Duties PROJECT INFORMATION

The Republic of Uzbekistan has received financing from the World Bank for the Clean Energy for Buildings in Uzbekistan (CEBU) Project. The Project aims to improve energy efficiency in public buildings and strengthen the regulatory framework for clean energy investments in the buildings sector.

The Project is implemented by the Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan.

The PIU invites qualified candidates to apply for the position of Environmental Specialist to support environmental and social risk management during project implementation.

DUTIES

•Ensure the implementation and monitoring of the Project's compliance with the ESCP, ESMF and LMP under the CEBU Project.
•In collaboration with the PIU's Social Specialist (SS), Health and Safety Specialist (HSS), and Stakeholder Engagement Specialist, ensure that environmental and social risks are identified, avoided, mitigated, and managed throughout project implementation.
•Prepare semi-annual Environmental and Social (E&S) monitoring reports and submit them to the World Bank in line with agreed reporting requirements.
•Ensure that environmental assessment and monitoring requirements are properly included in the bidding documents for energy efficiency (EE) investment measures and related works.
•Oversee, develop, and coordinate the implementation of all E&S-related plans, including Environmental and Social Management Plans (ESMPs), Waste Management Plans, and Health & Safety Plans.
•Ensure timely disclosure of project information and E&S documentation to relevant stakeholders and affected communities in accordance with the ESCP and Stakeholder Engagement Plan (SEP), and implement consultation processes consistent with ESS10.
•Provide technical guidance to construction supervision consultants and contractors responsible for implementing environmental mitigation measures under the site-specific ESMPs.
•Review, approve, and monitor site-specific ESMPs and ESMP completion reports prepared by contractors or supervision consultants.
•Monitor and report progress on the development and implementation of the Project ESMPs, ensuring that World Bank and MoEF policies are fully complied with, and that all reporting requirements are fulfilled, including those prepared by external consultants.
•Ensure that all project workers, including direct, contracted, and primary supply workers (where applicable),, are trained on the LMP requirements, including the Code of Conduct (which addresses SEA/SH as well), OHS procedures, and the project workers' grievance mechanism.
•Monitor compliance with environmental, occupational health and safety (OHS), and labor standards at project and subproject sites, including the performance of contractors as per the ESCP and sub-project ESMPs.
•Engage and coordinate with other consultants involved in environmental management, health and safety, communication, and citizen engagement to ensure integrated E&S risk management.
•Provide capacity building and training to PIU staff, technical design teams, and construction supervision personnel on environmental management, occupational health and safety, waste management, and other relevant ESF topics.
•Undertake regular site visits for environmental impact screening, supervision, and monitoring during both design and construction phases.
•Support the PIU in addressing any environmental incidents or non-compliances, and assist in the preparation of corrective action plans when needed, and promptly notify the World Bank of any incident or accident as per the ESCP Action B.
•Carry out other environmental and technical assignments as requested by the PIU Director in relation to project implementation, compliance, or capacity strengthening.
Reports
The expert shall submit monthly progress reports at the end of each month summarizing the monthly activities, problems/disputes encountered in the implementation of the project during the subject month. The expert will report to the PIU Director and follow the Director's instructions.

Professional requirements i.A university degree in environmental engineering, environmental sciences, civil engineering, or another relevant discipline. A master's degree in a related field will be considered an asset.
ii.A minimum of 3 years of general professional experience, including of relevant experience in environmental risk management and safeguards, such as environmental assessment (EA), Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plans (ESMP), and Environmental and Social Management Frameworks (ESMF).
iii.Demonstrated experience in the energy, infrastructure, or construction sectors, preferably with World Bank or other international donor-funded projects.
iv.Proven experience in environmental management, monitoring, and reporting, including coordination with design and construction teams to ensure compliance with environmental and occupational health and safety (OHS) standards.
v.Practical knowledge of environmental and social risk mitigation measures, waste management (including hazardous waste and asbestos), pollution control, and climate resilience practices in line with good international industry practice (GIIP).
vi.Familiarity with the World Bank Environmental and Social Framework (ESF), including Environmental and Social Standards (ESSs), and other international safeguard systems such as IFC Performance Standards, ADB Safeguard Policy Statement, or IsDB Environmental and Social Assessment Procedures will be considered an advantage.
vii.Experience in stakeholder engagement, public consultations, and coordination with government authorities and project beneficiaries.
viii.Prior exposure to gender and citizen engagement considerations within environmental management frameworks will be considered an asset.
ix.Excellent command of English, with professional fluency in Uzbek and/or Russian, both written and oral.
