Duties The Livelihood specialist will be responsible for coordination, planning and roll-out of the livelihood and value chains component at the national level across all project regions and provide and an overall direction to the community livelihood enhancement agenda adopted by the project.

S/He will be responsible to plan, direct, coordinate, and lead the livelihood activities of the project to ensure that goals, objectives and all elements of the Project are accomplished within the prescribed time frame and funding parameters

The specific set of duties would include:
• Developing specific year wise activity plan for project intervention including finalising the village entry plan/ phasing
• Support the process of TAP selection and procurement
• Oversee the recruitment of the Community Business Agent (CBA) to ensure quality as well as to reduce nepotism (if any)
• Extend technical support to the TAP to finalise
o the social mobilisation plan; strategy for promotion and nurturing of CLG/WLG; different capacity building training modules including business development training; relevant IEC material; process of identifying and supporting entrepreneurs/ group of entrepreneurs; matching grant manual; etc
• Provide inputs to the various studies conducted by the TAP on market assessment, value chain analysis studies, etc
• Oversight in managing the disbursement of Matching Grant - establishment of the Proposal Evaluation Committee; conduct all formalities related to matching grant including conducting regular EC meetings; grant issuances to individuals, groups and CLGs; ensuring adherence to the procurement norms by the community; closing the matching grant file for each beneficiary post proper utilisation; maintain and update all records related to matching grant
• Monitor the performance of the supported enterprises and quality of the community organisations – namely the group enterprises and the CLGs
• Ensure that all supported enterprises have proper books of records & accounting system and all local laws are complied to
• Verification of all data (through physical visits) and MG utilization (in randomly selected 20% of MG recipient)
• Data base maintenance using digital tools
• Support TAP to forge linkage with private sector players and formal financial institutions
• Liaison with other government departments and ministries
• Conduct roundtables and national/ regional level workshops and consultative meetings
• Need based technical support to the regional PIUs and the province livelihoods specialists
• Technical support and direct oversight/ monitoring of the work of the TAP and the CBA
• Compile all data and district/ regional level report and present regularly to the PIU
• Monthly report of ongoing status of the tasks completion to the PIU staff, WB staff

Professional requirements A post graduate degree in management (MBA)/ Economics/ Livelihood/Social Development /Rural Development or other equivalent

At least 7 of progressive industry experience of working on social development / rural livelihood and value chain development projects of which 5 years should be in the domain of directly responsible for leading the rural livelihood agenda. Demonstrated skill sets in undertaking market diagnostic study, commodity value chain analysis and also in commodity processing, marketing, etc. 3-5 years of practical experience of managing livelihood enhancement project for rural community, atleast at the regional level is a prerequisite.
Must have experience of forging public-private partnership, especially in the agro, agro allied and forest based produce sector.
Should have demonstrated experience of working in small and medium enterprise development sector in the rural hinterland of Uzbekistan.
Past experience of working with rural women artisans, enterprises (both individual and group based) will be an additional qualification.
Experience of working in externally funded projects will be an added advantage

Additional information: The Government of Uzbekistan received loans from the International Development Association (IDA) for the implementation of RESILAND CA+: Uzbekistan Resilient Landscapes Restoration Project (hereinafter Project).

This project will finance priority policy, institutional, and infrastructure activities at both the national and regional levels, to promote sector sustainability and accelerate progress towards achievement of the Government's development objectives. Moreover, the programmatic approach will support the ongoing sector reform process through comprehensive and consistent support to address existing challenges and constraints more broadly including support to performance improvement process; strengthening the central-level policy and planning framework; and institutional capacity for monitoring and regulation

The Project Development Objective (PDO) is to: increase the area under sustainable landscape management in selected locations in
Uzbekistan, and promote Uzbekistan's collaboration with Central Asia countries on transboundary landscape restoration

