Climate change threatens Central Asia, particularly Uzbekistan, worsening socio-economic development and exacerbating environmental issues. The agriculture, forestry, and other land use (AFOLU) sector, ecosystems, and biodiversity are significantly impacted. The Green Central Asia Initiative of the German Government, in cooperation with Central Asian partners, aims to strengthen the resilience of vulnerable populations and ecosystems. The announced position of Junior Climate Change Specialist will be financed through a Study and Expert Fund (SFF) measure, which is a funding mechanism designed to support the implementation of targeted projects and individual measures within the framework of international cooperation. The position focuses on two measures: 1. Strengthening institutional capacities of Uzbekistan's National Centre for Climate Change to access international climate finance, especially through the Green Climate Fund (GCF). This involves enhancing the institutional and policy environment, developing a GCF readiness measure, and identifying adaptation and mitigation priorities for the AFOLU sector with relevant stakeholders. 2. Developing a Regional GCF Project in the AFOLU Sector in Central Asia, including a concept note, full proposal, and annexes for a co-financed GCF measure. This aims to engage stakeholders at national and regional levels and strengthen Central Asia's capacities for accessing climate finance.
Main responsibilities:
Junior Climate Change Specialist shall provide the following tasks: • Work closely with the project advisors, supporting the National Climate Center under the Ministry of Ecology, Environmental Protection and Climate Change in planning, developing, and implementing project activities; • Assist with the design, implementation, monitoring and reporting of activities as per the work-plan, while maintaining high quality of deliverables – including the development of a Green Climate Fund (GCF) climate finance readiness measure, the institutional strengthening of relevant institutions in Uzbekistan, and the development of multistakeholder coordination mechanisms for climate change; • Support in organization of capacity development activities and/or workshops for partners, e.g. climate finance trainings, validation workshops; • Manage the workflow with high discretion and sensitivity to all matters and ensure high-quality standards of all internal and external communications, as well as in terms of knowledge management; • Compile all relevant information for activities and keep project files (all types: presentations, photos, reports, databases, etc.) in accordance with GIZ procedural requirements; • Prepare the necessary documents, such as terms of reference, for concluding contracts with consultants, appraisers, or ñompanies for further forwarding for tendering to GIZ Country Office Uzbekistan or HQ in Germany; • Organize and coordinate the planning, holding and documenting of stakeholder meetings, workshops, seminars and other events on local, national and regional level; • Support translating and/or drafting standard simple documents (letters, online meeting minutes, etc.) and proofreading; • Supports project management activities (e.g. impact monitoring, reporting) and building linkages with other activities nationally and regionally, while also assisting in internal control and other requirements; • Works closely with other technical specialists and advisors as part of a regional GIZ climate change team in Central Asia, while fostering learning and exchange; • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description. |

Professional requirements |
• University degree in Business administration, Environmental Sciences (Geography, Environmental management, Environmental policy, etc.), Climate Science, Public Administration, Public Finance Management, or related field; • Minimum 3 years of relevant experience in a similar position with an international or national organization; • Work experience in climate related projects, including in climate policy and/or climate finance work; • Work experience in agriculture, forestry and other land use (AFOLU) sector; • Experienced in use of Excel advanced functions, other Microsoft office suite products, project management software (e.g. MS Teams and other); • Excellent written and spoken English and Russian, knowledge of Uzbek is an asset; • Highly-organized and detail-oriented, with strong ability to multi-task and deliver quality work on time under pressure; • Good knowledge of Results Based Management. |
