| Duties | PROJECT INFORMATION The Republic of Uzbekistan has received financing from the World Bank for the Clean Energy for Buildings in Uzbekistan (CEBU) Project. The Project aims to improve energy efficiency in public buildings and strengthen the regulatory framework for clean energy investments in the buildings sector. The Project is implemented by the Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan. The PIU invites qualified candidates to apply for the position of Seismic and Structural Specialist to support the monitoring, review, and technical oversight of seismic resilience and structural safety aspects of buildings under the Project. The Specialist will ensure that structural assessments, seismic evaluations, retrofitting designs, and related works are carried out in accordance with approved designs, national building codes, applicable seismic standards, and World Bank requirements during project implementation. Duties: •Review Stage 1 preliminary structural condition assessments and rapid seismic screening reports. •Review Stage 2 detailed structural and seismic assessment reports. •Review and verify structural calculation models (ETABS, SAP2000, SCAD,LIRA or similar). •Assess structural load assumptions, seismic coefficients, modeling methodology, and safety factors. •Evaluate structural integrity of foundations, columns, beams, slabs, load-bearing walls, and roofing systems. •Review seismic vulnerability analysis and confirm adequacy of proposed strengthening measures. •Review structural reinforcement calculations and detailed strengthening designs. •Review retrofitting drawings, structural design documentation, and technical specifications. •Assess proposed reinforcement methods (e.g., concrete jacketing, steel bracing, FRP systems, diaphragm strengthening, foundation strengthening, etc.). •Ensure reinforcement and structural measures are properly integrated with energy efficiency interventions. •Verify compliance with national construction norms (KMK, SHNK, SNIP) and applicable seismic regulations of the Republic of Uzbekistan. •Ensure alignment with relevant international standards where applicable. •Provide written technical comments and recommendations to design consultants. •Participate in technical coordination meetings with PIU, PMC, and consultants. •Provide technical clearance for structural documentation prior to procurement and construction. •Support the PIU in responding to structural-related queries during implementation. •Prepare and submit formal technical review reports and monthly activity reports. Reports The expert shall submit monthly progress reports at the end of each month summarizing: •Structural documents reviewed; •Key findings and technical comments issued; •Identified structural risks and recommended mitigation measures; •Coordination activities carried out during the reporting period. The expert will report to the PIU Director and follow the Director's instructions. |

| Professional requirements | Qualification Requirements i.University degree in Civil Engineering, Structural Engineering, or a related field. ii.Master's degree in Structural Engineering or specialization in seismic engineering is highly desirable. iii.Minimum of 7 years of professional experience in structural engineering and design. iv. Proven experience in seismic design and structural analysis of public buildings. v.Demonstrated experience in preparation and/or review of structural calculations and reinforcement designs. vi.Strong knowledge of national construction norms and seismic regulations of Uzbekistan (KMK, SHNK, SNIP). vii.Advanced proficiency in structural analysis software such as ETABS, SAP2000, SCAD or equivalent. viii.Practical experience in structural retrofitting and strengthening techniques. ix. Experience working on large-scale public infrastructure or donor-funded projects (e.g., World Bank, ADB, EBRD) is an asset. x.Strong analytical and technical review skills with ability to independently verify structural documentation. xi.Good communication and coordination skills to work with consultants, engineers, and PIU team members. xii.Fluency in English, Uzbek and Russian (both oral and written) is a requirement. |