This PDO is uniform across the RESILAND CA+ Program projects,
however, with varied sustainable landscape management practices
based on country-specific context. For Uzbekistan, sustainable
landscape management refers to tree-based restoration practices on
SFF land in landscapes within six defined transboundary corridors.
Such practices include agroforestry (intercropping with trees,
shelterbelts); improved grazing land management through temporal
enclosure and enrichment planting; plantations and reforestation,
(production-oriented plantations, tree belts for protection of
catchments and erosion control); PA management; soil fertility and
water harvesting measures to support tree systems (including
adopting techniques such as hydrogels); and other relevant
sustainable landscape management practices that are tree-based.
Sustainable landscape management related interventions will be
carried out by the government, forestry enterprises, the private
sector, and rural communities, in the targeted locations within the
Project corridors.

In accordance with the Financing Agreements, the responsible entity for the Project implementation is the Forestry Agency under the Ministry of Ecology Environmental Protection and Climate Change. The Project Implementation Unit (PIU) established under the Forestry Agency is responsible for overall Project coordination and reporting. The PIU will be responsible for provision of assistance to the Forestry Agency in implementation of the Project in procurement, financial management, and other aspects to the extent required, in direct communication with the Bank. The Forestry Agency acts as the Client and is responsible for the implementation of the project, including the execution of works, project management, procurement, security, etc., as described in more detail in the Project Operational Manuals.

The Livelihood Specialist will be responsible for carrying out project management and coordination tasks, including preparation of annual work plans and budgets, procurement activities, FM of project funds, hiring of auditors, development and maintenance of a project communication program and grievance redress mechanism, M&E, and reporting; Assistance with coordination, supervision, monitoring, and outsourcing services; Management of matching grant distribution and assurance of match grant mechanism and enterprise performance oversight and monitoring; Assistance with the creation of a Community Operations Manual and the hiring process for technical assistance/capacity-building partners and community business agents.
She/he will also be responsible for coordination with the local governments and relevant departments in rolling out the component at the regional level; Provision of oversight in managing the disbursement of matching grants and overseeing and monitoring the matching grant mechanism and performance of enterprises at the regional level; Supporting the MCA's in hiring the community business agents; Planning and coordination of the technical support activities with the TAP; Monitoring and reviewing the implementation of the component; Preparation of Quarterly performance reports and submission to the NPIU.

The CF will hire Technical Assistance Partners (TAP) to support social mobilization activities and to provide business development and promotion support. The TAP will identify and select Community Business Agents (CBAs) from the Mahalla itself with inputs from community members. Post training events, the TAP, CBA and the PIU jointly would be engaged in generating awareness of the project as well as in mobilizing community on issues related to project related activities in the forest areas mainly around plantation, deforestation, controlled animal grazing, and other climate smart measures. The TAP will be responsible for conducting the market assessment to understand the priority commodities and the sub sectors which have the maximum potential for scaling up and also add value to the enterprises in the local area. The market assessment would also identify the key pain areas including the intervention strategy.
At a Mahalla level, the project cycle will adopt a two-track approach. Track 1 would try to identify existing forest and nature-based enterprises and would support them with financial and business development inputs. In the track 2 route, the CBA would identify potential community members and facilitate them to initiate new enterprises. The new enterprises in track 2 may either be individual or group ownership. The TAP and the CBA would handhold these enterprises and also nurture the collective enterprise into strong community organization.
As business planning would help the enterprises to think through their business models in detail as also articulate it to the external worked including financiers. The TAP along with the CBA would work intensively with these enterprises and support them develop the business plans as well as their application for matching grant support from the project. The project after conducting due diligence of the proposals would provide matching grants which mostly be used as working capital needed to start-up or expand the enterprise activities as identified in the business plans of community-level business enterprises, both individual and group-based. The TAP would continue to assist in the establishment of linkages and collaborations with commercial banks, private sector organizations, and other development programs that offer credit-based financial services.
The project would develop the soft support infrastructure and digitization for long-term sustainability as well as institute the M&E system that not only be capturing the progress data on a rolling basis but the analytics will also help in decision making support apart from project end evaluation.
