Duties |
Duties: • The Security Guard operates under the overall supervision of the WHO CO UZB AO and guidance of and WHO Agency Security Focal Point (ASFP) while taking day-to-day operational guidance from the Senior Security Guard. • Ensure 24/7 guarding service for the WHO Country Office premises. • Comply strictly with UN Department of Safety and Security (UNDSS) instructions and WHO internal security protocols. • Maintain vigilance and monitor surroundings continuously. • Control access to WHO premises following UNDSS/WHO protocols. • Enforce visitor and contractor access procedures, including ID checks and logging entries/exits. • Escort maintenance staff and ensure they do not remain unaccompanied in secure areas. • Inspect incoming and outgoing vehicles for explosives, unauthorized persons, or contraband. • Maintain detailed vehicle check records including license plates, driver identity, and time of entry/exit. • Safeguard confidential information about WHO staff and operations. • Report any attempts to solicit confidential information to UNDSS Communication Center and ASFP. • Act according to procedures during emergencies (fire, medical, intrusion). • Report emergency actions to relevant authorities and WHO Security focal point. • Maintain clear, complete, and timely documentation of incidents or threats. • Escalate serious incidents following UNDSS and WHO protocols. • Monitor CCTV and communicate incidents using radios and telecommunication devices. • Report unusual activity or unauthorized filming in sensitive areas. • Issue and log custody of room and vehicle keys; ensure secure return at shift end. • Apply established protocols for removal of assets with proper documentation. • Coordinate with local police or security forces for perimeter security and incidents. • Maintain courteous and respectful attitude toward staff and visitors. • Uphold confidentiality, integrity, and neutrality. • Attend mandatory training sessions organized by WHO, UNDSS, or authorized bodies. • Participate in fire drills, evacuation simulations, and security workshops. • Maintain professional behavior, cultural sensitivity, and diversity standards. • Perform other tasks assigned by Administrative Officer, Security Focal Point, or Designated Official. |

Professional requirements |
• Education: o Essential: Completed secondary, technical or commercial school. o Desirable: Police, military or formal security training. • Professional Requirements: o Minimum two years of relevant experience as a security guard. o Desirable experience in international organizations or UN agencies. o Proven ability to use radios, CCTV surveillance, and basic IT tools (MS Office, digital logs). o Basic first-aid training and knowledge of emergency response procedures with certification within last 3 years. • Certifications and Health Clearances: o Medical Certificate of Fitness for Work valid for the contract duration. • Language Requirements: o Fluency in Uzbek and Russian (oral and written) mandatory. o Basic knowledge of English required. • Additional Skills and Competencies: o High integrity and commitment to confidentiality. o Ability to remain calm and act responsibly under pressure. o Basic computer literacy (MS Word/Excel) is an asset. • Other Competencies: o Knowledge of emergency response protocols and crisis management. o Ability to work independently while following security guidelines. |
