Duties The responsibilities of the Consultant will include (but not be limited to)
the following:
• Participation in preparation of quarterly financial reports for IFI and other external information users and accounting of implementing agency in line with International Standards (Cash Basis IPSAS).
• Assistance PIU Finance Manager for Preparation of withdrawals from IFI's (designated) special account.
• Keeping record on submitted Act of rendered services of Consultants, Suppliers, clearance of mutual settlements of accounts with them, monthly verification of payments.
• Assistance PIU Finance Manager for Preparation and provision of financial statements for audit, participation in auditor's activities (tests, checks, etc.) and review of the audit report. Working together with auditors until receiving IFI's final approval on auditor's report.
• Preparation of monthly and quarterly statistical reports.
• Regular receipt of bank statements of all Project accounts from commercial bank and monthly summary cash flow certificates.
• Assistance PIU Finance Manager for Preparation of reports on actual utilization of the Project funds.
• Working on financing, report control and reports provided by PIU, and conduction of overall inventory of holdings, works and services, rendered
in the project implementation process, taking off the fulfilled contracts etc.
• Implementation of payments under co-financing share of the Government of Republic of Uzbekistan as to preparation of orders under the State's share payments for executed works and supplied goods through the Board of Treasury (if necessary).
Requirements to the candidate
Age: from 25

Residence: Uzbekistan
Education: Higher
Professional requirements Education:
Bachelor degree in Accounting, Audit, Commerce, management/business administration, economics, statistics, or other relevant fields. Master degree or post-graduate degree or specific training will be an advantage;
Experience:
• At least 3 years of relevant professional experience of working for an International Financial Institution (World Bank, Asian Development Bank, IDB or a project funded by an IFI (desirable), as an accountant and /or Financial Specialist;
• Familiarity with Uzbekistan's National Standards of Accounting and International Standard of Accounting (Cash Basis IPSAS), Tax Legislation, particular Taxation of International Non-residents Consultants and Suppliers.
Skills:
•computer skills, including experience of using accounting software program
(1C or other), word- processors and spreadsheets;
•Strong organizational skills and attention to detail.
•Fluency in Uzbek and Russian; working knowledge of English is required.

Additional information: The consultant will be selected according to the World Bank Procurement Regulations for IPF Borrowers as an Individual Consultant. This position is based in Tashkent, Republic of Uzbekistan. Payment shall be made each month against the invoice, monthly reports and timesheets approved by the PIU Director.
