Duties The USAID Tuberculosis Free Uzbekistan (USAID TB Free Uzbekistan) Activity aims to reduce the burden of tuberculosis (TB) in Uzbekistan by building country's capacity to provide equitable access to affordable TB prevention, care, and treatment services and more robust health systems to achieve national and United Nations High-Level Meeting targets.
The USAID TB Free Uzbekistan activity will lead to measurable and sustainable improvements in the quality and availability of TB services by building the capacity of Uzbekistan health institutions in TB leadership, management, financing, and information systems. The activity will improve TB service delivery by ensuring skilled and motivated providers in laboratories and health facilities and accessible drugs, supplies, and services. The activity will work with communities to reduce TB stigma and provide comprehensive support services to TB patients to ensure successful completion of treatment.

Background and Objectives of the consultancy:
To provide comprehensive interventions and a sustained impact within the USAID TB Free Uzbekistan aims to strengthen the TB care, health system strengthening, new approaches in the financing of health care facilities, and community education activities that will improve the quality of services provided to TB patients, vulnerable groups of the population. The USAID TB Free Uzbekistan works in 3 regions of Uzbekistan (including Fergana, Andijan, and Syrdarya). The two main objectives of the USAID TB Free Uzbekistan are:
• Increase the effectiveness of TB prevention, detection, diagnosis, and treatment services for all forms of TB.
• Strengthen TB Health Systems.
The USAID TB Free Uzbekistan activity will collaborate with a core team of Uzbek CSOs and NGOs that will work directly with priority population groups, including youth, women, migrants and their families, people living with HIV, and high-risk groups (those who have close contacts with the people living with TB). The USAID TB Free Uzbekistan activity will use the Active Case Finding (ACF) approach defined by WHO, with interrelated components: inclusiveness, activities and tools to raise public awareness of TB and promote positive behavioral change (SBC) of people in need of Tuberculosis treatment: 1) verbal screening of individuals from these key population groups, 2) tracking contacts among newly identified persons with TB and 3) referral and accompaniment (where necessary) of persons with symptoms or suspected TB to the nearest diagnostic centers. The technical assistance provided by the USAID TB Free Uzbekistan activity is aimed at building on the success of previous USAID projects to strengthen the role of CSOs, community members and service providers in TB detection and service delivery.

Responsibilities of the Consultant:
The consultant will work closely with the USAID TB Free Uzbekistan technical staff to provide technical assistance for training of MDT teams in the pilot regions and training of NTP and PHC medical personnel (doctors and nurses).

Detailed List of Tasks for Social Behavior Change local consultant:
• Conducting training for medical personnel (doctors and nurses of NTP and primary health care institutions) on psychological support for tuberculosis patients (IR 1.3) at pilot sites.
• Conducting advocacy seminars to strengthen social support for DR TB patients.
• Participate in educational information sessions on methods, methodologies, and approaches to support treatment at the community level for local governments, religious leaders, CSOs, members of public health institutions, women's committees, etc.
• Conducting trainings for MDT teams (IR 1.1) to improve the detection of tuberculosis cases among high-risk groups, improve patient adherence to treatment (social and psychological support, interpersonal communication skills), as well as the identification and treatment of side effects of anti-tuberculosis drugs.
• Participating in the development and implementation of a targeted information campaigns through religious organizations, women's committees, local activists.
• Providing technical assistance in updating public educational materials, updating and disseminating the SBC (IR 1.4) messages to mitigate stigma, raise awareness, encourage positive behavioral change with emphasis on messages such as, "Screening is a part of a regular health check-up and TB is curable", education and gender-sensitive communication.
• Provide technical assistance in organizing and conducting advocacy meetings for allocation of funds to be used as part of the implementation and receipt of funding for a social contract. Assist NTP to conduct seminars with local partners (Khokimiyats, deputies, NGOs) on implementation and receipt of funding for the social contract.

Deliverables and Reports:
The consultant will submit the following deliverables to the USAID TB Free Uzbekistan:
• The report will include content updates of materials (screening, referral for testing, patient support at the community level) from USAID projects and partners.
• Reports on conducted training, with photographs.
• Protocol of an important meeting with NTP and partners for volunteers and outreach workers.

Location:
Tashkent and pilot oblast (Syrdarya, Ferghana and Andijan oblast)

Period of Performance:
The consultancy is estimated to be completed in 26 days during the period of (October 2024- September 2025).

• Have experience in organizing and conducting outreach meetings with local partners (khokimiyats, deputies, NGOs)
