| Duties | The Position: The Planning, M&E Analyst will facilitate and substantively contribute to defining results, including theory of change, provide substantive inputs to the monitoring and tracking of results against defined targets of the country programme, including on the selected UNFPA Strategic Plan results. The Analyst facilitates and contributes to reporting results as well as knowledge management and maintenance of a culture of results in the office. She/He also promotes the use of the results information for adaptations and time decision making. S/he coordinates the development and implementation of a costed valuation plan and acts as an evaluation manager ensuring the quality of evaluation processes and products are in conformity with UNFPA Evaluation Quality Standards. You will work under the direct guidance and supervision of the UNFPA Representative in Uzbekistan. You will report directly to the UNFPA Representative in Uzbekistan for the evaluation portfolio, and to the UNFPA Assistant Representative for planning and monitoring portfolio. The Planning, M&E Analyst will functionally report on results-based management and evaluation matters to the Planning, Monitoring and Evaluation Adviser of the UNFPA Regional Office for Eastern Europe and Central Asia. Job Purpose: The Planning, Monitoring and Evaluation Analyst will contribute to effective results planning, monitoring, reporting, communication and evaluation of UNFPA country programme and projects in Uzbekistan. You would be responsible for: A. Results planning Facilitate and substantively contribute to defining results • Provide technical inputs for the development of theories of change of the programmes and projects counting the past, present and future contexts • Provide coordination and facilitation support in the development of quality M&E frameworks including the costed monitoring and evaluation plan of the country programme • Ensure all M&E activities align with the UNFPA Uzbekistan Country Programme Document (CPD) and contribute to achieving the results outlined • Provide relevant inputs to the formulation of United Nations Sustainable Development Cooperation Framework, more specifically common country analysis, strategic prioritization, theory of change, results framework and joint work plans • Provide inputs to develop annual and multiyear results plans • Support developing workplans to operationalise the results • Facilitate and substantively contribute to the development of field monitoring plans and quality assurance processes • Promote and facilitate the use of evaluation results for evidenced-based planning and programming B. Monitoring Provide substantive inputs to the monitoring and tracking of results against programme/country level targets and UNFPA Strategic Plan • Provide inputs to conduct the annual reviews of the projects and programmes • Provide inputs to implementation of the midterm reviews of the projects and programmes • Provide inputs for monitoring work plans in collaboration with programme staff • Support field monitoring and coordinate with programme team and promote use of monitoring visits recommendations • Coordinate with Programme Team to ensure that data collection and analysis from field visits are standardized across programmes • Monitor the spending of donor funds and other programme expenditures and disbursements. • Support collecting and analysing data and evidence including higher-level indicators and oversee regular data quality checks • Active participation and provide relevant inputs for joint united nations joint results groups and other joint monitoring mechanisms • Provide inputs for implementing adaptive and innovative monitoring practices such as remote monitoring, real time monitoring • Contribute the implementation of the assurance plans including the spot checks C. Results reporting and results communication Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences • Collect quality quantitative and qualitative data • Compile and analyze data for projects and present analytical reports to inform reporting and decision making • Develop quality results reports • Support communicating results for both internal and external audiences in close collaboration with communication staff • Ensure timely and quality donor and programme reports (both narrative and financial), meeting internal and external reporting requirements • Provide required results and data for producing external report such as United Nations Sustainable Development Cooperation Framework. • Support producing and disseminating results reports on implementation of UNFPA strategic plan and regional programmes D. Evaluation Provide technical support to the CO in the implementation of the UNFPA Evaluation Policy in the Country Office • Coordinate the development and implementation of costed valuation plan in the country office, including an annual update and regular monitoring of implementation of planned evaluations • Manage individual decentralized evaluation processes and ensure the quality of evaluation processes and products in conformity with UNFPA Evaluation Quality Standards • Ensure communication between the CO and RO regarding Evaluations • Participate in interagency and coordination work on M&E at country level, including support to UNSDCF evaluations • Provide M&E-related data for UN Info and other UN-wide reporting mechanisms as required. • Participate as member in UNFPA M&E net and other regional M&E related Communities of Practices (CoPs) • Promote use of evaluation findings and recommendations in programme formulation and organizational decision making • Support efforts to enhance UNFPA internal and national capacity development on M&E • Individual capacity permitting, perform other duties related to evaluation as required E. Knowledge management and culture of results Contribute to knowledge management and maintaining a culture of results • Ensure implementation of results-based management (RBM) principles and standards • Provide technical support and lead capacity-building initiatives for staff and implementing partners on results-based management and Evaluation. • Develop and disseminate resources, guidance and tools to enhance understanding and implementation of RBM and evaluation principles and standards • Promote interventions for utilizing results and demonstrate the adaptive management • Identify, disseminate and use good practices, lessons and knowledge • Support results communication in collaboration with relevant staff • Support senior managers in developing management responses to all evaluations within six weeks of completion, including quarterly updates on implementation of actions plans of management responses to evaluations Carry out any other duties as may be required by UNFPA leadership. Key performance indicators • Timely and quality technical support to the programme team and implementing partners to comply with existing RBM requirements and promote a results culture Quality and timely facilitation of the development, and quality assurance review of systems for tracking/monitoring • Timely submission of evaluation-related quality and accurate reports • Quality support to evaluation processes, including timely completion of high-quality evaluations • Completion of (1) an "e- learning course certificate: How to Manage Country Programme Evaluations; and (2) RBM in UNFPA |

| Professional requirements | Qualifications and Experience Education: Masters degree (or equivalent) in statistics, economics, population studies, demography and/or any other related social science discipline.
