| Duties | Performing comprehensive analyses of agri-food policy, economics, and finance, with a special emphasis on critical areas such as agri-food subsidies, climate change, food security, and value chains, among other pertinent topics; Conduct primary and desk-based research to bolster agri-food market and policy analysis efforts, aligning closely with the objectives of the EU ASK Facility; Establish and manage specialized databases crucial for comprehensive agri-food analysis; Gather, organize, and analyze agri-food data, statistics, and information with precision and relevance; Contribute substantively to the drafting of actionable policy recommendations, roadmaps, technical reports, and policy briefs; Assist in developing monitoring systems for agri-food policies, including updating relevant indicators and producing technical notes or policy briefs; Lead targeted capacity development activities to benefit national partners; Organize and facilitate focused policy meetings, roundtables, and other events centered on agri-food policy reform. |

| Professional requirements | Strong technical and analytical skills, particularly in conducting economic and financial analyses (preferably in the agri-food sector); Experience in primary and desk-based research for agri-food market and policy analysis, with a focus on agriculture climate change adaptation and mitigation, food and nutrition security, and other cross-cutting areas. Proficiency in the organization and maintenance of targeted databases, including the design of methods and procedures for regular data acquisition; Ability to lead the collection, collation, and analysis of agri-food data, with a keen eye for data quality verification; Demonstrated ability to contribute to drafting actionable policy recommendations, technical reports, and policy briefs; Formulation of methodologies for market and policy research and surveys, ensuring quality and accuracy; Excellent interpersonal, problem-solving, and teamwork skills, with effective facilitation support for technical and policy working groups; Experience in supporting capacity development activities for government counterparts and selected national partners; Participation in, organization, or facilitation of policy meetings, roundtables, and events related to agri-food policy reform; Additional focused policy analysis and research tasks will be undertaken as per the agreed-upon work plan and priorities. |

| Additional information: | Education: Bachelor's degree (with relevant post-graduate qualification preferred) in agriculture, environment, economics, international relations, law or a related field. Fluency in English and Uzbek languages (oral and written)is required. Russian language (oral and written)is desirable. Background information: The Agriculture Support and Knowledge Facility (ASK) is an EU funded initiative, designed as a versatile instrument, providing on-demand technical support for agriculture and food sector specific reforms, to ensure the effective implementation of the Agri-food Development Strategy (2020-2030). The project provides complementary technical assistance linked to the EU Budget Support for the Agriculture Sector which includes significant grant funds, financed under the EU Instrument for Development Cooperation. The overall objectives of the project are to contribute to the development of a competitive, market and export-oriented Uzbekistan Agri-food Sector that will increase farm incomes, create new jobs, enhance food security and ensure the sustainable use of natural resources. To support the Ministry of Agriculture with the implementation of the Agriculture Development Strategy (2020-2030), the EU ASK Facility has been providing a range of technical assistance over the last three years to guide strategy implementation, including the following: Support for policy reform and strengthening of sector governance through enhancing policy dialogue forums on selected priority issues including land reform, food and nutrition security & climate change. Institutional strengthening, including functional assessments and development of restructuring proposals for the Ministry of Agriculture at national, regional and district levels and the gradual integration and unification of relevant agencies. Support for the reform of Agriculture Knowledge and Innovation Systems (including research, education and advisory services), which are central pillars of the new market-based agri-food system. Strengthening agri-food sector public finance management and the linkages between agriculture strategy implementation and the annual and multi-annual budget planning process. The Policy Analyst will work within the wider team of policy analysts and undertake primary and desk-based research to support the agri-food market and policy analysis initiatives aligned with the EU ASK Facility objectives and requests of the main national counterparts.
