| Duties | PROJECT INFORMATION The Republic of Uzbekistan has received financing from the World Bank for the Clean Energy for Buildings in Uzbekistan (CEBU) Project. The Project aims to improve energy efficiency in public buildings and strengthen the regulatory framework for clean energy investments in the buildings sector. The Project is implemented by the Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan. The PIU invites qualified candidates to apply for the position of Stakeholder Engagement Specialist to support stakeholder engagement, information disclosure, and grievance redress activities during project implementation in accordance with the World Bank Environmental and Social Framework (ESF), including Environmental and Social Standard ESS10. Duties •Prepare a Communication and Visibility Strategy and a detailed Communication Action Plan outlining all public information, awareness, and outreach activities to be implemented under the CEBU Project. •Identify disadvantaged, vulnerable, and potentially excluded groups and develop tailored outreach mechanisms in collaboration with the PIU's E&S Specialists to ensure their inclusion and participation in project activities. •Maintain regular feedback mechanisms (at least quarterly) with these groups to gather their input, assess accessibility of project information, and monitor participation in project implementation. •Develop and refine project information and awareness materials (brochures, press releases, posters, factsheets, videos, social media content, etc.) tailored to different stakeholder groups, ensuring clarity and inclusiveness. •Ensure the timely implementation of the communication action plan, including activity scheduling, budgeting, and coordination of implementation partners. •Supervise all content produced under project visibility and communication activities (media releases, awareness campaigns, launch and closing events, community outreach sessions, etc.) to ensure alignment with the project's communication strategy. •Coordinate and oversee the preparation of printed and audio-visual materials, ensuring consistency with the CEBU Project's communication and visibility guidelines and World Bank requirements. •Support the PIU in organizing and facilitating public consultations, awareness-raising workshops, and outreach events to inform beneficiaries, local governments, and civil society organizations about project objectives, activities, and environmental and social requirements. •Prepare press releases, media advisories, and information notes; establish and maintain effective relationships with national and local media outlets; and ensure appropriate project coverage. •Support the PIU in developing technical specifications for procurement of communication services, campaigns, and visibility products from external service providers. •Ensure coordination and consistency of messaging among the PIU, PMC, contractors, and other project partners engaged in communication and public relations activities. •Establish and maintain a systematic and transparent approach for implementing the Stakeholder Engagement Plan (SEP), identifying all relevant stakeholder groups and defining specific activities and timelines for each. •Ensure that stakeholder engagement activities promote inclusive participation, build constructive relationships with project-affected parties, and comply with World Bank Environmental and Social Standard 10 (ESS10: Stakeholder Engagement and Information Disclosure). •In coordination with E&S Specialists, ensure that project-affected people and beneficiaries are fully informed of project environmental and social requirements as defined in the Environmental and Social Management Framework (ESMF). •Maintain detailed records of all stakeholder engagement and communication activities (consultations, meetings, awareness sessions, trainings, etc.) and compile summaries for reporting to the PIU, MoEF, and the World Bank. •Collect, verify, and analyze stakeholder feedback and engagement data received from contractors, consultants, and partner agencies to identify gaps or risks in stakeholder relations and recommend corrective measures. •Ensure that contractors' social responsibilities and communication obligations are clearly reflected in the bidding documents and contracts, and that awareness sessions are held for contractors and subcontractors on these responsibilities. •Ensure that all grievances received through the project's Grievance Redress Mechanism (GRM) are managed promptly, transparently, and documented in coordination with the PIU's Social Specialist; regularly report grievance statistics and trends to the PIU and World Bank. •Support the Environmental and Social Specialists in conducting community engagement, awareness campaigns, and training on social, environmental, and health and safety issues associated with the project. •Maintain an updated stakeholder engagement database and communication activity tracker to monitor ongoing outreach and feedback. •Prepare periodic progress reports (monthly, quarterly, and annual) summarizing key stakeholder engagement activities, challenges, outcomes, and lessons learned for submission to the MoEF and the World Bank. •Participate in PIU coordination meetings, workshops, and World Bank supervision missions to present updates on communication, citizen engagement, and grievance redress activities. •Provide recommendations and practical advice to strengthen project visibility, public trust, and stakeholder participation throughout the implementation period. •Perform other relevant assignments and technical tasks as requested by the PIU Director to enhance public awareness, citizen engagement, and communication effectiveness under the project. Reports The Specialist shall submit monthly progress reports at the end of each month summarizing the monthly activities, problems/disputes encountered in the implementation of the project during the subject month. The expert will report to the PIU Director and follow the Director's instructions. |

| Professional requirements | i.A university degree in communications, public relations, journalism, social sciences, or a related field. A master's degree is an asset. ii.A minimum of 3 years of relevant professional experience in stakeholder engagement, communication, public relations, or citizen engagement for development projects, preferably those financed by international organizations (World Bank, ADB, EBRD, IsDB, etc.). iii.Proven experience in preparing and implementing communication strategies, public awareness campaigns, and stakeholder engagement plans for large-scale projects. iv.Experience working on environmental and social development projects and collaboration with government agencies, local communities, NGOs, and media. v.Demonstrated knowledge of social inclusion, gender equality, and citizen feedback mechanisms, including engagement with vulnerable or marginalized populations. vi.Familiarity with World Bank Environmental and Social Standard 10 (ESS10) and related good international practices on communication and stakeholder engagement is a strong asset. vii.Excellent writing, presentation, and interpersonal communication skills. viii.Fluency in Uzbek and Russian, with strong proficiency in English (written and oral). |
