Background: The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains. Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner. The project seeks to engage a National GIS Expert who will provide technical assistance in spatial data collection, analysis, and management for mapping and assessing the conservation, restoration, and sustainable land management initiatives undertaken in Uzbekistan. Objective The National GIS Expert will support the FOLUR project by delivering geospatial analysis, creating detailed maps, managing spatial data, and integrating these tools into the project's decision support system (DSS). The GIS Expert will facilitate the project's ecosystem restoration activities, supporting sustainable land management and habitat conservation in Uzbekistan. Key Responsibilities Geospatial Data Management and Analysis: o Collect, process, and analyze geospatial data relevant to the project (e.g., land use, land cover, soil, vegetation, hydrology, etc.). o Use remote sensing and GIS tools to assess land degradation, restoration opportunities, and ecological connectivity. o Provide spatial analysis for decision-making processes, including the identification of priority areas for restoration and sustainable land management interventions. Mapping and Visualization: o Develop high-quality maps and visualizations to support ecosystem restoration and sustainable land-use planning. o Ensure that GIS data is used to monitor progress toward the restoration of 50,000 hectares as part of the project goals. o Create detailed ecosystem service maps, identifying biophysical and ecological features (e.g., biodiversity hotspots, wildlife corridors). Support for Ecosystem Restoration and Land Management: o Assist in the development of Integrated Landscape Management (ILM) plans by providing spatial data and analysis. o Identify and map areas for habitat restoration and high nature-value ecosystems to support agricultural productivity. o Use geospatial tools to track the effectiveness of Payment for Ecosystem Services (PES) schemes and other benefit-sharing models. Capacity Building: o Provide training to local project staff and stakeholders on GIS tools, remote sensing techniques, and spatial analysis methods. o Support the establishment of local native-species nurseries by mapping potential areas for plant propagation and water harvesting. Data Integration and Decision Support System (DSS): o Develop and update a GIS-based decision support system to facilitate the planning and implementation of ecosystem restoration activities. o Incorporate biodiversity and restoration results into the DSS to ensure continuous project monitoring and evaluation. o Contribute to the use of free software and global datasets to analyze ecosystem connectivity and land degradation neutrality (LDN). Reporting and Documentation: o Prepare GIS-related reports, maps, and visualizations for inclusion in project progress reports and presentations. o Contribute to the documentation and sharing of project results with regional and global partners, including the development of WOCAT articles. Collaboration with other Experts within the FOLUR Project: o Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact. o Collaborates with Conservation Agriculture Experts (FFS/APFS/SLM facilitators) for training exercises, workshops, and support in logistics. o Collaborates with International Agriculture Policy Expert (wheat knowledge) for market trends and value chain development. o Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes. o Collaborates with PES Ecosystem Restoration Expert to support ecological restoration, monitoring and economic modelling outputs. o Collaborates with International GIS Expert for remote sensing and DSS updates. o If actual issues related to the effective achievement of project goals are identified, National Geographic Information System (GIS) Expert collaborates with all Experts of the FOLUR Project.
Specific works within the FOLUR Project:
o Creation of an electronic map of the project locations on the " ArcGIS " platform o The platform will contain the following information: o Size of the land plot; o Chain number; o Land type; o Category of land; o Soil fertility; o Soil type; o Name of the land owner; o Part of the degraded land area; o Information about the reason why it was deteriorated.
