Duties The SES expert shall conduct the following tasks:
1. Prepare a streamlined ESMF for the project, in collaboration with the SES Technical Adviser for Europe and Central Asia,
2. Prepare, based on the methodological guidance by the SES Technical Adviser for Europe and Central Asia, practical custom-made screening forms to be used by the project team during the preparation of subprojects that are being, or will be, supported within the project activities listed in section B1 of this TOR
3. Provide and explain these screening forms to the Aral Sea Wetlands Project Manager and the International Chief Technical Adviser for the Project, and provide advisory support during their use by the project team ,
4. Review the screening results for all sub-projects within the project activities that were prepared by the project team. The consultant shall ensure that the screening of sub-projects correctly determines the significance of their SES risks and prescribes adequate SES risk treatment measures based on the UNDP SES requirements.
5. Determine the scope and implementation modalities of any further strategic environmental and social assessment – either for the Integrated Water Management Framework designed for LADAB landscape and 4 LDN-compatible Gender Sensitive Climate-Smart Integrated Water Management (that will be prepared within Output 1.2) or for related Integrated land-use spatial planning in 4 priority districts (developed within Output 2.2) – should they offer better opportunities for effective social and environmental risk management of the various interventions in the project area.
6. Provide SES-related inputs to any related capacity development and awareness-raising events.

Professional requirements The successful Individual Contractor should meet the following minimum qualifications:
Education:
1. Bachelor Degree in land use and water management, social science, environment, nature resource management or relevant disciplines. Master's Degree is an asset;
Experience:
2. At least 5 years of working experience in the application of international social and environment standards in development projects; international exposure in this work and work experience with the countries of Central Asia is an asset;
3. Experience working with programmes and projects funded by the vertical funds (GEF, GCF, AF), UN and other similar international organizations is a strong advantage;
4. Technical expertise in UNDP Social and Environmental Screening and Assessment is a strong advantage.

Language requirements:
5. Proficiency in English. Working level of written and spoken Russian and Uzbek.

Additional information: The Aral Sea Wetlands Project, financed by the Global Environment Facility (GEF-7) and implemented by UNDP in partnership with the Ministry of Ecology of the Republic of Uzbekistan, aims to support the restoration, sustainable management, and long-term resilience of key wetland ecosystems in the Northern Aral Sea region. The project focuses on strengthening biodiversity conservation, improving ecosystem services, enhancing climate resilience, and supporting local communities living adjacent to Protected Areas (PAs). It also contributes to national commitments under the Convention on Biological Diversity (CBD), the UNFCCC, and the Sustainable Development Goals (SDGs).
In line with the UNDP Social and Environmental Standards (SES) and as defined in the approved Project Document, the project is required to ensure that all activities are designed and implemented in a manner that avoids adverse social and environmental impacts, enhances positive benefits, and supports inclusive and equitable participation of stakeholders. During the project preparation phase (PPG), a Social and Environmental Screening Procedure (SESP) was conducted, identifying a series of potential Moderate risks related to construction works (e.g., installation of observation towers), ecosystem restoration activities, community engagement, biodiversity conservation measures, and land-use practices around the target sites. The SESP recommended applying targeted risk mitigation measures and developing safeguards instruments to ensure compliance with UNDP SES throughout the entire project cycle.
Accordingly, the Project outlines the need for continuous safeguards monitoring, institutional guidance, and integration of SES requirements into work planning, procurement, stakeholder engagement, and field-level implementation. To operationalize these requirements, the project developed an Environmental and Social Management Framework (ESMF) and an Annual SES Monitoring Plan, which must be regularly updated and applied to all relevant project activities. In addition, the project is expected to strengthen the capacities of national counterparts and local stakeholders to understand and implement safeguards, promote meaningful participation of communities particularly those living near Protected Areas and ensure that project benefits are socially inclusive and gender responsive.
Given the increasing scope of field activities in PAs including construction, ecological corridor planning, community consultations, and ecosystem restoration the project requires dedicated national-level expertise to ensure that UNDP and GEF safeguards are systematically applied. The National SES Consultant will therefore support the project team in the implementation, monitoring, and updating of safeguards instruments; ensure that environmental and social risks are properly managed; and help the project meet its compliance obligations as defined in the ProDoc and UNDP SES Policy. This is achieved through the following components:
- Component 1: Coordinated water management as basis for LDN and conservation
- Component 2: Sustainable land management for Land Degradation Neutrality in the target landscape
- Component 3: Conservation of globally significant Aral Sea Basin biodiversity
Preliminary analysis and screening conducted during the project development phase via UNDP's Social and Environment Screening Procedure (SESP) identified several potential social and environmental risks associated with project activities. The project falls under Moderate Risk category and the identified potential social and environmental risks' impacts are manageable through identified mitigation measures detailed in the Screening Template, included in Annex 6 to the UNDP/GEF Project Document. An Environmental and Social Management Framework (ESMF) has been developed on the basis of the risk screening during SESP to specify the processes that will be undertaken by the project for the additional assessments of potential impacts and identification and development of appropriate risk management measures, in line with UNDP's Social and Environmental Standards (SES).
Under the overall guidance of the Aral Sea Wetlands Project Manager and the International Chief Technical Adviser for the Project, and with the methodological support from the SES Technical Adviser for Europe and Central Asia, the SES Consultant will prepare, review and finalize detailed activity-level screenings of potentially significant social and environmental risks for selected project activities of the "Conservation and Sustainable Management of Lakes, Wetlands and Riparian Corridors as Pillars of a Resilient and Land Degradation Resources High Nature Value Ecosystems in the Aral Sea Basin for Multiple Benefits" project (the Aral Sea Wetlands Project) and update the Social and Environmental Screening Procedure for this project.
The following activities require targeted screening:
o Activity 1.2 Integrated Water Management Framework designed for LADAB landscape and 4 LDN-compatible Gender Sensitive Climate-Smart Integrated Water Management designed in 4 priority districts based on Output 1.1 and used as input to Output 2.1
o Activity 2.2 Integrated land-use spatial planning in 4 priority districts developed and under implementation in line with LDN principles
o Activity 2.3Improved management of pastureland by local communities in 4 priority districts
o Activity 2.4 Innovative land restoration supported at most degraded areas
o Activity 2.5 Community forest use in riparian corridors in 4 priority districts developed and under implementation
o Activity 3.1.1. Grounds established for protected area estate expansion securing the integrity of lake, wetland and riparian KBAs in Aral Sea region, through completion of feasibility studies, mapping and inventory, zoning regimes, management and financial planning
o Activity 3.1.2 Improved management effectiveness of the existing PAs through PA regime compliance and enforcement, zoning, patrolling, research, species-focused conservation activities, as detailed in the narrative for the project strategy
o Activity 3.2.1 PA buffer zones and corridors identified, planned and mapped through integrated district land use management plans (coordinated with Output 2.2) and implemented with supporting regulations
o Activity 3.2.3. Sustainable livelihoods supported in KBA buffer zones and corridors (e.g. fast-growing plantations as alternative to logging; cattle grazing rotation and use of distant pastures)
