| Duties | - Develop and operationalize the project M&E system and M&E manual during the first year in accordance with the approved results framework and project implementation arrangements; - Establish and maintain the project monitoring dashboard and ensure that field and partner data are captured, validated and available for management use; - Maintain the project indicator matrix, definitions, baselines, annual targets, means of verification and data-collection responsibilities; - Coordinate completion and refinement of baseline data for all indicators during the start-up period and support the baseline study in the first year; - Prepare the M&E plan for the project and provide M&E inputs to the inception workshop and inception report; - Work closely with implementing partners and train them on M&E requirements, data collection, quality assurance and reporting procedures; - Collect, verify, analyze and consolidate project monitoring data from component leads and field partners, including sex-disaggregated data; - Track progress toward project outcomes and outputs, including delivery of climate services, institutional capacity, extension support and end-user outreach; - Prepare timely M&E inputs for quarterly progress reporting and management review and highlight implementation gaps requiring corrective action; - Coordinate preparation of results and indicator information for the annual Adaptation Fund Project Performance Report; - Support annual work planning and budgeting by providing evidence on progress, results, bottlenecks and realistic targets for the following year; - Coordinate M&E support for the mid-term review in the third year and ensure availability of comparable baseline and implementation data; - Support the completion evaluation and project completion survey and ensure that the final data set is complete and suitable for comparison with baseline results; - Ensure that monitoring captures results by type of beneficiary, region and gender of household head where required by the approved M&E arrangements; - Support monitoring of the Gender Action Plan and ensure consistent collection of sex-disaggregated participation and results data; - Document lessons learned and results for internal management, public dissemination and knowledge-management purposes; - Respond to information needs of the Adaptation Fund, IFAD and the Government concerning activities, immediate outcomes and project impact; - Maintain an organized evidence repository for indicators, surveys, reports, databases and verification documents; - Support IFAD supervision missions, audits, reviews and evaluations with up-to-date monitoring evidence and analysis; - Perform other monitoring, evaluation, data and learning functions required within the approved project M&E framework. - Apply data-quality checks for completeness, consistency, timeliness and traceability before project data are used in reports or decision-making. - Monitor progress against annual targets and identify underperformance, data gaps or methodological issues requiring management attention. - Ensure that indicator definitions and means of verification remain consistent with the approved results framework and any formally agreed revisions. - Maintain version-controlled M&E databases and supporting evidence suitable for verification by IFAD, evaluators and auditors. - Coordinate M&E inputs from Uzhydromet, the National Climate Center, MoA/AKIS, MWR and other implementing partners. - Work with the gender focal point and component teams to integrate sex-disaggregated and stakeholder-engagement data. - Coordinate with external consultants undertaking the baseline study, mid-term review, completion evaluation and impact assessments. - Prepare indicator tables, dashboards and evidence packages for IFAD supervision and implementation-support missions. - Track M&E-related agreed actions arising from IFAD missions, reviews and evaluations and report progress to the Project Manager. - Provide timely analytical inputs on project performance, results and data quality to governance and oversight bodies. |

| Professional requirements | - University degree in monitoring and evaluation, economics, statistics, data science, social sciences, agriculture, environmental sciences or another relevant field. - At least 5 years of professional experience in monitoring and evaluation, results-based management, project data systems or applied programme analysis. - Demonstrated experience developing indicator frameworks, baselines, data-collection tools, dashboards and periodic performance reports. - Experience with evaluations, surveys, data-quality assurance and quantitative/qualitative analysis. - Experience with development projects financed by international financial institutions or development partners is an advantage. - Practical knowledge of sex-disaggregated data and monitoring of gender-responsive project results. - Strong computer skills, including spreadsheets, databases, dashboards and data-visualization/reporting tools. - Excellent analytical, organizational and report-writing skills and ability to train partner staff on M&E procedures. - Fluency in Uzbek and/or Russian and working proficiency in English. |
