Duties Organizational Setting
The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization in the region. The Regional Office also aims to solidify the understanding of the role of sustainable, equitable, healthy and resilient food systems in rescuing the SDGs and addressing current multiple and interlocking global crisis and risks, calling for governments and stakeholders to further the resilience of food systems against shocks and stresses, push mitigation and adaptation to climate change and ensure they contribute to better and more sustainable outcomes for people, planet and prosperity, leaving no one behind.
Supporting countries in the development of evidence-informed food security, nutrition and agriculture policies is in the core of FAO's mandate. In the follow-up of the Food Systems Summit (UNFSS), there is a growing demand to provide specific policy recommendations in the implementation of national food system pathways in selected countries to address the underlying causes of malnutrition, as well as the negative environmental and social impacts of different food system elements (food production, processing, food trade and marketing, as well as consumer demand).

Reporting lines
Under the overall supervision of the FAO Representation in Uzbekistan, the direct technical supervision of the Food Safety and Consumer Protection Officer (Lead Technical Officer), and in close collaboration with the International Consultants (IC), the National Consultants (NC) will be responsible for the following tasks:
Technical Focus
Support evidence-informed policy development and promote a comprehensive and systemic approach to bring coherence to the existing policy fragmentation with a special emphasis on the food, agriculture and health and nutrition sectors, while also addressing livelihood and sustainability challenges.
1. SCHOOL MEAL PROGRAMME
TCP/UZB/3907 – Support to enhance food security and nutrition through piloting School Meal Programme
Main tasks/outputs:
•Provide overall support and coordination to the project implementation (prepare and review TORs, LoA, reports.)
•Provide support for preparation of the assessment on food security, food safety and nutrition situation in the country, mainly focusing on schools and schoolchildren.
•Support for revision of existing food safety and nutrition standards for schools and support the preparation of new ones.
•Engage with national counterparts to diagnose needs, determine interventions and provide technical leadership with regular communication and follow up;
•Facilitate the identification of priority food system issues related to the safety and nutritional quality of school food.
•Support FAO strategic partnerships and communication with development partners and other stakeholders.
•Provide technical support and coordination with the operations team to workshops and trainings.
•Facilitate experience sharing between international and national consultants on school feeding, nutrition education materials and food environments.
•Provide support to organization of the international consultants/FAO staff missions to Uzbekistan (preparation of mission agendas and communication with national partners).
•Address ad hoc interpretation/translation requests during the project implementation (interpretation during international consultants/FAO staff missions, coordinate translation of project documents and background materials into local languages).
•Prepare the project report.
2. FOOD SAFETY
TCP/UZB/4002: Food control system assessment to strengthen food safety and facilitate trade
Main tasks/outputs:
•Provide overall support and coordination to the project implementation
•Support the finalization of the draft country profile for Uzbekistan using the model proposed by the LTO, in collaboration with the NCs;
•Provide support to the national government focal point to ensure that the relevant stakeholders are aware of the work ongoing and will effectively support the process with data and knowledge sharing;
•In close collaboration with the International Experts, collect and review the filled-in tables and, follow up with national authorities to clarify any point as necessary jointly with the International Consultant;
•Collect additional relevant evidence from national authorities, as necessary for the assessment of the system competencies and as discussed with the International Consultant;
•Integrate all national reporting in a format manageable for interpretation and review by the International Consultant;
Support the preparation of the Focal Point training, end of May/early June 2025 (TBC)
•Support the elaboration of the schedule for the validation workshop by the International Consultant and confirm appointments with relevant units in the competent authorities and other relevant stakeholders;
•Support the implementation of the validation workshop by the International Consultant(s), facilitating contacts and taking notes from meetings;
•Support the preparation and conduct of the technical trainings on food safety;
• Provide review and feedback on the draft assessment report;
3. AGRI-FOOD SYSTEMS
TCP/RER/3904 "Transforming agri-food systems in ECA region through supporting regional, national and local actions":
The expert will support the implementation of the country-specific activities under the regional project TCP/RER/3904 "Transforming agri-food systems in ECA region through coordination, communication and data collection tasks, supporting regional, national and local actions" and in particular by carrying out the following main activities:
For the in-depth analysis of priority food system issues in the country:
•Prepare a detailed workplan for the tasks in Uzbekistan, with the LTO and international experts
•Conduct participatory analysis to identify priority issues in agri-food systems in Uzbekistan
•Facilitate planned activities such as national dialogues/capacity development events related to the selected priority food system issues and cross-cutting areas involving a wide range of stakeholders to facilitate inter-sectoral collaboration on agrifood systems in the country.
