| Duties | PROJECT INFORMATION The Republic of Uzbekistan has received financing from the World Bank for the Clean Energy for Buildings in Uzbekistan (CEBU) Project. The Project aims to improve energy efficiency in public buildings and strengthen the regulatory framework for clean energy investments in the buildings sector. The Project is implemented by the Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan. The PIU invites qualified candidates to apply for the position of Civil Supervision Engineer to support the monitoring, coordination, and quality assurance of civil works under the Project, ensuring that construction and renovation activities are carried out in accordance with approved designs, technical specifications, applicable standards, and World Bank requirements during project implementation. Duties: •Monitor and inspect civil works at construction sites to ensure that all activities are executed in accordance with approved drawings, specifications, and schedules. •Verify the quality of materials and workmanship used by contractors, ensuring compliance with technical standards and contractual obligations. •Identify deviations from approved designs or construction defects and promptly report them to the PIU and recommend corrective actions. •Review contractor's construction schedule, work methods, and progress reports; flag delays or inconsistencies and support resolution measures. •Check that construction practices meet applicable structural safety, seismic, fire protection, and accessibility requirements. •Ensure civil works are executed in coordination with mechanical and electrical installations, avoiding conflicts or rework. •Supervise specific civil activities such as demolition, concrete works, wall insulation, roofing, flooring, windows/door installation, plastering, and painting. •Review and verify contractor-submitted progress reports, material delivery logs, and site records against actual field conditions. •Witness or verify on-site material testing and quality control procedures, including concrete strength, compaction, and water resistance tests, where applicable. •Ensure compliance with site safety and environmental management requirements, including those specified in the Environmental and Social Management Plan (ESMP). •Facilitate coordination between contractors and building occupants to minimize disruption to operations during renovation works. •Participate in regular site meetings with contractors, consultants, and PIU representatives to assess progress, address issues, and agree on follow-up actions. •Verify that the as-built drawings reflect actual construction conditions and review completion documentation submitted by the contractor. •Provide inputs to the PIU for interim and final payment certificates based on verified physical progress and conformity of works. •Prepare and submit periodic site supervision reports, non-compliance notices, photo documentation, and inspection records to the PIU. •Support technical acceptance procedures and confirm that civil works meet the performance requirements for handover and operational use. Reports The expert shall submit monthly progress reports at the end of each month summarizing the monthly activities, problems/disputes encountered in the implementation of the project during the subject month. The expert will report to the PIU Director and follow the Director's instructions. |

| Professional requirements | i.University degree in Civil Engineering, Construction Engineering, or a related field. ii.Minimum of 7 years of professional experience in civil works supervision or site engineering, including renovation, reconstruction, or new construction of public buildings. iii.Proven experience in supervising construction contractors, ensuring compliance with design documentation, specifications, and technical standards. iv.Sound knowledge of national construction norms and regulations, including standards for structural safety, seismic resistance, and energy-efficient building envelopes. v.Familiarity with quality control procedures, on-site material testing, and verification of construction works. vi.Understanding of building elements commonly addressed in energy efficiency projects, such as insulation systems, roofs, windows/doors, plastering, and finishes. vii.Ability to detect construction defects or non-conformities and recommend appropriate corrective measures. viii.Demonstrated knowledge of construction health, safety, and environmental (HSE) requirements, including familiarity with environmental and social management plans (ESMPs). ix.Experience in preparing site supervision reports, progress assessments, photo documentation, and technical acceptance documentation. x.Prior experience working on donor-funded or IFI-financed projects (e.g., World Bank, ADB, EBRD) is an asset. xi.Good communication and coordination skills to work with contractors, engineers, local authorities, and PIU team members. xii.Fluency in English, Uzbek and Russian (both oral and verbal) is a requirement. |
