We are looking for Junior Procurement Officer to join our growing team in Surkhandarya region, Denov city, Uzbekistan!

Position Summary:

Responsible for search and evaluating suppliers, products, and services, negotiating contracts, ensuring due diligence of the suppliers and that approved purchases are cost-efficient and of high quality.

Responsibilities & Duties:

• Acts as an interface between vendors and Organization's procurement and finance teams on the matters related to invoices, acts of acceptance, contracts signed between PE and suppliers.
• Receives direct requests from various functional units of the Organization related to office and field supply needs.
• Performs activities of purchasing goods/materials and services, checks deadlines, performs quality analysis in cooperation with performance teams, compares suppliers and payment terms by preparing a clear comparison sheet to allow decision-makers to choose the best offer.
• Assesses suppliers' offers in comparison with market and ensures compliance of the offers' specifications, quality, and contractual terms; make sure that company's General Terms and Conditions are applied, and particular conditions are properly described.
• Ensures that the entire scope of supply is included in the proposal as well as makes sure that Group Vendors' Frame Agreements apply, if proceed.
• Maintains procurement package files and other documentation up to date.
• Ensures timely and proper compilation of purchase orders issued for various items required by the Organization.
• Deals with the supplier relationship (sourcing, evaluation, claims), and ensures interface with internal and external customers, vendors, and contractors.
• Coordinates actions and commitments with direct Supervisor and procurement policy.
• Identifies and manages procurement risks and opportunities and ensures that suppliers are qualified.
• Performs contract negotiations and reviews supply arrangements to deliver value for money procurement outcomes.
• Develops and administers contracts, negotiates changes and modifications, records supplier performance and compliance.
• Maintains and files all the contracts signed between the Branch and vendors.
• Ensures proper execution of contracts by suppliers and submission of accurate documentation and invoices.
• Reviews, approves and submits invoices to Finance for further processing and payment.
• Ensures protection of interests, non-disclosure of confidential information and documents to the third parties.
• Respects Organization's standard policies (H&S, Environment, Ethics…) and compliance with internal reporting rules.

Professional requirements Qualifications:

• BS in Business Administration, Economics, Finance or similar; or Engineering with a procurement experience.
• Prior experience in the field of procurement (preferably for contrcuction field), contracts negotiations, contract management.
• Basic knowledge of the local market practices and the capability/reliability of local suppliers as well as local pricing practices.
• Knowledge of purchasing processes and/or economic environment of the assigned purchasing domain.
• Knowledge of services and goods required in a water supply company.
• Proficiency in Uzbek, English and Russian languages.
• Excellent MS Office skills.

Special Skills/Abilities Needed:

• Knowledge of the local procurement and customs regulations.
• Knowledge of contracts administration process.
• Strong negotiation skills.
• Ability to work effectively with minimal supervision.

Additional information: Contract for the implementation of Phase 1 of the project, concluded between SUEZ and JSC "Uzsuvta'minot" regarding the districts of Denau, Sariosiyo, Shorchi and Qumqorgon:

Main purpose of the contract:

• Implement digital solutions (SCADA, AQUADVANCED, GIS);
• Develop a hydraulic model;
• Improve the Non Revenue Water (NRW);
• Improve the Asset Management;
• Modernize the customer management system;
• Install mechanical meters;
• Train local specialists;
• Prepare the feasibility study (FS) and other documentation for the main phase of the 25-year PPP project.
