SCOPE OF WORK The Monitoring and Evaluation Specialist will perform the following tasks: Development of M&E Framework: • Design and implement an M&E framework, including methodologies, tools, and indicators to assess project performance. • Align the framework with IsDB, UNICEF, UNESCO results-based monitoring requirements and national education objectives. Data Collection and Management: • Develop tools and templates for collecting quantitative and qualitative data. • Oversee data collection processes and ensure the integrity and accuracy of data gathered. • Maintain an updated database of all project indicators and milestones. Performance Monitoring: • Regularly monitor project activities and progress against agreed-upon performance indicators. • Identify bottlenecks and recommend corrective actions to ensure alignment with project objectives. Reporting: • Prepare periodic monitoring reports, including monthly, quarterly and annual progress reports. • Submit detailed analysis and recommendations to the Project Coordinator and stakeholders. • Contribute to project completion and impact assessment reports. Evaluation and Learning: • Conduct mid-term and final evaluations of the Project's performance and outcomes. • Facilitate lessons-learned workshops to improve future implementation strategies. • Document best practices and success stories. Stakeholder Engagement: • Work closely with MoPSE, IsDB, UNICEF, UNESCO and other stakeholders to ensure that M&E findings are integrated into decision-making processes. • Provide technical guidance on M&E practices to project staff and consultants. 3. DELIVERABLES The Monitoring and Evaluation Specialist will be responsible for the following deliverables: • M&E framework and related tools. • Monthly, Quarterly and annual progress reports. • Mid-term and final evaluation reports. • Updated project performance indicator database. • Documentation of lessons learned and best practices. |

QUALIFICATIONS AND EXPERIENCE • Higher education degree in monitoring and evaluation, social sciences, public administration, education, or a related field. • At least 5 years of experience in M&E roles, preferably within projects financed by international financial institutions or development partners. • Proven experience in designing and implementing M&E systems and tools. • Fluency in Uzbek and Russian; working knowledge of English is required. • Strong analytical and data interpretation skills. • Proficiency in M&E software and data visualization tools. • Excellent communication and report-writing abilities |
