Duties The Deputy Chief of Party (DCOP) will provide overall leadership, management and strategic vision to the
implementation of the Food for Education & Child Nutrition program in Uzbekistan, to ensure that the
program meets its targets and deliverables on-time and within budget. The DCoP will supervise operational
staff and ensure accountability to Mercy Corps policies and donor rules and regulations. S/he will be the
primary representative to Government of Uzbekistan entities and any local partners and stakeholders. As a
member of the senior management team at country level, the DCoP shares the overall responsibility for the
direction and coordination of the Mercy Corps country operation activities under the direct supervision of the
Chief of Party.
Essential Job Responsibilities
Х Supervise reliable operations and effective implementation of the strategies of Mercy Corps towards
the right direction, including supervision of general facilities and office management, information
technology, procurement, asset management, fleet management and warehouse management.
Х Successful contribution for implementation of country strategy and annual work plan.
Х Advise on operations strategies, plans affecting GoU partnerships, program deliverables and
staffing.
Х Analyzing Mercy Corps' operating environment in the country and adjusting operations and providing
advice on contextual changes.
Х Ensure that program implementation is responsive to communities and partners and consistent with
Mercy Corps' relevant program guidelines, principles, values, quality standards and strategic plan.
Х Develop and/or support Government of Uzbekistan partnership frameworks, partner agreements,
and Memorandum of Understandings, and
Х Supervise procurement, logistics, security, administration, and coordinate with finance and human
resources teams to ensure operational systems support field activities.
Х Fulfill Mercy Corps' Program Management Minimum Standards.
Х Ensure compliance with local regulations and legislation.

Х Develop the capacity of the team, deepen understanding of their roles and assist with career

Х Assist team members with information, tools and resources to improve performance & reach
objectives.
Х Promote accountability, communicate expectations and provide constructive feedback informally and

Х Hire, orient and lead team members as necessary.

Х Work closely with the country team's security focal point to develop and maintain systems that
promote the safety and security of all team members.
Х Ensure that programs are designed and implemented with a clear analysis and understanding of
security.

Requirements to the candidate

Education: Higher
Professional requirements MA/S or equivalent in social science, management, international development or other relevant field.
Х A minimum of 5 to 7 years of overseas experience including 3 years in a senior management
position.
Х Strong skills and a track record in strategic visioning, leadership, and inspiring teams.
Х Successful track record working with national ministries, regional, and local governments in
Uzbekistan.
Х Effective personnel management, coordination, and decision-making skills, with proven ability to be
accountable for all components of the program.
Х Competent in building networks, strong problem-solving skills, and ability to influence with effective
listening, persuasion, negotiation and other techniques.
Х Strong understanding of Uzbekistan compliance and regulation issues.
Х Fluency in Uzbek, Russian, and English required.
Х Experience in Uzbekistan working on USG donor programs required.
Х Demonstrated attention to detail, ability to follow procedures, meet deadlines and work
independently and cooperatively with team members.

Living Conditions / Environmental Conditions
The DCOP is based in Tashkent. This position requires 30% of travel to field offices.
Mercy Corps team members represent the agency both during and outside work hours when deployed in a
field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a
professional manner and respect local laws, customs and MC's policies, procedures, and values at all times
and in all in-country venues.
