Duties Project title: Modernization of Real Property Registration and Cadastre (MRPRC) Project

Tasks of position
The Monitoring and Evaluation Speciaist will support the Project Director in the monitoring and evaluation of project performance, project compliance and project impacts and advise the State Committee for Land Resources, Geodesy, Cartography and State Cadastre (Goskomzemgeodescadastre) accordingly.

Job responsibilities:
-Monitor, evaluate and report project implementation progress against the Results Framework and Monitoring Indicators;
-Monitor, evaluate and report on project performance and project compliance;
-Ensure well-timed preparation and submission of Project Reports (Quarterly, Annual, etc.) and any other required progress reports and securing preparation of reports by the project consultants or participants as required;
-Regularly inform Project Director on the progress and problems;
-Regular reporting and communication with Project Director on the project implementation status, including problems and ways to resolve these;
-Monitor implementation of project activities as determined in the work plans, update as required;
-Monitor targeted and effective use of the loan funds allocated for project implementation in line with the Loan Agreement;
-Monitor project risks and report to Project Director;
-Make required arrangements for and participate in the Bank supervision missions;
-Liaise and work with GKZGDK enterprises and divisions to help achieving project objectives;
-Ensure that contract supervision and monitoring is undertaken by GKZGDK enterprises and divisions, where relevant;
-Work in close coordination with other PIU specialists and GKZGDK staff responsible for Project implementation.

- Master's degree or equivalent in a discipline related to social science, project management or related field.

Required knowledge and experience:
-at least 7 years of demonstrable experience working with project management and implementation;
-Experience from land administration/management will be an added advantage.

Other skills:
-proven skills and experience of working individually and in teams;
-good interpersonal communication and coordination skills and a team player;
-knowledge of Russian (speaking and writing), Uzbek and English language.

Additional information: Project objective: The Project's Development Objective is to establish an efficient and accessible real property registration and cadastre system in the Republic of Uzbekistan as part of the national eGovernment structure and services. This objective will be achieved through: (i) improving business processes and customer orientation in the real property register and cadastre; (ii) creating a fully digital real property register and cadastre system (i.e. IISRPRC) accessible online to the public; (iii) improving the regulatory and operational environment of the real property register and cadastre; (iv) facilitating spatial data access, exchange and sharing at national level; and (v) raising awareness on the importance of real property rights.
