| Duties | The Government of the Republic of Uzbekistan, in collaboration with international development partners, is implementing the Uzbekistan Resilient Landscapes Restoration Project. In accordance with the Presidential Decree of the Republic of Uzbekistan No. PQ-197 dated 30 May 2025, the Project provides for the establishment of modern in vitro laboratories at selected research stations and state forestry enterprises. The consultant will work under the supervision of the Agency for Increasing Forests and Green Areas and Combating Desertification and in close coordination with the Project Implementation Unit (PIU). The national consultant will focus on the design phase of the in vitro laboratory project, including site assessment and preparation of Design and Estimation Documentation (DED), which will serve as the basis for subsequent civil works and equipment procurement under separate contracts. Scope of Work • Develop the architectural, technological, and functional design of the in vitro laboratory. • Prepare laboratory layout and functional zoning. • Define technical requirements for utilities and biosafety. • Prepare a detailed list of required equipment and consumables. • Coordinate with equipment suppliers and collect commercial offers. • To conduct evaluation of technical specifications of products and services offered by bidders under the competetives biddings. • Participate in staff selection and training. • Develop technological charts and standard operating procedures. • Supervise commissioning and launch of the laboratory. • Deliverables and Payment Schedule |

| Professional requirements | • Higher education in biotechnology, forestry, agriculture, or related fields. • At least 5 years of professional experience in in vitro plant propagation. • Minimum 5 years of experience in laboratory design, layout planning, and equipment selection. • Proven experience in establishment and commissioning of plant tissue culture laboratories. • Experience with micropropagation of fruit, ornamental, and/or forest plant species. • Knowledge of modern tissue culture systems, including temporary immersion systems (TIS) and bioreactors, is an advantage. • Experience in preparation of technical documentation (ToR, technical specifications, SOPs). • Experience working with international donor-funded projects is an advantage. • Ability to conduct staff training and capacity building activities. • Proficiency in Uzbek; knowledge of Russian and/or English is an advantage. |
