Duties Functions and official duties of the Monitoring and Evaluation Specialist will include, but are not limited to the following:
1. Monitor specific indicators as part of the formal Results Framework and conduct monitoring and evaluation of project realization; conduct general project data monitoring;
2. Identify information needs of planning, monitoring and evaluation components;
3. On-site/activity visits to monitor Project implementation progress;
4. Prepare and submit to the World Bank reports to monitor project progress on the basis of performance indicators defined in the Results Framework. The frequency and methodology for collection of project performance data is outlined in the Results Framework matrix.
5. Where relevant, provide updated forecasts and recommendations for changes in indicators and targets to ensure successful achievement of project development goals; Where relevant, propose changes to the Results Framework in line with objectives of the Project.
6. Support the PMU Director and Project Coordinator in preparation, regular update and implementation of the project implementation plan as well as project annual work plan
7. Lead preparation of monthly and other reports on project activities, including Project Completion Report, as well as briefs and various Monitoring and Evaluation presentational materials, as necessary;
8. Periodic site visits for subprojects under guarantee period;
9. Prepare agendas for Bank's project supervision missions and lead follow up actions pertaining to project implementation (i.e. draft agenda, minutes, etc.);
10. Assess the need in trainings on monitoring and evaluation; attend and organize relevant trainings for PMU staff and stakeholders, as necessary;
11. Ensure proper communication and dissemination of information on the Project outputs and outcomes to the public;
12. Perform other related duties for the PMU as required by the PMU Director.

Professional requirements The Monitoring and Evaluation Specialist shall meet the following qualifications:
1. Higher education in a relevant field;
2. Work experience of 4 (four) or more years in a capacity of monitoring and evaluation specialist in national and/or international projects;
3. Experience in preparation of analytical reports;
4. Experience in surveys for data analysis (from baseline to impact assessment).
5. Excellent skills in preparation of reports in legible and comprehensive form;
6. Advanced computer literacy, including the MS Word and Excel.
7. Fluency in Uzbek and/or Russian is required. Knowledge of English is an advantage (certificates are welcomed)
