Job Announcement: Local Company for the Production of Video Materials for the VET4UZ Project

Helvetas supports the Ministry of Higher and Secondary Specialized Education (MoHSSE) in the process of reform of VET system in Uzbekistan, through the Swiss-funded "Support of VET Reform Project". The main goal of the project is to contribute to more gainful employment of VET graduates through improved access to the labour market. This will be achieved through a systemic approach, fostering strong coordination within the state structures as well as between the state and the economic actors. The project started its first phase of 4 years (2022-2025) and we are looking for Local Company for the Production of Video Materials for the VET4UZ Project for a short-term contract.

I. Context

The Vocational Education and Training (VET) sector in Uzbekistan is undergoing significant transformation, aiming to enhance educational governance, modernize curricula, and strengthen collaboration with industry. The VET4UZ project, implemented by Helvetas Swiss Intercooperation with the support of the Swiss Agency for Development and Cooperation (SDC), seeks to improve the visibility and public perception of vocational education in Uzbekistan.

To achieve this, high-quality video content is essential to showcase the success of dual education programs. This ToR outlines the requirements for producing success story videos that highlight the impact of vocational education on students, employers, and training institutions.

II. Objective

The objective of this assignment is to produce professional video materials that promote dual education programs by showcasing:

 Student success stories through personal interviews.
 Workplace video reports capturing hands-on training experiences.
 Employer case studies demonstrating how businesses benefit from dual education.

The selected production company will be responsible for planning, filming, editing, and delivering high-quality videos optimized for multiple digital platforms.

III. Scope of Work

The production company will be responsible for the full-cycle creation of video content, including pre-production, filming, post-production, and final delivery.

3.1. Types of Videos

3.1.1. Student Interviews (Storytelling)

Objective: Show real student experiences in the dual education program.
Format: Horizontal and vertical (Reels).
Duration: 3–5 minutes.
Locations: Vocational colleges, training centers, student workplaces (hotels) and/or in regions.
Content: Personal stories on choosing dual education and their first career steps.
Showcasing educational environments, interaction with teachers, and workplace experiences.
Expected Outcome: Engaging storytelling videos that highlight the benefits of dual education.

3.1.2. Workplace Video Reports

Objective: Highlight workplace learning and employer contributions.
Format: Horizontal and vertical (Reels).
Duration: 3–5 minutes.
Locations: Partner enterprises (hotels).
Content: Footage of students performing professional tasks. Brief interviews with company managers and mentors.
Expected Outcome: Video reports showcasing the effectiveness of workplace learning.

3.1.3. Employer Success Stories (Case Studies)

Objective: Demonstrate how companies (hotels) successfully implement dual education.
Format: Horizontal and vertical (Reels).
Duration: 3–7 minutes.
Locations: Employer offices, hotels, and workplaces.
Content: Company experience, challenges, and results; interviews with executives, mentors, and students.
Expected Outcome: Case study videos encouraging other companies to participate in dual education.

IV. Production Requirements

4.1 Pre-Production
- Development of detailed scripts in collaboration with the VET4UZ team.
- Selection of shooting locations and scheduling of filming.

4.2 Technical Setup
- Use of professional video equipment (cameras, lighting, sound).
- Filming in Full HD or 4K resolution.
- Video translation into Uzbek, Russian, and/or English (subtitles or voice-over).

4.3 Production Process
- Conducting interviews and on-location filming.
- Recording additional footage (B-roll) to illustrate workplace settings.

4.4 Post-Production
- Video editing, color correction, and sound design.
- Integration of graphics, logos, and branding elements.
- Final review and approval with the VET4UZ team.

4.5 Final Deliverables
- Delivery of final videos in MP4 format, ready for online distribution.
- All materials optimized for social media, website, and public presentations.

V. Deliverables vs timeline

1. Pre-Production Planning and Script Development (Initial meeting, defining goals, identifying locations, and planning scripts: Developing detailed scripts for interviews, case studies, and workplace reports) - February- March 2025

2. Filming Workplace Reports (Video footage of students at work, interviews with mentors/employers) - May 2025

3. Editing & Submission of Workplace Reports (Finalized videos delivered for review and approval) - May-June 2025

4. Filming Employer Success Stories (Case study production with companies implementing dual education) - June 2025

5. Editing & Submission of Employer Success Videos (Conducting interviews and capturing relevant footage) - June-July 2025

6. Filming Student Storytelling Videos (Conducting interviews and capturing relevant footage) - September – October 2025

7. Editing & Submission of Student Videos (Editing, adding subtitles, and finalizing content) - September – October 2025.

VI. Methodology

The production process will follow a structured and collaborative approach, ensuring high-quality video output that meets the communication objectives of VET4UZ.

1. Pre-Production (Concept & Planning)

• Conduct strategy meetings with the VET4UZ communications team to align video content with project goals.
• Identify and select filming locations, coordinate with students, employers, and experts.
• Develop detailed scripts and storyboards, ensuring clarity in messaging and engagement in storytelling.
• Finalize shooting schedules and logistics.

2. Production (Filming & Recording)
• Capture high-quality footage using professional cameras, lighting, and audio equipment.
• Conduct on-site interviews with students, mentors, and industry partners.
• Film real workplace environments, demonstrating hands-on training and professional development.
3. Post-Production (Editing & Finalization)
• Edit and enhance all videos with color correction, motion graphics, and subtitles.
• Add branding elements, including VET4UZ and donor logos.
• Prepare different formats for distribution across social media, websites, and events.
• Ensure video localization with subtitles/voiceovers in Uzbek, Russian, and English.
• Conduct final quality checks and submit video drafts for review.
4. Final Review & Submission
• Submit final videos in MP4 format, optimized for online and offline use.
• Ensure all videos are ready for immediate distribution through multiple platforms.
• Provide raw footage and editable files upon project completion.

VII. Budget & Logistics

The selected production company must submit a detailed budget breakdown, including travel costs if filming takes place in regional locations.
Payment Terms: Payment will be issued based on the successful completion of each deliverable.

The selected production company must demonstrate proven experience in producing high-quality educational, promotional, or corporate videos.

• At least 3 years of experience in professional video production.
• Proven expertise in producing video reports, interviews, and case study videos.
• Experience in educational or international development projects is an asset.
• Ability to create engaging storytelling content.
• Strong project management skills, meeting deadlines while maintaining high quality.
• Ability to produce multilingual content (Uzbek, Russian, English) with subtitles/voice-overs.

IX. Submission Requirements
Interested production companies must submit a complete application package, which includes:
1. Technical Proposal
The technical proposal should include the following:
- Company profile and relevant experience
- Approach and methodology for video production
- Work plan and timeline
- Examples of past work (interviews, storytelling and case study videos).
2. Financial Proposal
A detailed cost breakdown must be submitted, which includes:
• Total cost of services with a clear budget breakdown (including filming, editing, animation, and logistics).
• Travel costs in case of regional filming.
• Any applicable taxes or additional costs should be explicitly stated.
3. Company Registration Documents
• Proof of legal registration in Uzbekistan.
• At least 3 years of experience in video production.
