on widening access to basic services as well as strengthening the role of civil society as a driver of sustainable social and economic development in the rural and remote regions of the country.

Project Background:

In 2022 USAID entered into partnership with Acted and has launched a regional programme STREAM in the Ferghana Valley which is focused on strengthening cooperation and mutual benefits by focusing on evidence based and Participatory Natural Resources Management and efficient management of water resources, in the context of climate change. In the Republic of Uzbekistan, within the framework of the STREAM program, the project "Empowering Women and Civil Initiatives for Sustainable Water Resources Management in Uzbekistan" is being implemented, which is aimed at improving sustainable water resources management by strengthening the principles of integrated water resources management and promoting greater participation of women and non-governmental organizations in this process.

The programme includes a small grant to civil society organizations (CSOs) for the best innovative, climate-smart initiatives linked to natural resource management, promoting collaboration and reducing competition for resources. Empowering local communities and fostering sustainable practices in water management lie at the heart of the Small Grants Program introduced by Acted to support civic initiatives in the Fergana Valley. In partnership with key stakeholders and leveraging extensive regional experience, Acted introduces a targeted approach to water management, focusing on inclusivity, gender sensitivity, and integration. These grants serve to scale-up water-saving innovations and climate-smart approach in agriculture linked to effective water resource management.

The program targets 10 selected mahallas in Fergana, Quva, and Toshloq districts of Fergana region. The primary objective is to integrate sustainable and effective water management practices at the household level.

Position: Environmental Compliance Consultant
Type of Contract: Service Contract
Duration of Contract: 21 days (01/02/2025 – 31/05/2025)
Base Station: Fergana, Uzbekistan

Purpose:

The Environmental Compliance Consultant will ensure the effective implementation of identified environmental risk mitigation measures during the installation and operation of drip irrigation systems in households. This role will also involve the development of educational materials to promote sustainable practices, including proper system maintenance and pesticide management, in alignment with environmental standards and local regulations.

Scope of Work:

Under the direct supervision of the STREAM Regional NRM Specialist, the Consultant will be responsible for developing and applying appropriate tools/methodologies and conducting work to support the key areas, paying close attention to the environmental aspects, and will be expected to:

1. Monitoring of Implementation of Environmental Risk Mitigation Measures.

Supervise and monitor the implementation of mitigation measures outlined in the Environmental Risk Checklist during the installation of drip irrigation systems to minimize environmental impact:

a. Develop and implement a monitoring plan to ensure the long-term sustainability of environmental risk mitigation measures.
b. Propose recommendation for ToR on technical requirements for works and equipment for drip irrigation installation.
c. Identify and propose mitigating measures to address unforeseen environmental issues that may arise during installation and operation.
d. Conduct site inspections to assess compliance with environmental standards.
e. Prepare detailed reports on the progress and effectiveness of mitigation measures, highlighting any areas for improvement.

2. Training and Development of Educational Materials.

Design and develop educational materials for households on safe and responsible use of drip irrigation systems, including proper maintenance and treatment of the equipment to avoid contamination with pesticides. Train CSOs and local engineer on identifying and addressing environmental risks during system operation to ensure environmental compliance at the project sites.

3. Preparation of a final report.

After completion of activities at the project sites and implementation of all mitigating measures, a final report summarizing the results of implementation of the mitigation measures should be prepared. The Consultant will work directly with USAID's designated specialist to finalize and submit the report.
The Consultant is expected to deliver the aforementioned services thoroughly examining the current context in Fergana region, coordinating and discussing activities with the project team and in cooperation with the project partners and stakeholders.

Professional requirements As a minimum requirement, the Consultant will have:

• A bachelor's or master's degree in environmental science, natural resource management, agricultural engineering, or a related field.
• A minimum of 5 years of experience in environmental compliance, risk assessment, or related fields.
• Proven track record of working on agricultural or irrigation projects, particularly involving environmental impact assessments and mitigation measures.
• Experience in developing and implementing educational and training materials related to environmental sustainability.
• Familiarity with environmental regulations and standards in Uzbekistan, including those related to water management, pesticide use, and waste disposal.
• Familiarity with PERSUAP (Pesticide Evaluation Report and Safe Use Action Plan) or similar frameworks is a plus.
• Previous experience working on the USAID Environmental Risk Checklist.
• Strong understanding of irrigation systems, particularly drip irrigation, and their environmental implications.
• Expertise in identifying and mitigating environmental risks, including salinity, soil erosion, and water contamination.
• Proficiency in monitoring and reporting environmental compliance, including data collection and analysis.
• Proficiency in Uzbek and Russian for effective communication with local stakeholders.
• Knowledge of English is an advantage for reporting and interacting with international partners.
• Willingness to conduct field visits and site inspections in rural and semi-urban areas.
