| Duties | GIZ Project "Sustainable and Climate Sensitive Urban Development in Central Asia" is hiring an Advisor in Urban Development. Description of the project: The project promotes dialogue between experts and managers working on climate-friendly urban development in cities in the Ferghana Valley. This connects cities facing similar challenges and enables them to develop joint solutions. Stakeholders can improve their capabilities and take more effective action. The project also ensures that experts and managers are better prepared for future-ready, climate-friendly and participatory urban development. Many currently lack the expertise and methods needed to meaningfully link various aspects for the purpose of climate action. The project enhances capabilities by providing continuing education and advising decision-makers on better urban cooperation. In addition, it provides practical examples on how climate-sensitive and gender-sensitive urban development can be implemented locally. Experts and managers also gain experience from pilot projects. At the same time, the p project involves the local population. People learn how they can get involved and how climate-friendly urban development affects their day-to-day life. Please note: job location- Fergana Valley. Tasks: • Provide technical and strategic advice to municipal and national partners on climate-sensitive and sustainable urban development, with a strong focus on urban planning processes and instruments • Lead and support participatory urban planning processes, ensuring the meaningful inclusion of women, youth, and vulnerable groups. • Design and support the implementation of pilot interventions in the Fergana Valley (1–2 pi-lot cities), such as wastewater reuse, air quality monitoring, and integrated waste management • Contribute to the development and improvement of local and national urban planning frameworks, policies, and regulatory instruments related to sustainable infrastructure and services • Strengthen the capacities of municipal authorities and civil society actors in participatory governance, stakeholder engagement, and transparent decision-making • Organize and facilitate capacity development activities, including trainings, workshops, study tours, and peer-learning and regional exchange formats • Support monitoring and learning activities, document good practices, and contribute to high-quality communication and knowledge products • Work closely with the regional project team to ensure coordination and the integration of national-level perspectives into regional activities |

| Professional requirements | • University degree in Urban Planning, Urban Design, Architecture, Geography, Environmental Planning, or a related field • At least 5 years of professional experience in urban planning, sustainable urban development, or climate-sensitive infrastructure projects, preferably in an international or development cooperation context • Solid experience with urban planning processes and instruments at municipal and/or national level, including participatory and inclusive planning approaches • Practical exposure to sustainable urban infrastructure or environmental services, such as wastewater management, air quality, solid waste, or related fields • Proven ability to work with municipal authorities, civil society, and diverse stakeholders, and to facilitate dialogue and participatory processes • Experience in capacity development, including designing and delivering trainings, work-shops, or peer-learning formats • Excellent command of English, Uzbek and Russian languages. |
