Background:
The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains.
Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner.
Objective
The International Renewable Energy Expert will provide technical expertise and strategic direction to integrate renewable energy solutions into the ecosystem restoration and sustainable agriculture components of the FOLUR program in Uzbekistan. The expert will focus on assessing, designing, and implementing renewable energy systems that support project objectives, particularly in restoring 50,000 ha of degraded ecosystems and enhancing alternative livelihoods for communities.
Responsibilities
Renewable Energy Assessment and Feasibility Studies
o Conduct an assessment of renewable energy potentials (solar, wind, bioenergy) in the project's target districts.
o Develop feasibility studies for the installation of renewable energy systems, particularly solar and wind solutions for agriculture, nurseries, and restored ecosystems.
o Evaluate options for renewable energy integration in agroforestry systems, degraded land restoration, and sustainable water management.
Design of Renewable Energy Solutions
o Propose renewable energy systems for small-scale nurseries, livestock water points, and community irrigation systems to support ecosystem restoration.
o Design decentralized solar and wind energy systems to power agricultural production, including water pumps for irrigation, cold storage for perishable products, and processing facilities for value chains.
o Develop renewable energy models that support sustainable livelihoods for marginalized groups, such as women-led households, unemployed youth, and landless communities.
Capacity Building and Training
o Provide technical training to local stakeholders, including government agencies, community leaders, and smallholder farmers, on the use and maintenance of renewable energy systems.
o Develop and deliver workshops on how renewable energy solutions can contribute to sustainable land management, ecosystem restoration, and climate resilience.
o Collaborate with local universities and training institutes to ensure ongoing capacity-building efforts for renewable energy solutions in agriculture and ecosystem restoration.

Collaboration and Partnerships
o Engage with local and international partners, including governmental agencies, private sector actors, and development organizations, to leverage resources and promote renewable energy investments in the project.
o Explore opportunities for Public-Private Partnerships (PPP) and carbon financing related to renewable energy projects that contribute to ecosystem restoration and sustainable landscapes.
Monitoring and Evaluation
o Design monitoring systems to track the performance and impact of renewable energy installations on ecosystem restoration, agricultural productivity, and community livelihoods.
o Provide input to the project's Results-Based Monitoring (RBM) and Participatory Impact Monitoring (PIM) systems, ensuring renewable energy projects align with the FOLUR program's goals.
o Contribute to reports, policy briefs, and knowledge-sharing products that document lessons learned from the implementation of renewable energy solutions.
Collaboration with other Experts within the FOLUR Project:
o Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact.
o Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes.
o Collaborates with the PMU and National Experts (especially with Renewable Energies Expert) on selecting equipment, system design, and procurement.
o If actual issues related to the effective achievement of project goals are identified, International Renewable Energies Expert collaborates with all Experts of the FOLUR Project.

The Expert will focus to Outputs 1.2.2. / 3.1.3. and will collaborate with other Outputs within the Project:

Output 1.2.2.: Inclusive and gender-responsive Renewable Energy incentives improve and strengthen VCs and reduce GHG.
With the support of the Intl. and National Renewable Energy Consultants, follow the strategy laid out in the PPG Renewable Energies Report (Annex Q) to undertake procurement of identified RETs.
Training of private sector and other actors in use and maintenance of renewable technologies and equipment.
Output 3.1.3: Alternative livelihoods demonstrated for community members involved in activities that threaten global environmental values for conservation and restoration of habitats/ ecosystems in production landscapes.
Renewable energy proposals outlined in PPG report are used to provide potential rates of return on investment for VC gaps and weak links.

Deliverables:
Assessment Report: Comprehensive renewable energy assessment report with recommendations for integrating solar, wind, and bioenergy solutions into the FOLUR program's ecosystem restoration and agricultural activities.
Feasibility Studies: Detailed feasibility studies for renewable energy projects, including cost-benefit analysis, environmental impact assessments, and technical designs.
Training Materials: Training manuals and guides for local stakeholders on renewable energy installation, maintenance, and operation for ecosystem restoration and sustainable land management.
Monitoring Plan: A robust monitoring plan for tracking the outcomes of renewable energy systems on agricultural productivity, ecosystem services, and livelihoods.
Final Report: A final report summarizing the renewable energy solutions implemented, lessons learned, and recommendations for scaling these solutions across other project regions and initiatives.

Professional requirements Applicants must answer the following:
Education:
• Advanced degree in renewable energy engineering, environmental sciences, or a related field.
Experience:
• At least 10 years of experience in the design, implementation, and evaluation of renewable energy projects, particularly in the agriculture and ecosystem restoration sectors.
• Proven track record of working in international development programs, with a focus on renewable energy, climate resilience, and sustainable land management.
• Experience in providing capacity-building training to local communities, government institutions, and development stakeholders.
• Knowledge of Payment for Ecosystem Services (PES), sustainable land management (SLM), and ecosystem restoration frameworks, with a focus on renewable energy integration.
• Strong analytical and communication skills, with demonstrated experience in preparing technical reports, feasibility studies, and policy briefs.
• Proficient in using Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis software.
• Fluency in English is required; knowledge of Uzbek and Russian are an advantage, but not a must.
