Duties The specific duties of the procurement specialist include, but not limited in the following:

Provision technical procurement support, quality assurance and procurement and contract administration monitoring for the project related procurement activities. Specifically, this will include support to Forestry Agency for:

• Take lead from Forestry Agency in coordinating with Project Implementation Consultant (PIC) for preparation of Bidding Documents and Request for Proposals, etc., for all bidding procedures (international competitive bidding, national competitive bidding, selection of consultants, national shopping, etc.). this shall be done in coordination with the Forestry Agency technical experts;
• Take lead in preparing RFPs ect. for contracts that are not under TORs of the PIC;
• Monitoring of Procurement Plans' timely implementation;
• Consultation at the purchasing of equipment and works carried out by the Interagency Tender Commission with the support of Forestry Agency.
• Assistance at the selection of consultants (from preparation/review of TORs for consultants to their evaluation and selection) to the Forestry Agency ;
• Assistance at the organization of seminars on all relevant procurement issues for all stakeholders of the Project, together with the Forestry Agency .
• Creation and maintain document record systems, including computerized database containing procurement and contract information.
• Support the Forestry Agency to obtain all necessary Government approvals for procurement and contract effectiveness (including MIFT registration) – as required.
• Support conducting efficient, competitive and transparent procurement process under the project.
• Prepare contract management sheets for all consultancy and goods contracts and keep a track of all works contracts in coordination with PIC.
• Raise red flags for any contractual issues (expiry of guarantees, insurances, workplan updates, payments, claims etc.) for management. Act as focal point for PIC for all contract management issues.

Professional requirements 1. Education: Higher education in engineering, law, economics or other relevant discipline.
2. Work experience: at least 5 years of professional work experience, with at least 3 years specifically working in the field of procurement and contract management. Specific practical experience in the procurement of goods, works and services under Government procedures and following procurement procedures of International Financial Institutes (including the World Bank) is essential.
3. Personal qualifications: Knowledge of the theory and practice of the World Bank's or other IFIs procurement procedures and regulations. Knowledge of the national public procurement procedures would be an asset.
4. High standard of integrity, ability to maintain confidentiality of information related to contractual and bidding processes.
5. Computer skills: Windows. MS Office.
6. Languages: Working level English / Uzbek or Russian are required.

Additional information: The Government of Uzbekistan received loans from the International Development Association (IDA) for the implementation of RESILAND CA+: Uzbekistan Resilient Landscapes Restoration Project (hereinafter Project).

This project will finance priority policy, institutional, and infrastructure activities at both the national and regional levels, to promote sector sustainability and accelerate progress towards achievement of the Government's development objectives. Moreover, the programmatic approach will support the ongoing sector reform process through comprehensive and consistent support to address existing challenges and constraints more broadly including support to performance improvement process; strengthening the central-level policy and planning framework; and institutional capacity for monitoring and regulation.

The Project Development Objective is to: increase the area under sustainable landscape management in selected locations in Uzbekistan, and promote Uzbekistan's collaboration with Central Asia countries on transboundary landscape restoration.

This PDO is uniform across the RESILAND CA+ Program projects, however, with varied sustainable landscape management practices based on country-specific context. For Uzbekistan, sustainable landscape management refers to tree-based restoration practices on SFF land in landscapes within six defined transboundary corridors. Such practices include agroforestry (intercropping with trees, shelterbelts); improved grazing land management through temporal enclosure and enrichment planting; plantations and reforestation, (production-oriented plantations, tree belts for protection of catchments and erosion control); PA management; soil fertility and water harvesting measures to support tree systems (including adopting techniques such as hydrogels); and other relevant sustainable landscape management practices that are tree-based. Sustainable landscape management related interventions will be carried out by the government, forestry enterprises, the private sector, and rural communities, in the targeted locations within the Project corridors.

In accordance with the Financing Agreements, the responsible entity for the Project implementation is the Forestry Agency under the Ministry of Ecology Environmental Protection and Climate Change. The Project Implementation Unit (PIU) established under the Forestry Agency is responsible for overall Project coordination and reporting. The PIU will be responsible for the provision of assistance to the Forestry Agency in implementation of the Project in procurement, financial management, and other aspects to the extent required, in direct communication with the Bank. The Forestry Agency acts as the Client and is responsible for the implementation of the project, including the execution of works, project management, procurement, security, etc., as described in more detail in the Project Operational Manuals.

The main duty of the PIU Procurement Specialist is ensuring procurement procedures within the Project in accordance with the World Bank's policies and procedures. The PIU Procurement Specialist shall also be responsible for overall coordination of procurement issues and ensuring regular reporting to the Bank on such issues across the project.
