| Duties | New GIZ project "Promoting Social Protection and Inclusion of Disadvantaged Groups (PROSPI)" announces position of Advisor. The project supports the National Agency for Social Protection (NASP) in developing and implementing policies that strengthen systemic conditions for an inclusive social protection system, with particular focus on persons with disabilities. Through technical advice and capacity development, the project assists partners in establishing legal frameworks and developing evidence-based policies that respond to the needs of vulnerable groups. The project also supports NASP in modernizing management and service delivery through digital transformation initiatives, including development of monitoring systems and integrated data platforms. To achieve these goals, the project provides policy advisory services, facilitates multi-stakeholder dialogue between government and other partners, and works with civil society organizations to professionalize the social work workforce and expand inclusive services for persons with disabilities. The Advisor will be responsible for the following tasks: • Coordinate implementation of project work areas across all four outputs, ensuring alignment with project objectives and timelines; • Develop and maintain strategic relationships with key stakeholders including NASP, relevant ministries, disabled people's organizations, development partners and civil society actors; • Advise project management on strategic planning, risk assessment and adaptation of project approaches based on changing contexts; • Facilitate coordination mechanisms and represent the project in national-level meetings, working groups and coordination forums; • Provide technical advise on social protection system strengthening and institutional development to project partners; • Prepare and oversee external consultant contributions, including terms of reference and quality assurance; • Contribute to project monitoring, evaluation and reporting, including preparation of progress reports. |

| Professional requirements | • University degree in social protection, development studies, public administration, economics or related fields; • At least five years of professional experience in social protection, development cooperation or related technical areas; • Experience in project coordination and stakeholder management, preferably in international development contexts; • Knowledge of social protection systems and policies, with understanding of inclusion approaches; • Strong interpersonal and communication skills with ability to build relationships across diverse stakeholder groups; • Fluent in English and Uzbek/Russian; knowledge of both Uzbek and Russian languages preferred. |
