Duties |
The objective of the assignment is to employ an experienced consultant as a Monitoring and Evaluation Expert/Specialist of the PIU to assist in the Grant Project, ICBP and UFSR and implementation activities. III. Scope of Services The scope of services includes the following tasks: •Maintain the projects' Monitoring and Evaluation framework, aligned with the Results Framework defined in the Project Appraisal Document (PAD) and Financing Agreement. •Define and update performance indicators, baselines, targets, and data collection methodologies in collaboration with technical staff. •Establish data collection and verification procedures, tools, and formats to track progress across project components and implementing partners. •Monitor progress toward the Project Development Objectives (PDO) and intermediate results indicators, including energy savings, renewable energy generation, and adoption of regulatory reforms. •Collect, validate, and analyze performance data from contractors, stakeholders, and beneficiaries to assess achievement of performance-based conditions (PBCs). •Prepare periodic M&E reports, including input for semi-annual progress reports to the World Bank, government counterparts, and other stakeholders. •Ensure quality control of monitoring data and maintain a centralized M&E database for the project. •Identify bottlenecks, implementation delays, or underperformance and provide recommendations to the PIU for adaptive management. •Support the PIU in preparing for World Bank implementation, support missions, portfolio reviews, and mid-term review (MTR) assessments. •Participate in the drafting of the Projects Completion Report and contribute evidence on the achievement of project results and lessons learned. •Collaborate with technical experts, financial officers, safeguards specialists, and communication staff to ensure the integration of M&E into all project activities. •Provide training or guidance to PIU staff and partners on monitoring procedures, data collection standards, and results-based reporting. IV. Reports: •Monthly progress reports summarizing the monthly activities, problems/disputes encountered in the implementation of the projects during the subject month; •Semi-annual reports are prepared and approved; •Project indicators are regularly updated; •Final Project report is prepared including results achieved and lessons learnt; •Database with data on beneficiaries is prepared and well maintained throughout the implementation of Projects; •Regular visits to beneficiaries/stakeholders of the project. |

Professional requirements |
i.University degree in economics, statistics, engineering, public administration, project management, or a related field. ii.Minimum of 5 years of professional experience in monitoring and evaluation, project performance management, or results-based reporting for development projects. iii.Proven experience in designing and implementing M&E frameworks, including development of indicators, baselines, and targets. iv.Familiarity with World Bank or other international financial institution (IFI) monitoring and reporting requirements is strongly preferred. v.Strong understanding of results-based management principles, logical frameworks, and performance-based conditions (PBCs). vi.Experience in data collection, validation, analysis, and preparation of M&E reports for complex, multi-component projects. vii.Ability to assess and track outputs and outcomes related to infrastructure or energy efficiency projects is an asset. viii.Experience working with government institutions, project implementation units (PIUs), or donor-funded programs is desirable. ix.Strong analytical and problem-solving skills, with attention to accuracy and detail. x.Experience in data management and analysis tools (e.g., Excel, Power BI, STATA, or similar). xi.Excellent reporting and written communication skills. xii.Fluency in English, Uzbek and Russian (both oral and verbal) is a requirement. |

V. Duration of the Services The services will be required on a full-time basis for an expected duration of the project based in Tashkent. The Consultant is expected to commence work from October 2025, with two months' probation period and a renewable 12-months contract, if performance is satisfactory.
The Monitoring and Evaluation Expert should be either an international or local expert with international experience. This position is based in Tashkent, Republic of Uzbekistan. Payment shall be made each month against the invoice, monthly reports and timesheets approved by the PIU Director. |
