Background:
The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains.
Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner.
Objective
The International Community Development Expert will lead the design, implementation, and scaling of Farmer Field Schools (FFS) within the FOLUR program. This will involve working closely with local communities, governmental bodies, and international stakeholders to provide technical support, conduct training, and facilitate knowledge sharing for the conservation and restoration of ecosystems through sustainable agricultural practices.
The expert will ensure that FFS activities are inclusive, gender-sensitive, and aimed at building local capacities, particularly targeting vulnerable social groups such as women-led households, landless farmers, and unemployed youth.
Scope of Work
Development of Farmer Field Schools (FFS) Curriculum:
o Design a comprehensive FFS curriculum focused on sustainable land management (SLM), integrated landscape management (ILM), climate-smart agriculture (CSA), and ecosystem restoration techniques.
o Incorporate modules on species identification, seed collection/multiplication, water harvesting, and use of native plants in restoration.
o Develop both theoretical and practical training approaches, ensuring inclusivity (50% women participants).
Capacity Building & Training:
o Train local farmers and community members (target: 500 trainees, 50% women) in ecosystem services, sustainable agriculture, and land restoration techniques.
o Facilitate hands-on practical training in areas such as nursery establishment, native species multiplication, and land restoration.
o Provide follow-up support to trainees, ensuring the successful application of learned techniques in restoration and SLM activities.
Stakeholder Engagement & Coordination:
o Collaborate with local authorities, farmer organizations, NGOs, and other stakeholders to ensure alignment with district and national development goals.
o Work with district representatives to secure land and resources for FFS activities, including the establishment of nurseries.
o Promote the use of Payment for Ecosystem Services (PES) as a mechanism to engage local communities in restoration work, especially for marginalized groups.

Monitoring & Reporting:
o Develop a monitoring framework to track the progress of FFS activities, including ecosystem restoration outcomes and the impact on participants' livelihoods.
o Provide periodic reports on the effectiveness of FFS interventions, highlighting successes, challenges, and lessons learned.
o Contribute to the documentation of FFS methodologies and case studies for dissemination to global FOLUR partners.
Sustainability & Knowledge Transfer:
o Explore options for scaling up FFS models, including Public-Private Partnerships (PPPs) and continued employment opportunities for trained community members.
o Ensure that community nurseries are financially independent by the end of the project.
o Promote alternative livelihoods that enhance ecosystem conservation and restoration, such as agroforestry, eco-tourism, and biodiversity-based value chains.
Inclusion & Gender Responsiveness:
o Ensure all FFS activities are gender-sensitive and designed to include marginalized groups, such as women-led households and unemployed youth.
o Create gender-responsive models of benefit-sharing from ecosystem restoration activities.
Collaboration with other Experts within the FOLUR Project:
o Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact.
o Collaborates with Conservation Agriculture Experts (FFS/APFS/SLM facilitators) for training exercises, workshops, and support in logistics.
o Collaborates with ILM Planning & Development Experts to ensure integration of gender focal points in land-use planning.
o Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes.
o Collaborates with Community Development Expert in field school methodology.
o If actual issues related to the effective achievement of project goals are identified, International Community Development Expert collaborates with all Experts of the FOLUR Project.

Expected outputs and responsibilities across 4 components of the FOLUR project.
Component 1: Integrated Landscape Management (ILM) System
Output 1.1.2: Establish and support the Inter-Ministerial Task Force (IMTF) to oversee ILM and policy reforms.
Output 1.1.3: Capacity development program for stakeholders involved in wheat value chains, including training 300 people in ILM, climate-smart agriculture, and sustainable land management (SLM).

Responsibilities:

Assist in capacity-building programs that strengthen farmers' and stakeholders' ability to integrate sustainable landscape practices into wheat value chains. (Linked to Output 1.1.3)
Organize participatory meetings, policy advocacy workshops, and training sessions with the IMTF and other stakeholders. (Linked to Outputs 1.1.1, 1.1.2, and 1.1.4)

Component 2: Promotion of Sustainable Food Production and Responsible Commodity Value Chains

Output 2.1.1: Formation or capacity building of farmer organizations and Wheat Clusters to implement sustainable wheat production and diversification at farm and landscape levels.
Output 2.1.2: Demonstrate crop diversification approaches, including inter-cropping, crop rotation, and wheat germplasm improvement.
Output 2.1.3: Improve management of productive croplands to increase crop production using conservation agriculture, integrated pest management, and modern irrigation systems.

Responsibilities:

Implement and oversee FFS programs that support sustainable wheat production and promote crop diversification approaches, training 60 extension workers and 3,800 farmers. (Linked to Outputs 2.1.1, 2.1.2, and 2.1.3).
Develop gender-responsive curricula and demonstration fields, incorporating climate-smart techniques. (Linked to Output 2.1.1).

Component 4: Knowledge Management, Monitoring, and Evaluation

Output 4.1.1: Standardize indicators linked to the FOLUR IP, ensuring alignment with SDG reporting and national strategies.
Output 4.1.3: A gender-sensitive Results-Based Management (RBM) system to promote adaptive management.
Output 4.1.4: A communication strategy and knowledge management (KM) strategy developed to disseminate lessons learned.

Responsibilities:

Collaborate with the M&E team to standardize indicators and monitor the effectiveness of FFS programs, focusing on gender-sensitive outcomes. (Linked to Outputs 4.1.1 and 4.1.3)
Develop knowledge products, such as case studies and reports, that highlight the success of FFS in promoting sustainable practices and support communication strategies. (Linked to Output 4.1.4)

Deliverables:
• Comprehensive FFS curriculum developed, including training manuals and materials.
• At least 500 people (50% women) trained in ecosystem services, SLM, and restoration activities.
• Established nurseries for native and local varieties, supporting ecosystem restoration.
• Two gender-responsive benefit-sharing models for conservation and restoration piloted in selected communities.
• Regular progress reports, impact monitoring data, and success stories documented and shared with the FOLUR program partners.
• WOCAT articles and knowledge products developed for global dissemination.

Qualifications and Experience
• Education:
o Advanced degree in Community Development, Agriculture, Environmental Sciences, Natural Resource Management, or a related field.
• Experience:
o Minimum 10 years of relevant experience in community-based agriculture development, Farmer Field Schools, and sustainable land management.
o Demonstrated experience in ecosystem restoration and working in rural agricultural settings.
o Strong track record of working with international organizations, local communities, and governments in similar projects.
o Experience in gender-responsive development and capacity-building for marginalized groups.
• Skills:
o Strong facilitation, training, and capacity-building skills.
o Knowledge of sustainable agricultural practices, SLM, ILM, and climate-smart agriculture.
o Excellent project management and reporting skills.
o Proficient in using Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis software.
o Fluency in English is required; knowledge of Uzbek and Russian are an advantage, but not a must.
