New GIZ project "Promoting Social Protection and Inclusion of Disadvantaged Groups (PROSPI)" announces position of Social Protection Advisor.
The project supports the National Agency for Social Protection (NASP) in developing and implementing policies that strengthen systemic conditions for an inclusive social protection system, with particular focus on persons with disabilities. Through technical advice and capacity development, the project assists partners in establishing legal frameworks and developing evidence-based policies that respond to the needs of vulnerable groups.
The project also supports NASP in modernizing management and service delivery through digital transformation initiatives, including development of monitoring systems and integrated data platforms. To achieve these goals, the project provides policy advisory services, facilitates multi-stakeholder dialogue between government and other partners, and works with civil society organizations to professionalize the social work workforce and expand inclusive services for persons with disabilities.
The Advisor will be responsible for the following tasks:
• Provide technical advice to NASP and relevant partners on development of inclusive social protection policies, legislation implementation, and system strengthening approaches • Support capacity building initiatives for government staff at national and local levels on policy development, inclusive service delivery, and gender-responsive approaches • Coordinate with development partners, such as World Bank, KfW, and UN agencies, on social protection policy and alignment of cooperation efforts • Prepare and oversee contributions by external consultants, including writing terms of reference, steering consultant work, and reviewing deliverables • Facilitate dialogue and coordination mechanisms between government institutions, disabled people's organisations, development partners, and civil society actors • Conduct research, policy analysis, and evidence review on social protection issues, preparing policy briefs, technical reports, and guidance materials • Support development and implementation of training programmes, sensitisation activities, and service delivery improvements across the social protection system • Contribute to operational planning, knowledge management, monitoring & evaluation, and reporting of project activities. |

Professional requirements |
• University degree in social protection, public policy, development studies, social work, economics or related fields • At least 4 years of professional experience, preferably in social protection, policy development, capacity building, inclusion, or related technical areas • Knowledge of social protection systems and policies, with understanding of inclusion approaches, disability rights frameworks, or gender-responsive programming • Minimum of 1 year experience in consultant management, training delivery, and project implementation • Experience in advisory work with government institutions, civil society organisations, or development partners • Strong analytical and writing skills, with ability to prepare high-quality technical documents and facilitate stakeholder engagement • Demonstrated commitment to inclusive development and human rights-based approaches • Fluent in English and Uzbek/Russian • Excellent command of MS-Office and ICT systems. |
