Duties |
Resource Management Assistant will serve as the key person in the Office of Military Cooperation (OMC), Department of Defense of the U.S. Embassy in Tashkent. S/he conducts daily responsibilities and acts as a primary point of contact for the administration of these programs in Uzbekistan. The incumbent works with various Government of Uzbekistan (GOU) ministries and the Headquarters of U.S. Central Command (USCENTCOM). S/he will be empowered to communicate and manage relationships amongst these various partners. Also, the incumbent will be empowered to request service from other offices of the Embassy, primarily Procurement and Finance sections, in support of these programs.
Manages day-to-day administrative tasks related to Program for Security Cooperation events, ensuring timely and professional program implementation in terms of activities and budget management. Oversees all logistical arrangements associated with these programs, ensures they are properly funded and that the funds are properly disbursed and used. Arranges appropriate visa, travel documents and performs escort duties to the events for GOU participants whenever necessary. Ensures travel documents are processed, and events are executed on schedule.
Responsible for assisting with all OMC programs. Responsibilities include collection and recording biographical, biometrical data, online visa application and other required background information.
Responsible for tracking expenditures, obligations, and the program budget for OMC implemented programs in Defense Agencies Initiative Database. Prepares and ensures timely submission of monthly financial consolidated reports and other reports when required by USCENTCOM. Works closely with the relevant agencies during the annual budget development and review process, ensuring the alignment with the overall strategic and financial priorities.
Serves as a translator and interpreter for all issues related to OMC Programs. Drafts and translate correspondence, reports and other documentation. |

EXPERIENCE:
A minimum of three (3) years of experience in program, project management or administrative management with financial responsibilities.
SKILLS AND ABILITIES:
Exceptional organizational and communication skills are required. Must be able to deal effectively with persons within and outside the Embassy and must demonstrate confidence and professionalism in order to gain trust and facilitate cooperation. Diplomacy and tact in dealing with Host Nation officials and other Embassy officers is required. Excellent writing skills in English and Russian and be able to produce written materials in English language with no mistakes is required.
A valid Category B driver's license is required.
Education Requirements:
College or University studies is required.
Language requirements: Fluent level in Speaking/Reading/Writing of RUSSIAN and ENGLISH is required.
Good Working Knowledge level in Speaking/Reading/Writing of UZBEK is required.
Evaluations: All candidates will be evaluated against minimum required education, qualifications, skills and experience. Language proficiency may be tested. Driving skills will be tested.
