Duties Scope of Services
• Advise the PIU, Director, the Project Coordinators, and Evaluation Committees on application of the World Bank procurement rules as established in the Project Financial Agreements;
• Conduct the project activities related to the procurement of equipment, teaching and learning materials, in particular, preparation of tender documents, facilitate evaluation of bids; conduct activities related to selection of consultants, in particular, the preparation of the requests for expression of interests, request for proposals, facilitate evaluation of interests and proposals bids, monitoring of timely contract implementation.
• Updating the Procurement Plans on a regular basis and in the implementation of the Procurement Plans for services, goods and consultants as approved by the World Bank;
• Ensure full compliance with the Uzbek National Legislations, World Bank Procurement Guidelines/Regulations and Procedures;
• Work with the PIU members and technical staff to monitor and update the schedule of procurement, the Procurement Plans and other procurement documents in a timely manner, per project needs;
• Ensure compliance of procurement activities under the projects with the Project implementation and development objectives and the World Bank's Procurement Guidelines/Regulations and Procedures;
• Prepare contracts with the selected suppliers/consultants, including monitoring of the goods/services/works delivery, in accordance with the contractual schedule;
• Submit procurement documents to the Bank for prior review, when applicable, following the PIU Director's endorsement:
• Maintain the procurement filing and make them available for the procurement post review by the Bank;
• Ensure clearance of the goods and services accepted, their quality and quantity, according to the specifications stipulated by the contract, and invoices for actual delivery;
• Execute the relevant instructions of the MEF, concerning the procurement under the projects, provided that they do not contradict to the conditions of the Financial Agreements.

Expected Results and Deliverable Documents
• Procurement Plan is always up to date, is approved by the Bank and is implemented timely. Each procurement package is included into the Procurement Plan duly before starting any procurement step.
• Smooth and timely implementation of the procurement activities of the Projects.
• Bidding documents (SPDs, RFB, RFP, RFQ and etc.) prepared in accordance with the requirements of the Bank (the appropriate tender documentation, request for proposals and other required documents).
• Reports on the evaluation of bids and proposals in the forms and timing as required by the Bank.
• Information, documents concerning the whole procurement, the delivery of goods and services is available in the properly organized files of the PIU.
• Progress reports on procurement are submitted timely manner.
Requirements to the candidate
Age: from 25

Residence: Uzbekistan
Education: Higher
Professional requirements • Higher education in management, law, engineering or equivalent qualification with relevant experience in procurement.
• Considerable (minimum 10 years) of general experience and minimum 3 years of international and/or national procurement of goods, works and services. Specific experience of the guidelines and procedures of the World Bank and/or other international donors would be a significant advantage.
• Working knowledge of English language and Uzbek and/or Russian is mandatory.
• Experience and skills in procurement negotiations with business representatives and officials.
• Excellent computer skills.
• Ability to work in teams and deliver quality results within tight deadlines, constructive approach and focus on results is required.

Additional information: Duration of the contract, reporting and support
The duration of the assignment will be equal to the Project implementation period, subject to satisfactory performance, evaluated on a yearly basis by the MEF.
Reporting obligations:

The Procurement Specialist will report to the PIU Director. Payment will be made on the basis of a monthly salary; travel expenses, per diem, accommodation in hotels etc. will also be reimbursed. The successful candidate will be provided with a workstation in the MEF building in Tashkent.
