Duties PROJECT INFORMATION

The Republic of Uzbekistan has received financing from the World Bank for the Clean Energy for Buildings in Uzbekistan (CEBU) Project. The Project aims to improve energy efficiency in public buildings and strengthen the regulatory framework for clean energy investments in the buildings sector.

The Project is implemented by the Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan.

The PIU invites qualified candidates to apply for the position of Health and Safety Specialist to support the implementation of occupational health and safety requirements under the Clean Energy for Buildings in Uzbekistan (CEBU) Project.

Duties

•Support the PIU's environmental specialist, social specialist and stakeholder engagement specialist in screening and categorizing subprojects, and conducting environmental and social due diligence as defined in the Project's Environmental and Social Management Framework (ESMF).
•Ensure that OHS-related capacity, implementation, and monitoring requirements are integrated into all relevant agreements and civil works contracts financed under the CEBU Project.
•Monitor and evaluate the OHS performance of all civil works contractors (including subcontractors) and consultants engaged under subprojects.
•Record, document, and maintain a database of all aspects of project OHS performance and incidents.
•Conduct regular field inspections and site visits to assess compliance with approved OHS measures and provide timely feedback and corrective action recommendations in case of non-compliance.
•Review and support the preparation of Environmental and Social Management Plans (ESMPs) and related OHS sections of environmental and social instruments to ensure alignment with Uzbekistan's regulatory framework and World Bank ESSs.
•Oversee the implementation of site-specific ESMPs, ensuring that all OHS requirements and mitigation measures are fully applied during construction and operation phases.
•Provide overall support to the PIU to ensure the Project's OHS objectives are met in close coordination with MoEF and World Bank teams.
•Provide OHS management services to the PIU throughout project implementation to ensure compliance with:
oWorld Bank Environmental, Health, and Safety (EHS) Guidelines; and
oUzbekistan's OHS legislation, including the Law on Occupational Safety and Health under the Ministry of Labor and Social Protection of the Population.
•Assist the PIU in defining OHS requirements to be met by contractors and consultants for the identification, evaluation, and mitigation of OHS risks during the project life cycle.
•Support the preparation, revision, and integration of OHS requirements into bidding documents, contracts, and technical specifications.
• Assist the PIU in evaluating bids and proposals to ensure that contractors, suppliers, and consultants comply with OHS management requirements; prepare or contribute to the related evaluation reports.
• Monitor the contractual and legal compliance of contractors and supervising consultants in relation to OHS obligations.
• Perform regular OHS monitoring and auditing of subproject sites, documenting findings and ensuring that data is properly stored and traceable.
•Maintain all OHS-related documentation, both hard and electronic copies, in an organized manner to meet the requirements of the World Bank and national authorities for audits and post-reviews.
•Support the PIU in responding to audit findings and post-review observations from the World Bank and government oversight bodies.
•Ensure that construction supervision companies and contractors immediately (within 48 hours) notify the PIU of any incident or accident that has or is likely to have a significant adverse impact on workers or communities, including, inter alia, cases of sexual exploitation and abuse (SEA), sexual harassment (SH), and accidents that result in death, serious or multiple injuries and road accidents.
•Ensure that contractors provide sufficient details on each incident, including a Root Cause Analysis (RCA), corrective actions, and compensation measures, and that reports are submitted to the relevant authorities and the World Bank without delay.
•Oversee the preparation and submission of incident reports to the State Committee for Industrial Safety (GDCA) and the World Bank in accordance with the established procedures.
•Provide training and capacity-building programs to PIU staff, consultants, and contractors on OHS risk identification, mitigation, monitoring, and reporting requirements.
•Provide technical guidance to environmental and social consultants on the World Bank's OHS requirements and procedures.
•Review OHS-related sections of Environmental and Social Assessment (ESA) documentation and provide comments and recommendations.
•Participate in joint inspections, implementation support missions, and review meetings with World Bank, MoEF, and PMC representatives to discuss OHS issues, progress, and corrective actions.
•Maintain a project and subproject-specific OHS database and ensure timely entry of data from site visits, inspections, and reports.
•Prepare and submit monthly, quarterly, and annual OHS monitoring reports summarizing site observations, compliance status, incident statistics, and improvement actions.
•Provide recommendations to the PIU for the implementation of OHS mitigation measures and propose corrective action plans for performance improvement.
•Perform any other related duties that may arise within the scope of this assignment and as directed by the PIU Director.
Reports
The Specialist shall submit monthly progress reports at the end of each month summarizing the monthly activities, problems/disputes encountered in the implementation of the project during the subject month. The expert will report to the PIU Director and follow the Director's instructions.

Education: Higher
Professional requirements i.A university degree in occupational health and safety, industrial hygiene, civil engineering, or another relevant field. A master's degree in OHS or environmental management is an asset.
ii.At least 3 years of professional experience in occupational health and safety management in infrastructure, construction, or energy projects, preferably under international donor-funded programs (World Bank, ADB, EBRD, IsDB, etc.).
iii.Proven knowledge of Uzbekistan's OHS legislation and familiarity with the World Bank Environmental and Social Framework (ESF) and EHS Guidelines.
iv.Demonstrated experience in contractor OHS supervision, risk assessment, accident investigation, and reporting.
v.Practical experience in developing and implementing OHS management systems, including training and audits.
vi.Strong coordination and communication skills for engaging with contractors, government authorities, and project stakeholders.
vii.Fluency in English, with professional proficiency in Uzbek and/or Russian (both oral and written).
