1. Context. Search for Common Ground (Search) is seeking services of experienced individuals to develop a guidelines document (guidebook) on anti-corruption initiatives that can be used by youth in Uzbekistan and provide guidance on youth-led collaborative anti-corruption initiatives.
2. About the project Search, Yuksalish Movement and Anti-Corruption Agency (ACA) are implementing a 24-month project in Uzbekistan funded by the US Department of State Bureau of Democracy, Human Rights, and Labor, with the overall objective to provide practical assistance in building skills to youth to support strengthening youth-government collaboration in anti-corruption. This will be accomplished by strengthening local youths' understanding of corruption and providing them practical support to detect and report against corruption, increasing collaboration between target youth and national state entities on policy change, and strengthening anti-corruption mechanisms.
3. Methodology The Expert will initially design an outline for a guidebook that includes: 1. Needs Assessment and Consultation ● Conducting initial consultations with youth change agents to gather insights on their experiences and needs related to anti-corruption initiatives. ● Review existing materials and programs focused on anti-corruption to identify gaps and opportunities for youth engagement. ● Outline Development. 2. Developing a draft outline of the guidebook that includes but not limited to: ● The importance of youth-led anti-corruption initiatives. ● Overview of anti-corruption strategies in Uzbekistan. ● Open-data sources and fact-checking methods relevant to youth. ● Guiding principles for advocacy initiatives and conducting open dialogues. ● Content Creation. 3. Creating detailed content for each section of outline. This may involve: ● Desk research on best practices and case studies of successful youth-led initiatives. ● Interviews with experts (stakeholders, and relevant government actors) and youth involved in anti-corruption efforts for first-hand perspectives. 4. Review and Feedback. ● Presenting the draft guidebook to Search, Yuksalish and Anti-Corruption Agency (ACA) for feedback. ● Incorporating feedback and finalizing the content. ● Designing the layout and format of the guidebook for publication. The Expert will work with Search for Common Ground, Yuksalish and ACA to finalize the outline for the document. They will then conduct desk research and interviews with program team members and relevant stakeholders to gather the information necessary to draft the document. The draft of the guidebook will be reviewed by Yuksalish, ACA and Search for Common Ground and the Expert will address the feedback and revise to finalize the content of the document. The final products will then be presented by the Expert during the project's learning conferences in Nukus, Karshi and Jizzakh.
4. Deliverables
●Inception report. - Submitted within 10 days of consultancy start date, detailing the approach, methodology and timeline. ● Draft Outline of the Guidebook. - To be presented for feedback midway through the initial research phase. ● Document summarizing key findings from desk research and interviews by the end of the second month. ● Final Guidebook -A polished guidebook in both Russian and Uzbek, ready for publication and dissemination, to be delivered at the end of the consultancy period. -The total volume of the guidebook should not exceed 100 pages, including all visuals and tables.
5. Timeframe The consultancy is expected to last from Dec 09 - Feb 15 and follow the timeline below: ● Consultancy Start Date: December 9, 2024 ● Inception Report Submission: By December 23, 2024 ● Draft Outline Submission: By January 6, 2025 ● Research Report Submission: By January 27, 2025 ● Final Guidebook Submission: By February 15, 2025 |

Required Profile
Education ● A degree in governance, peacebuilding, international relations, public administration, or related fields is highly desirable.
Experience ●Demonstrated experience in developing guidebooks, publications, or professional guideline documents, particularly in the context of anti-corruption. ●Proven track record of working with or on youth-focused programs or initiatives. Other Relevant Requirements ● Excellent writing skills in both Uzbek and Russian. ● Strong understanding of governance structures and policy-making processes in Uzbekistan ● Familiarity with youth programming approaches, including identifying and leveraging existing opportunities for youth engagement. ● Capable of coordinating consultations and interviews with stakeholders, including youth leaders, government representatives, and experts. ● High motivation and self-discipline, with the ability to work effectively both independently and as part of a collaborative team. ● Strong organizational skills, with a keen attention to detail in managing tasks and timelines. |