Expected outputs and responsibilities across 4 components of the FOLUR project. Output 1.3.1.: Integrated landscape and wheat VC life cycle assessments (e.g. EX-ACT VC tool or others) and wheat production suitability analysis conducted based on agro-climatic conditions to inform ILM, farm and value chain level interventions, including effective and inclusive biodiversity, and climate-smart options developed, tested, and demonstrated. Output 2.1.3: Development of spatial analysis tools and data integration methods to support sustainable wheat production practices and value chain improvements. Output 2.1.4: Mapping and monitoring of areas under sustainable management to ensure compliance with land use and environmental guidelines. Output 2.2.1: Use of GIS tools to demonstrate the benefits of conservation agriculture and sustainable land use practices. Output.3.1.1: Capacity building and resource mobilization carried out for implementation of ILM plans through local producers, government and other stakeholders – including the private sector for conservation of existing high biodiversity areas or restoration of degraded areas. Output 3.1.2: Models of benefit sharing from ILM between communities and other stakeholders for conservation and restoration of habitats/ ecosystems in production landscapes developed. Output 3.1.3: Alternative livelihoods demonstrated for community members involved in activities that threaten global environmental values for conservation and restoration of habitats/ ecosystems in production landscapes. Output 3.1.4: Degraded ecosystems/habitats of high nature value in target areas in production landscapes put under sustainable management and restored Responsibilities: Provide GIS and remote sensing expertise for the development of spatial analysis tools that will guide sustainable food production strategies. Support the mapping of demonstration plots for sustainable agricultural practices, using GIS to monitor changes in land use and crop productivity. Assist in integrating spatial data with decision support systems (DSS) to improve planning and implementation of sustainable wheat production. Collaborate with local authorities and project stakeholders to ensure that GIS data supports decision-making for land management and agricultural practices. Conduct training for project staff and stakeholders on the use of GIS and spatial data analysis for monitoring and evaluation purposes. The GIS Expert's work in All Components and will facilitate data-driven decision-making to enhance sustainable agricultural practices and support the development of value chains by providing accurate and timely spatial data. Expected Outputs
Deliverables 1. High-quality maps and geospatial analysis reports covering the target areas for habitat conservation, restoration, and land-use planning. 2. A GIS-based decision support system tailored to the project's goals. 3. Training modules on GIS and remote sensing, delivered to project stakeholders. 4. Contributions to the monitoring and evaluation framework through geospatial data. 5. Published articles and results on the use of GIS in ecosystem restoration, shared with FOLUR partners and global networks. Ushbu komponent yuqori tabiiy qiymatga ega ekotizimlarni/yashash joylarini saqlash va tiklashni kuchaytirishga, natijada qishloq xo'jaligini adolatli va barqaror tarzda qo'llab-quvvatlovchi ekotizim xizmatlarini yaxshilashga qaratilgan. Loyiha doirasida Oʻzbekistonda amalga oshirilgan saqlash, tiklash va barqaror yer boshqaruvi tashabbuslarini xaritalash va baholash uchun fazoviy maʼlumotlarni toʻplash, tahlil qilish va boshqarishda texnik yordam koʻrsatishda Milliy GIS ekspert yaqindan hamkorlik qiladi. Maqsad Milliy GIS FOLUR loyihasini geofazoviy tahlillarni taqdim etish, batafsil xaritalar yaratish, fazoviy ma'lumotlarni boshqarish va ushbu vositalarni loyiha qarorlarini qo'llab-quvvatlash tizimiga (DSS) integratsiyalash orqali qo'llab-quvvatlaydi. GIS eksperti loyihaning ekotizimlarini tiklash boʻyicha faoliyatlarini osonlashtiradi, Oʻzbekistonda barqaror yer boshqaruvi va yashash muhitini saqlashni qoʻllab-quvvatlaydi. Asosiy qilinadigan ishlar ro'yxati: Geofazoviy ma'lumotlarni boshqarish va tahlil qilish: o Loyihaga tegishli geofazoviy ma'lumotlarni to'plash, qayta ishlash va tahlil qilish (masalan, yerdan foydalanish, yer qoplami, tuproq, o'simliklar, gidrologiya va boshqalar). o Yerning degradatsiyasini, qayta tiklash imkoniyatlarini va ekologik aloqani baholash uchun masofadan zondlash va GIS vositalaridan foydalanish. o Qarorlar qabul qilish jarayonlari uchun fazoviy tahlilni ta'minlash, shu jumladan qayta tiklash va barqaror yer boshqaruvi tadbirlarining ustuvor yo'nalishlarini aniqlash.

