| Duties | Job Description The Position: UNFPA, in collaboration with UN Women and UNICEF, is implementing a joint EU-funded "Women's Economic Empowerment in Uzbekistan" (WEE) project aimed at fostering an inclusive economic environment in Uzbekistan by removing gender stereotypes and harmful norms, enabling women to access decent work, education, entrepreneurship opportunities, and quality family planning services—thus enhancing their economic independence and well-being, and contributing to sustainable national development. UNFPA leads the coordination and implementation of the joint programme. Under guidance and supervision of the Project Coordinator, the Administrative and Finance Associate will be responsible for delivering effectively administrative, financial, and logistical services, adhering to UNFPA policies and procedures and and EU regulations under the Contribution Agreement. S/he will support project planning, financial transactions, procurement, travel, partner coordination, and documentation, contributing to smooth day-to-day operations. Job Purpose: The associate will be responsible for supporting the financial and administrative needs of the of the EU-funded Joint Programme on Women's Economic Empowerment in Uzbekistan. The Administrative and Finance Associate will work closely with project staff (Communications Analyst, implementing partners, UNFPA operations team), and will coordinate with the UNFPA Brussels Office as necessary. Key Duties and Responsibilities: 1. Financial Management and Transactions •Assist in the preparation and monitoring of annual and quarterly budgets and expenditure reports. •Maintain accurate financial records and ensure timely processing of financial transactions in compliance with UNFPA and EU procedures. •Prepare payment requests, vouchers, and other documentation in Quantum (ERP). •Monitor budget utilization and ensure timely reconciliation of expenditures, ensuring compliance with cost-sharing agreements. •Support the preparation of donor financial reports and audit facilitation. •Monitor partner financial reporting (FACE forms), ensuring documentation is complete and expenditures align with approved budgets. •Follow up on outstanding payments, liquidations, and donor fund disbursements. 2. Administrative and Operational Support •Organize and manage travel arrangements, DSA payments, and travel claims for project staff, partners, and consultants. •Provide logistical and administrative support for meetings, workshops, study tours, and field missions. •Draft routine correspondence, meeting minutes, and documentation in support of programme activities. •Maintain the project filing system (both electronic and hard copies), including contracts, reports, and correspondence. •Support procurement and contracting processes, including preparation of RFQs/RFPs, micro-assessments, vendor creation, and contract administration. 3. Support to Programme Implementation and Coordination •Liaise with implementing partners, vendors, and government counterparts to ensure timely submission of deliverables and financial reports. •Monitor the implementation status of activities, providing timely updates to the Project Coordinator. •Support the compilation and formatting of reports and presentations for internal and external stakeholders. •Support monitoring visits and data collection related to implementation tracking and evaluations. Other Duties (10%) •Ensure compliance with UNFPA's operational rules and EU donor regulations. •Support internal and external audit processes. •Undertake any other administrative or financial tasks as assigned by the Project Coordinator or the UNFPA Operations team. |

| Professional requirements | Qualifications and Experience Education: •Completed Secondary Education is required. •University degree in Finance, Accounting, Business Administration, or a related field is an asset. Knowledge and Experience: •Minimum of six (6) years of relevant experience in operations/administrative functions, programme support, including at least 2 years in finance, accounting. •Proven experience and track record in successfully managing and implementing financial policies, processes and systems in development organizations or private sector. •Proficiency in current Microsoft Office applications (especially Microsoft Excel and Word). •Experience in using ERP system (e.g. PeopleSoft, Oracle, SAP) or similar computerized applications. •Ability to interpret financial rules, regulations and procedures and explain them clearly and concisely. •Working experience with UN organization or other international development organizations is desirable.
