The Institute for Development of Social Protection and the M&E Specialist are responsible for monitoring and evaluating the project. Therefore, the M&E Specialist will collaborate closely with the Institute to ensure the effectiveness of monitoring and evaluation activities. This role is critical for ensuring that project activities are effectively monitored and evaluated in alignment with the objectives and targets set out in the Project Operations Manual (POM), Agreements, and other relevant project documents.
The M&E Specialist will provide supporting for conducting research to strengthen monitoring functions, ensuring program effectiveness, and developing data-driven insights for continuous improvement.
The M&E Specialist will perform the following duties:
• Monitor and evaluate the implementation of activities financed by the project, ensuring alignment with the PDO and targets according to the approved work plans, World Bank guidelines, and applicable requirements. • Regularly update the project results framework by gathering the necessary data from various sources, ensuring accuracy and reliability. • Ensure the quality and reliability of data used for project monitoring, validating data accuracy through regular reviews and contacts with implementing units of the project. • Conduct site visits to evaluate the progress of activities and assess their compliance with the ToR, project objectives, and work plans. • Contribute to the preparation of regular Project Implementation Reports in English for submission to the World Bank. These reports will include progress on project implementation relative to set objectives, challenges faced during the reporting period, and proposed solutions. • Prepare M&E reports, briefs, and presentations for internal and external stakeholders. • Support project teams in embedding M&E processes within their activities. • Provide inputs for the Project Completion Report within six months of the project's completion. • Liaise with implementing units of the NASP and the Institute for Development of Social Protection to identify research entry points and need in supporting research activities of the NASP; • Coordinate with the Institute for Development of Social Protection development of ToRs for research projects implemented by both the Institute and the NASP. • Participate in research projects together with the Institute for Development of Social Protection on evaluating impact of the interventions under the INSON project; • Ensure the execution of relevant instructions from the NASP and the World Bank. • Assist the PIU Coordinator in planning project activities, contributing to the development and revision of work plans and monitoring schedules. • Provide technical inputs for the draft ToRs for services related to conducting beneficiary surveys. • Contribute to the revision of the POM as needed.
OTHER CONDITIONS 1. During the assignment, the M&E Specialist shall report to the Project Coordinator (Head of the PIU) and the Head of the Institute for Development of Social Protection NASP. 2. Coordination of works. Consultant shall perform its activity under this ToR in close cooperation with the relevant staff of the PIU, the Institute for Development of Social Protection and the NASP. 3. The NASP will provide the M&E Specialist with the following within the scope of this assignment: o A necessary office space equipped with furniture, office supplies, and office equipment. o Access to relevant internal and external resources, data, and NASP personnel. o Administrative support as needed during the assignment. |

EDUCATION • Degree in Social Science, Public Administration, Social Work, Management of Service Provision, Statistics or a related field.
EXPERIENCE • At least 3 years of experience in M&E, research, and data analysis within development projects. • Strong knowledge of M&E frameworks, research methodologies, and data collection tools. • Proficiency at Microsoft Office software and data visualization tools. • Proven experience and technical skills in monitoring and evaluation of projects financed by international financial institutions • Experience working with NGOs, government agencies, international organizations, including the World Bank or UN agencies, is an asset.
SKILLS • Strong analytical, strategic planning, report-writing, and presentation skills. • Strong communication and stakeholder engagement abilities. • Adequate knowledge of digitalization processes and ability to structurally design information platforms. • Proficiency in English, Uzbek and/or Russian. |

I. BACKGROUND
The Republic of Uzbekistan has received financing from the World Bank (WB) in the amount equivalent to US$102 million for the implementation of the project "Innovative Social Protection System for Inclusion of Vulnerable Populations in Uzbekistan" (INSON). This project will be co-financed by the Early Learning Partnership Multi-Donor Trust Fund (ELP MDTF). The National Agency for Social Protection under the President of the Republic of Uzbekistan (NASP) is the Implementing Agency (IA) for the project implementation. The day-to-day management of the project implementation is entrusted to the Project Implementation Unit (PIU) established under the NASP. The project will be implemented in close cooperation with various government agencies, non-governmental organizations and Uzbekistan's international development partners. The project aims to improve access of vulnerable population to better quality social services and benefits. The project beneficiaries are: (a) beneficiaries of social services provided in the project-financed Territorial Social Service Centers (TSSCs) and other service providers regulated and licensed on the basis of legislation, procedures and standards developed under the project; (b) victims of gender-based violence; (c) victims of floods or heat waves exacerbated by climate change; (d) vulnerable individuals and families registered in the Unified Social Protection Platform (USPP), including those located in areas prone to climate change; and (e) victims of violence against women. The project includes the following components:
Component 1: Strengthening the Integration and Shock Responsiveness of the Social Protection System. The objective of this component is to improve the inclusion and resilience of the poor and vulnerable people through INSON centers' improved capacity to assess needs, coordinate emergency support, and integrate the provision of social benefits and services. It will do so by supporting the introduction of (a) 'social work' for vulnerable people (LIFA applicants and generally INSON clients) and 'social case management services' for complex cases (older people, persons with disabilities, survivors of GBV) to best respond to multidimensional needs and (b) climate adaptation elements to increase the vulnerable people' resilience to climate shocks (flood, heatwaves, and drought) and mechanisms to make the social protection delivery system more responsive to other covariate shocks.
