Duties |
The Legal and Administrative Officer will work under the PIU and will perform, but not be limited to, the following tasks across the projects: A. Contract Management: •Review, draft, and provide legal opinions on project-related contracts, memoranda of understanding (MoUs), consultant/firm agreements, and procurement documents. •Ensure that all contracts comply with Uzbekistan's laws and World Bank procurement regulations. •Maintain a contract register and track key deadlines (e.g., deliverables, extensions, payments, renewals). •Assist PIU specialists in monitoring contract implementation and flagging issues requiring management action.
B. Legal Compliance •Ensure that all PIU operations, agreements, and project documents are consistent with national laws (civil, labor, procurement, tax, administrative). •Provide legal support to PIU in interactions with government agencies, auditors, and stakeholders. •Monitor relevant legislative and regulatory changes and update PIU management on their implications. •Provide legal clearance for contracts and prepare compliance notes including written conclusions to register the contracts in regulatory agencies, and official correspondence as required.
C. Archiving and Administrative Support •Maintain systematic filing and archiving of all official project documentation (contracts, procurement records, minutes, correspondence). •Ensure that records are complete, up to date, and accessible for audits, supervision missions, and internal reviews. •Support governance arrangements (e.g., Steering Committee meetings) by preparing and archiving agendas, minutes, and resolutions. •Assist in organizing project-related workshops, meetings, and training sessions. |

Professional requirements |
Education: •University degree in Law. Advanced legal qualifications are an asset.
Experience: •At least 5 years of relevant professional experience in contract management, legal advisory, or administrative support. •Experience with donor-funded or World Bank projects is desirable. •Familiarity with Uzbekistan's legal framework (civil, procurement, labor, tax, administrative law). |

Skills: • Strong organizational skills and attention to detail. •Ability to maintain accurate records and filing systems. •Excellent drafting and communication skills. •Fluency in Uzbek and Russian; working knowledge of English is required. •Proficiency in MS Office and electronic document management tools.
Duration of the Services The services will be required on a full-time basis for an expected duration of the project based in Tashkent. The Consultant is expected to commence work from October 2025, with two months' probation period and a renewable 12 – months contract, if performance is satisfactory.
The consultant will be selected according to the World Bank Procurement Regulations for IPF Borrowers as an Individual Consultant. This position is based in Tashkent, Republic of Uzbekistan. Payment shall be made each month against the invoice, monthly reports and timesheets approved by the PIU Director. |
