Duties Background:

The post is located in the Office of Head of Mission within the OSCE Project Co-ordinator in Uzbekistan. It is an extra-budgetary (ExB) post within the project "Implementation of Occupational Safety and Health in OSCE" that is currently envisaged to last until 31.07.2026. In addition to this post, the project also comprises the following ExB post: National Medical Officer (NP-3). The Occupational Safety and Health (OSH) Office is embedded in the Fund Administration Unit.

The main purpose and objectives of the OSH Office is to ensure that the Mission's staff have adequate health care, that they are fit to perform their duties without risk to the health and safety of themselves or others, considering their health status, the job demands, and the health risks and health support available at the location in which they serve. The role is located in the OSCE Project Co-ordinator in Uzbekistan, but it also covers the other OSCE executive structures in Central Asia, taking into account the Regional Medical Advisor function described in the ExB OSH project.

The purpose of the role is to provide high-level medical care and support to ensure sound physical and mental health of all staff in the OSCE executive structures in Central Asia and determine needs for medical evacuations. The objectives of the role entail planning, organisation and implementation of activities, ensuring efficient operation of the Mission's OSH Unit, active participation in negotiations with suitable health care providers, liaison with the OSCE Chief Medical Officer and the organisation's health insurance provider on all OSH related matters, as needed, making referrals to qualified local or foreign medical providers for complex, prolonged or specialised care and providing relevant health-related information, services and recommendations to all Mission members.

Tasks and Responsibilities:

The incumbent reports to the National Medical Officer (NP3) as a first-level supervisor and Head of Mission as a second-level supervisor.

1. Supports the NMO in all his/her tasks in the area of Occupational Safety and Health as part of the OSH team; performs preventive and curative duties for staff members seeking basic medical assistance;
2. Prepares the treatment room according to established standards; cleans instruments; takes care on the medical equipment in the mission area;
3. Provides individual care and advice to patients, including first-aid;
4. Escorts patients to the local/International medical facilities for further medical examinations or treatment as requested by National Medical Officer.
5. Participates in initiatives for preventive health care: (a) contributes to collecting and disseminating information on health hazards in Central Asia; (b) participates in health initiatives/campaigns, if required; and (c) collects related medical information from the National Medical Officer, and consolidates written contributions for review and approval by the supervisor;
6. Performs administrative tasks and provides informal translation: (a) updates electronic records on medical facilities and specialists available in the geographic regions of the OSCE executive structures in Central Asia; (b) escorts patients to the location of treatment and to interpret conversations with medical staff; (c) collects statistics for management purposes.

- Completed secondary education supplemented by a diploma of certified nurse by a recognized institution.

Experience and knowledge/skills:

- At least 6 years of experience of working in a medical practice or hospital preferably in an international environment;
- Knowledge of public health principles and emergency medicine;
- Computer literate with practical experience with Microsoft applications;
- Experience using relevant medical database;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Languages:

- Excellent written and oral communications skills in English and Russian. Knowledge of Uzbek language will be an asset.

Extra motivation Remuneration Package:

Monthly remuneration, subject to social security deduction, is USD 1319 as per the relevant OSCE salary scale.

Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
