| Duties | PROJECT INFORMATION The Republic of Uzbekistan has received financing from the World Bank for the Clean Energy for Buildings in Uzbekistan (CEBU) Project. The Project aims to improve energy efficiency in public buildings and strengthen the regulatory framework for clean energy investments in the buildings sector. The Project is implemented by the Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan. The PIU invites qualified candidates to apply for the position of Social Specialist to support the management of social risks and stakeholder engagement activities during project implementation in accordance with World Bank Environmental and Social Framework (ESF) requirements. Duties •Ensure the implementation and monitoring of the Project's compliance with the ESMF and LMP. •In collaboration with the PIU's environmental and other E&S specialists, ensure that social risks and impacts are identified, avoided, mitigated, and managed throughout project implementation. •Prepare semi-annual Environmental and Social (E&S) monitoring reports for submission to the World Bank, summarizing social performance, labor management, and stakeholder engagement progress. •Ensure that social assessment and monitoring requirements are properly incorporated into bidding documents and contracts for energy efficiency (EE) investment measures. •Oversee, develop, and coordinate the implementation of social aspects of all E&S plans, including the Stakeholder Engagement Plan (SEP), Labor Management Procedures (LMP), and site-specific Environmental and Social Management Plans (ESMPs). •Ensure timely and transparent disclosure of project information to all relevant stakeholders and affected communities in line with the SEP. •Provide guidance to Construction Supervision Consultants and Contractors on implementing social mitigation measures defined in site-specific ESMPs; review and approve ESMPs and ESMP completion reports. •Monitor and report progress on the implementation of ESMPs and social risk management activities, ensuring that World Bank and MoEF policies are fully complied with, including those prepared by external consultants. •Ensure that all project workers, including direct, contracted, and primary supply workers, receive training on the LMP requirements, including the Code of Conduct, worker grievance mechanism, and occupational health and safety (OHS) obligations. •Ensure that grievances — including those from project workers and community members — are managed effectively, transparently, and documented through the Grievance Redress Mechanism (GRM); monitor grievance trends and report regularly to the PIU and World Bank. •Engage and coordinate with other consultants on environmental management, OHS, communication, and stakeholder engagement to ensure integrated E&S risk management. •Provide capacity-building and awareness-raising trainings to PIU staff, contractors, and supervision consultants on key social issues, including labor management, worker health and safety, gender-based violence (GBV), and social inclusion. •Conduct field visits to project sites to perform social impact screening, monitoring of ESMP implementation, and verification of grievance management processes. •Support the implementation of stakeholder engagement activities, including consultations, surveys, and feedback mechanisms, ensuring participation of vulnerable and disadvantaged groups. •Contribute to the preparation of social sections of reports, presentations, and communication materials required for the World Bank or MoEF. •Carry out other social risk management and technical assignments as requested by the PIU Director. |

| Professional requirements | i.A university degree in social sciences, sociology, or a related field. A master's degree will be considered an asset. ii.A minimum of 3 years of general professional experience of relevant experience in social safeguards, social impact assessment, resettlement, labor management in development projects. iii.Proven experience working with international development organizations (preferably World Bank, ADB, EBRD, or IsDB) and familiarity with their social safeguard policies or Environmental and Social Standards (ESSs). iv.Experience in managing social risks in infrastructure or energy projects, including working with construction contractors and supervising compliance with labor and community standards. v.Demonstrated knowledge of stakeholder engagement practices, public consultations, grievance redress mechanisms, and citizen feedback systems. vi.Experience in addressing gender equality, vulnerable group inclusion, and GBV/SEA-SH prevention measures within project frameworks will be considered an advantage. vii.Strong understanding of Uzbekistan's social protection, labor, and OHS legislation and how it applies to development projects. viii.Excellent analytical, communication, and interpersonal skills for coordination with stakeholders, contractors, and government counterparts. ix.Fluency in Uzbek, Russian, and English (written and oral) is required. |
