Job Announcement: Local Legal Expert in VET
Helvetas supports the Ministry of Higher and Secondary Specialized Education (MoHSSE) in the process of reform of VET system in Uzbekistan, through the Swiss-funded "Support of VET Reform Project". The main goal of the project is to contribute to more gainful employment of VET graduates through improved access to the labour market. This will be achieved through a systemic approach, fostering strong coordination within the state structures as well as between the state and the economic actors. The project started its first phase of 4 years (2022-2025) and we are looking for Local Legal Expert in VET for a short-term contract.
1. Background
The VET sector in Uzbekistan is undergoing a large-scale reform with many fundamental changes triggered by presidential decrees published between 2017 and 2025. The Education Sector Plan (ESP 2019–2023) is one of the instruments elaborated by the Cabinet of Ministers to strengthen the education sector as a whole. The Government is paying special attention to ensuring that the VET system can address the current needs of the labour market. However, the assessment of the VET sector shows that the current state of the system does not yet meet modern requirements (e.g. outdated curricula and training material, failing relations with employers, lack of IT hardware), which points to the need for more fundamental reforms. In particular, the country needs to establish a more diversified corporate culture and promote entrepreneurship skills, training and professional development based on business needs.
SDC, the Swiss Agency for Development Cooperation has commissioned to Helvetas Swiss Intercooperation the implementation of the "Support to VET Reforms Project in Uzbekistan". The project aims to provide support to stakeholders in operationalising VET reforms in terms of governance, quality assurance, private sector and industries participation as well as teaching capacities, to ensure and promote flexibility and consistency between the vocational education system and the labour market to serve national and regional economic development priorities. The project is now in its first Operational Phase of 4 years (2022-2025).
2. Objectives of the Consultancy
The overall objective of this consultancy is to contribute in collaboration with the VET4UZ Team Leader and Project experts to the harmonization of the VET overall regulatory framework, as follows: a) Conduct an analysis of the major constraints of the VET-system related to the current legal and institutional frameworks; b) Identify conflicting provisions, legal gaps and inconsistencies in a selected number of laws, by-laws, regulations; c) Provide recommendations for adaptation of selected normative documents;
3. Main tasks of the Local Expert
1. Conduct in-depth analysis of the key documents crucial for the VET reform approved in the years 2018-2025. 2. Draft recommendations for adaptation of normative documenta. 3. Provide recommendations and support to the MHESI and other government actors.
4. Expected results, deliverables and deadlines
The following deliverables are expected at the end of the consultancy, with an indicative allocation of days and deadlines:
# Activity No. of WD 1 Propose methodology and workplan to Team Leader and MHESI. From the TL side, briefing on the Project rationale. 1 day 2 Identify and analyze key documentation (laws, by-laws, decrees, regulations etc.) for the VET reform (2018-2025). 9 days 3 Draft recommendations for adaptation of normative documents in VET. 5 days 4 Prepare a brief report in Russian/Uzbek including findings, conclusions, lessons learnt. Improve the report based on feedback of MHESI. 5 days Total 20 days
5. Working Methodology The local expert will propose and agree with the TL and MHESI about the working methodology. For the latter connections, Microsoft Teams will be used for virtual communication and sharing of documents.
6. Timeframe of the Assignment
The assignment is for 20 workdays, for the period from September 3, 2025 to October 28, 2025.
7. Reporting
The local expert will provide the deliverables / inputs planned based on the schedule approved. The local expert will provide the time sheets for all working hours and days with the respective activities. |

8. Competency Profile
Education and Professional experience Mandatory • Master's degree in Law, Education, or related field • A minimum of 8 years of experience supporting the implementation of legislative changes with a focus on VET and labor markets development • Good knowledge of VET legal framework and understanding of the recent VET reform Optional • Experience working in international projects
Methodological and/or leadership competencies • Strong organizational, presentation, reporting, and communication (both oral and written) skills and the ability to implement assignments with legal and educational subject matter
Social and personal competencies • Team player with ability to plan and implement own work, with • Ability to work independently and with minimal support • Excellent communication, negotiation, moderation, and presentation skills