•With the technical guidance of international experts, the Lead Technical Officer (LTO) and the food system research team, conduct the in-depth country analysis on selected food system issues.
•Support international experts in collecting and analysing secondary data on food and nutrition from official statistics and other relevant sources such as published research papers and international agencies.
•Collect and analyse practical examples on policy coherence, trade-offs, and synergies (case studies) on selected food system priority issues.
•Facilitate the communication between the international consultants and local stakeholders to complete the targeted food system assessments.
•Support data collection activities as required, including the mapping of existing urban food initiatives and the identification of most promising practices.
4. AGRI-FOOD SYSTEMS
FVC/RER/072/MUL: Multisectoral policy recommendations for addressing malnutrition from an agrifood system perspective
Main tasks/outputs:
•Provide technical support to national stakeholders in developing multisectoral policy recommendations aimed at addressing malnutrition through an agrifood system approach.
•Support the integration of data-driven approaches by identifying gaps in food composition and food consumption data, ensuring policies are backed by robust evidence.
•Assist in the formulation and adoption of national FSBDGs by leveraging FAO methodologies and ensuring alignment with international best practices.
•Support the analysis and development of recommendations to strengthen the FSBDGs' research infrastructure (dietary assessment tools, food composition tables, standards, laboratories, studies, software, platform, etc.) and provide professional capacity development (education and training) in Uzbekistan.
•Provide support to the activities enhancing the development of the Situation Analysis and Evidence Review (SAER) report in Uzbekistan
•Facilitate collaboration among agriculture, food, health, and education sectors to develop integrated strategies for improving nutrition outcomes.
•Ensure that Uzbekistan's evidence-based policies and programs on Better Nutrition are aligned with other 'three Betters' (Better Production, Better Environment, and Better Life) and global commitments such as the SDGs.
•Assist in the systematic collection and analysis of agrifood system-related data, particularly FAO custodian SDG indicators.
•Provide technical support to enhance agricultural practices that promote the production of diverse, nutrient-rich foods.
•Support cross-country collaboration by sharing experiences and lessons learned on establishing FSBDGs
•Engage with FAO-led programs and working groups focused on nutrition-sensitive agrifood system transformation in the region.
Additionally the expert will support FAO's efforts in strengthening national capacities for collecting, analyzing, and utilizing agri-food statistics, ensuring alignment with international methodologies and standards, including FAO's custodian SDG indicators. Such as:
•Coordinate the activities on the areas of agri-food statistics;
•Provide overall support to national stakeholders in the area of agri-food statistics;
•Coordinate FAO-supported initiatives in agri-food statistics, ensuring alignment with FAO's strategic objectives and national priorities;
•Facilitate the integration of FAO's statistical methodologies and international best practices into national data collection systems;
•Contribute to capacity-building initiatives, including workshops and technical trainings for national statistical agencies and relevant institutions on FAO statistical tools and methodologies;
•Enhance coordination mechanisms between national authorities, development partners, and FAO to improve the availability, quality, and consistency of agri-food statistics;
•Support the collection, validation, and harmonization of agricultural production, trade, food security, and rural development statistics from various national and international sources;
•Conduct analytical assessments of data gaps, inconsistencies, and methodological challenges in national agri-food statistics and propose solutions;
•Assist in the preparation of national statistical reports, policy briefs, and assessments related to agri-food systems, food security, and rural development.
