| Duties | The overall objective of this assignment is to conduct a legal and technical review of the provided documents and ensure they are fully aligned withthe national legal framework of Uzbekistan, as well as international health standards, including WHO and UNICEF immunization guidelines. Specifi c objectives include: • Reviewing SanPiN 0239-07, MoH's Order No. 36, and Order No. 148 for legal consistency with Uzbekistan's national legislation. • Identifying any legal gaps, ambiguities, or inconsistencies in the documents. • Ensuring compliance with WHO, UNICEF, and other relevant international standards. • Recommending necessary legal amendments or updates. • Supporting the development of an implementation roadmap for revised regulations. Scope of Work The legal expert(s) will be responsible for: 1. Legal Analysis: Conducting an in-depth analysis of the provided documents, ensuring they align with Uzbekistan's current laws, including: o Law on Public Health Protection (1996) o Law on State Sanitary Supervision (1992) o Any other relevant national regulations on healthcare and immunization. 2. Technical and Compliance Review: o Evaluating adherence to WHO/UNICEF immunization policies and best practices. o Assessing legal frameworks for vaccine procurement, storage, distribution, and adverse event monitoring. 3. Stakeholder Consultations: Engaging with key stakeholders, including MoH, State Sanitary and Epidemiological Service, and vaccine regulatorybodies. 4. Drafting Recommendations: Proposing amendments or revisions to ensure full compliance with national and international legal requirements. 5. Legal Advisory Support: Providing technical guidance to MoH and WHO on implementing necessary legislative changes. Deliverables The consultant(s) will provide: 1. Inception Report (Within 1 week of contract start) o Work plan and methodology for document analysis. o Initial observations and legal issues identifi ed. 2. Legal Review Report (Within 6 weeks) o Detailed assessment of legal gaps and inconsistencies. o Compliance assessment with Uzbek and international standards. o Recommended amendments with justifi cations. 3. Proposed Revised Drafts (Within 6 weeks) o Suggested legal text changes in regulatory documents. o Implementation roadmap for legal amendments. 4. Final Report & Presentation (Within 4 weeks) o Consolidated fi ndings and recommendations. o Presentation to WHO, MoH, and relevant stakeholders. Duration & Timeline The consultancy will last for 18 weeks, with the possibility of extension based on project needs and additional legal reviews. |