Ekotizimni tiklash va yerni boshqarishni qo'llab-quvvatlash: o Fazoviy ma'lumotlar va tahlillarni taqdim etish orqali integratsiyalashgan landshaft boshqaruvi (ILB) rejalarini ishlab chiqishda yordam berish. o Qishloq xo'jaligi mahsuldorligini qo'llab-quvvatlash uchun yashash muhitini tiklash va yuqori tabiiy qimmatli ekotizimlar uchun hududlarni aniqlash va xaritalash. o Ekotizim xizmatlari uchun to'lov (EXT) sxemalari va boshqa foyda almashish modellari samaradorligini kuzatish uchun geofazoviy vositalardan foydalanish.
Salohiyatni oshirish: o Mahalliy loyiha xodimlari va manfaatdor tomonlarga GIS vositalari, masofaviy zondlash usullari va fazoviy tahlil usullari bo'yicha treninglar o'tkazish. o O'simliklarni ko'paytirish va suv yig'ish uchun potentsial hududlarni xaritalash orqali mahalliy pitomniklarni tashkil etishni qo'llab-quvvatlash.
Ma'lumotlar integratsiyasi va qarorlarni qo'llab-quvvatlash tizimi (QQT): o Ekotizimni tiklash bo'yicha tadbirlarni rejalashtirish va amalga oshirishni osonlashtirish uchun GISga asoslangan qarorlarni qo'llab-quvvatlash tizimini ishlab chiqish va yangilash. o Loyihaning doimiy monitoringi va baholanishini ta'minlash uchun bioxilma-xillik va qayta tiklash natijalarini QQTga kiritish. o Ekotizim tegishli va yer degradatsiyasining neytralligini (YDN) tahlil qilish uchun bepul dasturiy ta'minot va global ma'lumotlar to'plamidan foydalanishga hissa qo'shish.
Hisobot va hujjatlar: o GIS bilan bog'liq hisobotlar, xaritalar va vizualizatsiyalarni loyihaning borishi haqida hisobot va taqdimotlarga qo'shish uchun tayyorlash. o Hujjatlashtirish va loyiha natijalarini mintaqaviy va global hamkorlar bilan baham ko'rish, shu jumladan WOCAT (Tabiatni muhofaza qilish yondashuvlari va texnologiyalari sohasida umumiy tahlil bazasi) maqolalarini ishlab chiqishga hissa qo'shish.

Agar loyiha maqsadlariga samarali erishish bilan bog'liq dolzarb masalalar aniqlansa, Geografik axborot tizimi (GIS) milliy eksperti FOLUR loyihasining barcha ekspertlari bilan hamkorlik qiladi.

Applicants must answer the following: Education: • Bachelor's degree in GIS, Geography, Environmental Science, or a related field. Experience: • Minimum 10 years of experience in GIS, spatial data management, and geospatial analysis in environmental or land-use projects. • At least 10 years of experience on land conservation and natural habitat. • Proficiency in remote sensing, GIS software (e.g., ArcGIS, QGIS etc.), and data visualization tools. • Experience in ecosystem restoration, land degradation assessment, or biodiversity conservation. • Demonstrated experience in training and capacity building in GIS-related fields. • Familiarity with Uzbekistan's landscapes, ecological challenges, and restoration practices is preferred. • Proficient in using Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis software. • Fluency in Uzbek is required; knowledge of English is an advantage; (Knowledge of Russian language can be taken into account). Competencies: • Strong analytical and problem-solving skills, with the ability to develop innovative and practical solutions. • Ability to work independently and as part of a multidisciplinary team. • Demonstrated commitment to environmental sustainability and gender equality. • Effective project management skills with the ability to deliver results within set timelines. • Strong writing and reporting skills with experience in preparing technical reports, training manuals, and articles.