Component 2: Improving the Access and Quality of Social Services for Vulnerable People. The objective of this component is to (a) improve the quality of social services38 for vulnerable children and adults by developing minimum quality and cost standards for social services, setting up a coordinated governance for multisectoral services for survivors of GBV, and transforming specialized VET schools for students with disabilities into resource hubs for inclusive education and (b) expand the access to social services for vulnerable people, including those who are vulnerable to climate change-exacerbated floods, drought, and extreme heat by piloting and gradually scaling up community-based TSSCs (now inexistent). Currently, the majority of social services in Uzbekistan are provided by public institutions. This component will contribute to set the legal, regulatory, and governance background for gradual subcontracting of social services to private providers (both for profit and non-for profit).
Component 3: Project Management and Monitoring and Evaluation This component will support the day-to-day management of project implementation, the M&E of its objectives and outcomes, and the capacity of the NASP.
Component 4: Contingent Emergency Response Component (CERC) This component aims at providing rapid access to noncommitted resources of the project to support response to an eligible crisis or emergency, including natural disaster and climate change driven events, as needed.
II. OBJECTIVES OF THE ASSIGNMENT
The objective of the Subcomponent 3.2 "Strengthening the Monitoring and Evaluation (M&E) capacity for evidence-based policy making" is to strengthen the M&E capacity of the NASP to assess the effectiveness of social protection programs and their potential implementation bottlenecks to inform policy and programming decisions. The results of the M&E activities supported by the project would go beyond the reporting needed for the Results Framework, through the increased capacity of the NASP Institute for Development of Social Protection for evidence-based policy making. Subcomponent 3.2 of the project is investing in equipment, software licenses, training, and data collection to enhance the research capacity of the NASP Institute for Development of Social Protection, the capacity to analyze traditional and big data and conduct rigorous impact evaluation, and to establish partnerships with the Institute for Social Protection Development for key social protection issues. The Institute for Development of Social Protection will be a key implementation partner for the implementation of M&E activities conducive to informed policy making by NASP. The project implementation and progress to achieve the Project Development Objective (PDO) will be regularly monitored through the project M&E Results Framework drawing on both administrative and survey-based data. The regular reporting of the status of intermediate and PDO indicators will be the responsibility of the PIU but closely integrated in the broader NASP M&E responsibilities (Department of Strategic Analysis and Development of Social Protection Policy with the support from the Institute for Development of Social Protection of NASP and the Analyst for Supporting Monitoring Functions (hereinafter M&E Specialist) in the PIU are expected to perform M&E tasks under the project). M&E activities will be used to better inform the project implementation and management. The main data sources include individual-level administrative data from the different modules of the Unified National Social Protection platform (UNSP), including individual data in the vulnerability assessment in the Social Registry (SR) for means-tested benefits, the disability medical and social assessments, the e-case management module and from the new modules that will be developed with the support of the project to monitor (a) demand, take-up, and status of services for survivors of Gender-Based Violence (GBV) and (b) the demand, take-up, and outcomes of social service beneficiaries of Territorial Social Service Centers (TSSCs). The UNSP administrative data will be complemented by new survey data collected with both project beneficiaries and service providers with support of the project, including (a) a project beneficiary satisfaction survey; (b) a tracer study for beneficiaries of supported employment services; (c) a survey of service providers in the pilot TSSCs to assess the quality of provision but also the impact on new jobs created in the service sector, by gender; and (d) two rounds (baseline and follow-up) of a household survey representative of the pilot districts, where TSSCs will be operational to assess labor market outcomes and indicators of well-being and time use of members of beneficiary households. The two rounds of the household survey will be designed to enable a rigorous impact evaluation of the childcare services piloted delivered in the TSSC on children's development, informal caregivers' economic participation and other outcomes. The annual Household Budget Survey (HBS) collected by the Statistical Agency will be used to report progress on the performance of social protection benefits that are captured in the survey design. Finally, audit and quality inspection data with service providers will be used to track compliance with cost and quality standards once they are adopted. |
